HomeMy WebLinkAbout18-27 CC Resolution RESOLUTION NO. 18-27 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMECULA APPROVING A LIST OF PROJECTS TO BE FUNDED BY SB 1: THE ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017 THE CITY COUNCIL OF THE CITY OF TEMECULA DOES HEREBY RESOLVE AS FOLLOWS: Section 1 . Recitals. The City Council hereby finds, determines and declares that: A. Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017 (Chapter 5, Statutes of 2017) was passed by the Legislature and Signed into law by the Governor in April 2017 in order to address the significant multi-modal transportation funding shortfalls statewide; and B. On June 13, 2017 the City Council approved the Capital Improvement Program (CIP) Budget for Fiscal Years 2018-22; and C. On September 26, 2017 the City approved an amendment to the CIP budget to include a list of Pavement Rehabilitation Program projects to be funded by SB 1 for Fiscal Year 2017/18;. the projects on the project list adopted by this Resolution are on the City's Capital Improvement Program and CIP Budget and each project is consistent with the City's General Plan and each element thereof; and D. SB 1 includes accountability and transparency provisions that will ensure the residents of the City of Temecula are aware of the projects proposed for funding in our community and which projects have been completed each fiscal year; and E. The California Transportation Commission (CTC) adopted the updated 2018 Local Streets and Roads Funding Program Annual Reporting Guidelines At the March 21-22, 2018 meeting; and F. Section 2 of the updated 2018 Local Streets and Roads Funding Program Annual Reporting Guidelines, Program Objectives and Statutory Requirements, indicates that prior to receiving an apportionment of RMRA funds from the Controller in a fiscal year, a city or county must submit to the Commission a list of projects proposed to be funded with these funds; and G. The City of Temecula must adopt by resolution at a regular public meeting a list of all projects proposed to receive RMRA funds; and H. The City of Temecula is set to receive an estimated amount of $1,848,557 in Fiscal Year 2018-19 for Local Streets and Roads from the Road Maintenance and Rehabilitation Account (RMRA) funded by SB 1; and Resos 18-27 1 I. The SB 1 project list and overall investment in our local streets and roads infrastructure with a focus on basic maintenance and safety, investing in complete streets infrastructure, and using cutting-edge technology, materials and practices, will have significant positive co-benefits statewide. Section 2. Approval of the SB 1 Project List for Fiscal Year 2018-19 A. The foregoing recitals are true and correct. B. The List of Projects Proposed to Receive Road Maintenance and Rehabilitation Account (RMRA) Revenues Funded by SB 1 for Fiscal Year 2018-19 and supplemented with the Gas Tax, Measure A and local funds is hereby approved. List of Projects is attached hereto as Exhibit A and is incorporated herein as though set forth in full. Section 3. Certification. The City Clerk shall certify to the adoption of this Resolution.
