HomeMy WebLinkAbout061101 CSC Minutes MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA COMMUNITY SERVICES COMMISSION JUNE 11, 2001 CALL TO ORDER The City of Temecula Community Services Commission convened in a regular meeting at 6:00 P.M., on Monday, June 11, 2001 in the City Council Chambers of Temecula City Hall, 43200 Business Park Drive, Temecula, California. ALLEGIANCE The audience was led in the Flag salute by Commissioner Henz. ROLL CALL Present: Commissioners Edwards, Henz, Hogan, and Chairman Meyler. Absent: Commissioner Yorke. Also Present: Director of Community Services Parker, Deputy Director of Community Services Ruse, Recreation Superintendent Pelletier, Maintenance Superintendent Harrington, Development Services Administrator McCarthy, Management Analyst Smith, Administrative Secretary Zigler, and Minute Clerk Hansen. PRESENTATIONS Hometown Buffet and the Hometown Buffet Bee Chairman Meyler presented a Certificate of Appreciation to Ms. Lisa Navarette of "Hometown Buffet, Temecula" for her dedicated service which enhances the quality of life for the residents of Temecula. Adding special thanks, Recreation Supervisor Adkisson presented Ms. Navarette with flowers, expressing gratitude for her numerous efforts with other community service programs. It was noted that an additional presentation was made to Recreation Superintendent Pelletier; see page 2. PUBLIC COMMENTS Mr. Scott Eggum, 41833 Carleton Way, on behalf of his wife and himself, thanked Director of Community Services Parker, City staff, and the Commission for the tree planted at Veteran's Park in memory of his daughter, Daviana, relaying that this honorable occasion will be remembered always; provided an overview of Daviana's life, who was born with congenital heart disease and served as a source of inspiration to all who knew her; briefed the audience regarding Camp Del Corazon, a non-profit organization which sends children with heart disease to summer camp to Catalina Island at no cost to the families, depending entirely on donations and grants; and advised that a Golf Tournament has been scheduled in Daviana's memory, in order to raise money for Camp Del Corazon, noting that the 1st Annual Davi Golf Tournament would be held on Friday, July 20th at 1 :30 P.M. at Temeku Hills Country Club in Temecula, relaying that Councilman Stone, and Ms. Joan Sparkman will be the Honorary Chairpersons; and invited all those present to attend this worthy event. In response to Mr. Eggum's comments, Director of Community Services Parker advised that it was the City's honor to participate in this memorable tree dedication ceremony, noting that a bronze plaque had been ordered, and would be installed at the base of the tree. Ms. Liz Bibb, representing Habitat for Humanity, relayed that the family selection process would be beginning soon for the upcoming Habitat for Humanity homes (Le., two in the City of Temecula, two in Murrieta, and one rehabilitation in the City of Perris), providing a brief overview of the requirements for the qualifying families (i.e., screening, training with respect to budgeting, home management); relayed that two family information meetings would be held, as follows: 1) Monday, June 25th, at 7:00 P.M. at Bethel AME Church, 24480 Sophie Street, Perris, and 2) Wednesday, June 27, 2001 at 7:00 P.M. at People's church of the Valley, 27570 Commerce Center Drive, Suite 125, Temecula; and requested City staff permission to post a notice regarding these meetings at each recreation center. In response, Director of Community Services Parker relayed that if Ms. Bibb would leave a couple copies of the notice, that staff would make sure that it was posted at the proper facilities. At this time an additional presentation was made. Presentation to Recreation Superintendent Pelletier Ms. Charlotte Fox, and Ms. Liz Bibb, relayed that one of the members of the Recreation staff has been extremely helpful in a volunteer effort that take's place the first Saturday each month, the master's gardener program, advising that if it were not for Recreation Superintendent Pelletier, this class would not be included in the new brochure; and offered appreciation to Recreation Superintendent Pelletier, presenting her with a gift and a certificate. DIVISION REPORTS Noting that Recreation Superintendent Pelletier would be providing information regarding the summer recreation operations (Agenda Item No.3), Director of Community Services Parker advised that she would not be providing a division report at this time. Development Services Administrator McCarthv provided an overview of the projects in process. as follows: . The Sports Complex Design Subcommittee met on May 22, 2001 whereupon the consultant presented a preliminary design concept, which was based on information received from the Community Workshop and the Subcommittee, R:CSC/minutes/061101 2 . advising that the Subcommittee has requested various revisions, which will be presented at the next Subcommittee meeting. The Children's Subcommittee met on June 5th at which time the consultant presented concepts for the exterior design concept, noting that exhibit concepts were discussed, and that the Subcommittee requested that the consultants bring back additional concepts inclusive of elements more reflective of creativity and play. . The Senior Center Expansion is currently out to bid, relaying that the bid opening is scheduled for Wednesday, June 13, 2001. . The Chaparral Pool Bid Opening would be on June 21st, advising that the contracts for the Senior Center Expansion and the Pool Project would most likely be awarded at the City Council meeting on June 21" with construction beginning on both of these projects in July. Maintenance Superintendent Harrinaton provided a brief overview of various