HomeMy WebLinkAbout022797 PTS Minutes MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA PUBLIC/TRAFFIC SAFETY COMMISSION FEBRUARY 27, 1997 A regular meeting of the City of Temecula Public/Traffic Commission was called to order on Thursday, February 27, 1997, 7:02 p.m., at the City Hall Council Chambers, 43200 Business Park Drive, Temecula, California. Chairman Markham called the meeting to order. PRESENT: ABSENT: COMMISSIONERS: Coe, Guerriero, Johnson, Perry, Markham COMMISSIONERS: Also present were Public Works Associate Engineer All Moghadam, Police Sergeant Rodney Crisp, Battalion Chief John Winder, Administrative Secretary Anita Pyle. Chairman Markham called for non-agenda items at 7:05 p.m. Frank Klein, 30180 Santiago Road, spoke regarding dirt road pollution and new requirements for dust control. Chairman Markham, thanked Mr. Bill Benson for the letter he wrote to the editor of the Californian Newspaper thanking the Public/Traffic Safety Commission for a job well done. COMMISSION CONSENT CALENDAR 1. Minutes of January 23.1997 and February 13.1997 Workshop 1.1 It was moved by Commissioner Perry and seconded by Commissioner Guerriero to approve the minutes of January 23, 1997, as corrected on Page 1, Item 2, Paragraph 2. The motion carried as follows: AYES: NOES: ABSENT: it was moved by Commissioner Coe seconded by Commissioner Johnson to approved the minutes of February 13, 1997, Workshop as corrected on Page 3, 5 COMMISSIONERS: 0 COMMISSIONERS: 0 COMMISSIONERS: Guerriero, Johnson, Perry, Coe, Markham None None PUBLIC/TRAFFIC SAFETY COMMISSION FEBRUARY 27.1997 COMMISSION BUSINESS Soeed Limit - Jefferson Avenue from Winchester Road to North City Limits Associate Engineer All Moghadam presented staff's recommendation to re-affirm the existing speed limit of 50 MPH on Jefferson Avenue from Winchester Road to North City limits. After a brief discussion, it was moved by Commissioner Johnson, seconded by Commissioner Perry to recommend that the City Council adopt a resolution re-affirming the speed limit on Jefferson Avenue from Winchester Road to North City limits. The motion carried as follows: AYES: 5 COMMISSIONERS: Guerriero, Johnson, Perry, Coe, Markham NOES: 0 COMMISSIONERS: None ABSENT: 0 COMMISSIONERS: None 3. "No Parking" Zone - Rancho California Road Associate Engineer All Moghadam explained that this item had been previously reviewed and approved by the Commission at the December 12, 1996 meeting. This item was pulled from the City Council consent calendar and returned to the Commission for further review and recommendation. It was moved by Commissioner Perry, seconded by Commissioner Guerriero to approve previous recommendation for "No Parking" zones on Rancho California Road in front of the Post Office and at Meadows Parkway. The motion carried as follows: AYES: 5 COMMISSIONERS: Guerriero, Johnson, Perry, Coe, Markham NOES: 0 COMMISSIONERS: None ABSENT: 0 COMMISSIONERS: None 4. AlP-Way "Stop" - Pala Road at Rainbow Canyon Road Associate Engineer All Moghadam presented staff's recommendation to deny the request for an All-Way "Stop" at the intersection of Pala Road at Rainbow Canyon Road. He stated the existing traffic volumes does satisfy the minimum traffic volumes as outlined in the California Department of Transportation Traffic Manual. However, installation of stops at this intersection could adversely affect the overall traffic flow in the area and should be denied. Commission inquired if this intersection could be moved from number 6 priority to number 1 priority on the Traffic Signal Priority list. PUBLIC/TRAFFIC SAFETY COMMISSION FEBRUARY 27. 1997 It was moved by Commissioner Perry and seconded by Commissioner Guerriero to deny the request for installation of an All-Way "Stop" at the intersection of Pala Road at Rainbow Canyon Road; and to place this intersection as number 1 priority location on the Traffic Signal Priority list. The motion carried as follows: AYES: NOES: ABSENT: 5 COMMISSIONERS: 0 COMMISSIONERS: 0 COMMISSIONERS: Guerriero, Johnson, Perry, Coe, Markham None None TRAFFIC ENGINEER'S REPORT Mr. Moghadam reported on the following: Signal at Rancho California Road/Cosmic Drive - The timing had been corrected. Signs at Tower Plaza - The property manager for the Tower Plaza had removed the "Stop" signs at the Tower Plaza and Ynez Road intersection. Traffic Signal Priority List - Mr. Moghadam presented the Traffic Signal Priority List to the Commissioners for their review and comment. Hwy 79(S)at Bedford Court - Interim Traffic Signal - Have received Caltrans approvals and will be going to City Council on March 18, 1997 for approval to solicit for public construction bids. Commission Perry inquired as to the project completion date for the Winchester Road Bridge Improvements. Stating the construction signs state September 1997 but the project appears to be progressing to an earlier completion. Mr. Moghadam responded that the completion should be in June 1997. Commissioner Johnson inquired to the status of the traffic study on Del Rey Road/Via Norte/Del Reposo. Mr. Moghadam responded that data collection has been delayed due to the Slurry Seal project but should proceed and brought to the Commission for the meeting in March. POLICE CHIEF'S REPORT Commissioner Guerriero expressed concern for excessive truck traffic speeds for east and west bound Rancho California Road. Sergeant Crisp responded that they will look into Commissioner Guerriero's concern and install radar trailer. Commissioner Johnson commented that traffic seems to be slower and more cautious on Del Rey Road and Via Norte. PUBLIC/TRAFFIC SAFETY COMMISSION FEBRUARY 27, 1997 Commissioner Guerriero inquired if there was a way to tract the number of false alarms that Sheriff's respond to and a breakdown of costs involved with responding to false alarms also, the possibility of implementing a fine for excessive false alarms. Sergeant Crisp replied that he would look into it. Commissioner Perry stated he would like to see sample ordinances from other cities agendized for a future Commission meeting for review and discussion. FIRE CHIEF'S REPORT Chief Winder reported the purchase of a second Cairns Iris helmet, which should be available for use in six to eight weeks. Chief Winder reported looking into the possibility of another fire station located on Hwy. 79(S) in Redhawk or further east toward Anza. COMMISSION DISCUSSION Commissioner Johnson complimented the Police Department for the year end report. He also stated vehicles have slowed down on Calle Pina Colada. Mr. Johnson also requested an excused absence for the March 27, 1997 meeting. Commissioner Guerriero, complimented Police and Fire Departments for their assistance at the Rod Run. He also stated an overall safety ordinance need be drafted for guidance for special events for traffic control, fire suppression and overall safety. Commissioner Johnson recommended an open public workshop to discuss the guidelines for special events. Commissioner Coe inquired as to Rainbow Canyon Road would be repaved from Pala Road to the City limits. Mr. Moghadam responded that he would look into it. Chairman Markham commented on the City's Public Opinion Survey which was presented to the City Council at the February 25, 1997 meeting, thanking Police and Fire for a job well done and stating there is a lot of work to be done for traffic. Chairman Markham inquired regarding the possibility Traffic Calming Workshop, to look at alternatives to stop signs as traffic calming methods. PUBLIC/TRAFFIC SAFETY COMMISSION FEBRUARY 27, 1997 It was moved by Commissioner Guerriero and seconded by Commissioner Johnson to adjourn the meeting at 8:25 p.m. The motion was unanimously carried.