proiects that were completed bv the Maintenance Division durina the month of Mav. relavina the followina: . The Community Recreation Center (CRC) pool water heater was rebuilt. . Additional electrical outlets were installed in the women's restroom building at the CRC (per requests from patrons). . The multipurpose room was painted at the Mary Phillips Senior Center. . The building exterior was painted at the Temecula Wedding Chapel. . The interior and exterior of the restroom/snack bar building was painted at Sam Hicks Memorial Park. . The interior of the restroom storage building at Margarita Community Park was painted. . The interior of the 6th Street parking lot restroom building was painted. . Two windows (which had been damaged by vandals) were replaced at the Temecula Valley Museum and the Temecula Wedding Chapel, one of which was a stained-glass window. . Two skylights (which had been damaged by vandals) were replaced at the Kent Hintergardt Memorial Park restroom/snack bar building. For Commissioner Henz, Maintenance Superintendent Harrington relayed that there have been no negative effects from reducing the aeration at the Duck Pond; noted that the coots, for the most part, have left for the summer season, relaying that additional stamped concrete will be installed in an effort to deter the coots; and noted the restrictions associated with deterring the coots by planting a tougher grass. R:CSC/minutes/061101 3 In response to Commissioner Hogan's comments regarding the utility company's request to run pool filters off-hours, Maintenance Superintendent Harrington advised that the Health Department requires that the City run the pool filters during operational hours (specifically requiring that the water be re-circulated twice every eight hours). Relaying that every1hing was looking terrific at the CRC, Commissioner Edwards recommended that in the courtyard (i.e., the space between the entryway to the recreation center, and the multipurpose building) that electrical outlets be installed; and for Maintenance Superintendent Harrington, specified that he had received a single request for 220, 20 amps for a cappuccino machine, but that generally the need would be 110, 20 amps. COMMISSION BUSINESS 1. Approval of Community Services Commission Minutes RECOMMENDATION: 1.1 That the Community Services Commission approve the minutes of the May 14, 2001 meeting. MOTION: Commissioner Henz moved to approve the minutes, as written. The motion was seconded by Commissioner Hogan and voice vote reflected approval with the exception of Commissioner Yorke who was absent. 2. Biannual Make a Difference Dav and Communitv Cleanup Events RECOMMENDATION: 2.1 That the Community Services Commission receive and file a report concerning the Biannual Make a Difference Day and Community Cleanup Event held on Saturday, April 21, 2001. Management Analyst Smith provided an overview of the Community Cleanup Event, the Household Hazardous Waste Roundup, and the Make a Difference Day which were all held on April 21, 2001 (per agenda material), noting the following: that the weather was rainy, that some volunteers were unable to attend due to Temecula Valley High School's prom being scheduled on the same day, that the Community Service Department was the entity primarily responsible for the Community Cleanup Day, and the Household Hazardous Water Roundup which ran from 8:00 A.M. to 2:00 P.M., that CR&R, Inc., provides bins and staff members on site at the high school to collect any bulky items or appliances, that the program was free of charge, that the purpose of the event was to keep the City free of illegal dumping, that the Household Hazardous Waste Roundup was held at the same time and place, requiring special setup and handling which allows CR&R, Inc., to accept used motor oil, used anti-freeze, and used batteries, that 300 gallons of used oil was collected, 40 gallons of antifreeze, and 62 batteries; with respect to Make a Difference Day, noted that Project Code Enforcement Officer Voshall was the primary organizer for this event, relaying the following: that this event was a litter abatement program which was scheduled to be held from 8:00 A.M. to 12:00 P.M. at Old Town Front/6th Streets, adjacent to the creek bed, that due to the rain there were fewer volunteers (Le., a Cub Scout group: Troop No. 334, one high school student, and two R:CSC/minutes/061101 4 adult volunteers), that because of the rain, most of the volunteers left this event at approximately 9:00 A.M. with the exception of the two Hendrick brothers (Le., the two adult volunteers) who stayed in the rain until noon picking up litter at Margarita Community Park, that Make a Difference Day, and the Community Cleanup events collected 39.5 tons of debris in 17 loads; and for informational purposes, noted that on June 12th staff would be presenting the Extreme Recycling Winners, sponsored by CR&R, Inc., relaying that this program was designed to recognize residents who do excellent work recycling, noting that the route drivers selected the nine winners. In response to Commissioner Hogan's recommendation, staff relayed that they would make efforts to contact the two Hendrick volunteers in order to recognize and thank these individuals for their efforts. 3. Summer Proarammina RECOMMENDATION: 3.1 That the Community Services Commission receive and file this report on summer programming. Providing an overview regarding this year's summer programs and events which will be offered to the citizens of Temecula, Recreation Superintendent Pelletier highlighted the following: The 4th of July festivities, which would be inclusive of the parade beginning at 10:00 A.M. in Old Town, the family fun scheduled at Rancho California Sports Park beginning at 2:00 P.M. (i.e., food vendors, game booths, live entertainment), and concluding with a 25-minute firework show beginning at 9:00 P.M.; and distributed to the Commissioners a shirt, reserved parking passes, as well as information regarding the parade. The Summer Day Camp Program, which will begin June 18th at the CRC, and is offered in two-week, and one-week increments through August 31". The Reaching Out to Our City Kids (R.O.C.K.S.) Program which will operate on Tuesdays through Fridays during the summer in 3-hour increments, twice daily, at various park sites in the City. The Summer Months and Recreation in Temecula (S.M.A.R.T.) Program, which will offer an all day summer drop-in recreation, program, Mondays through Fridays, at park sites within the City at no cost to the residents. With respect to the swim lessons and public swim to be offered, noted that beginning June 16th the pool will be operating 7 days a week for the remainder of the summer, relaying that staff has been directed by the City Council to start a free public swim program. The Summer Concert Series, which will be held every Thursday evening throughout the month of August. R:CSC/minutes/061101 5 The summer/fall recreation brochure, which was distributed to approximately 25,000 residents. For Commissioner Hogan, Recreation Superintendent Pelletier relayed that the flyer associated with the Summer Concert Series would specify the type of bands performing; and for Commissioner Henz, provided an overview of how staff evaluates the feasibility of new programs or events recommended by the community residents. Director of Community Services Parker added that in preparation for the summer activities the previously offered events and programs are assessed, and that enhancements, and revisions to the programs are considered, highlighting the success of various summer programs. In response to Commissioner Hogan's queries, Recreation Superintendent Pelletier relayed that the City has been servicing the Vail Ranch residents, recreation ally, for quite a while, noting that the primary difference with respect to annexation will be the payment of fees, as residents, verses the non-resident fee. Director of Community Services Parker provided additional information regarding the expansion of programs due to the annexation, and the future improvement projects planned for the Vail Ranch area. 4. S.M.A.R.T. Proaram RECOMMENDATION: 4.1 That the Community Services Commission receive and file this report on the City's new S.M.A.R.T. program. In response to Councilman Stone's recommendation, Recreation Superintendent Pelletier noted that staff members are in the process of preparing the Summer Months and Recreation in the City of Temecula (S.MAR.T) Program which will begin on Monday, July 25th and will provide a variety of recreation opportunities to Temecula's youth, ages 7-15 years, at five sites throughout the community listed, as follows: Margarita Community Park, Winchester Creek Park, Temeku Hills Park, Pala Community park, and the Vail Ranch Park located at Vail Ranch Road/Nighthawk Pass. For Commissioner Henz, Director of Community Services Parker provided an overview of how this program was developed, advising that there would be no fee for the SMART Program; and specified the location of various park sites which would be utilized. COMMUNITY SERVICES DIRECTOR'S REPORT A. With respect to the most recent Museum Subcommittee meeting, Director of Community Services Parker noted the concern with respect to the concepts presented by the design firm, advising that the consultants would be bringing new ideas to the next Subcommittee meeting. B. Regarding the Sports Complex Subcommittee, Director of Community Services Parker updated the Commission, relaying that the consultant will be presenting a beautiful rendering to the Subcommittee within the next few weeks. Director of Community Services Parker advised that the adoption of the rates and charges for all the various Service Levels, the establishment of a Special Tax, the approval of the Operations Budget, and the CIP would be considered by the City Council at the June 12, 2001 meeting. D. Director of Community Services Parker reiterated that bids will open for the Senior Center Project on Wednesday, and for the Chaparral Pool on June 21st, and that both contracts will be awarded on June 16th. E. In light of the upcoming annexation of Vail Ranch, Director of Community Services Parker relayed that there would be a celebration scheduled which would be held at the basketball court area at Vail Ranch Middle School on Sunday, July 1st, from 2:00 P.M. to 5:00 P.M. F. For planning purposes, Director of Community Services Parker requested the Commissioners to let Administrative Secretary Zigler know whether or not they would be attending the League of Cities Conference in Monterey. COMMISSIONER REPORTS A. ' Commissioner Edwards, echoed by Commissioner Henz, commended City staff for the successful Sidewalk Chalk Painting Event held in Old Town. B. Commissioner Hogan thanked Minute Clerk Hansen for her work regarding the minutes, noting the extensive detail. C. With respect to the recent play held at the CRC, The Music Man, Commissioner Henz noted that this event had been fantastic. D. Commissioner Henz queried whether the City had investigated the feasibility of purchasing the Rose Society's rose garden property, which was currentl~ privately owned (referencing Ms. Weersing's queries relayed at the May 14t meeting). Director of Community Services Parker noted that there was no issue regarding whether the site could continue to be utilized for the rose garden; and with respect to Ms. Weersing's alternate queries regarding the 7.5 acre parcel at YnezlSantiago Roads, advised that he had no knowledge regarding development in this area at this time.
