HomeMy WebLinkAbout031494 OTLRB Minutes OLD TOWN TEMECULA HISTORICAL PRESERVATION DISTRICT LOCAL REVIEW BOARD Regular Meeting March 14, 1994 Members Present: Larry Markham, Tony Terich, Bob Morris and Bill Harker City Staff: John Meyer/and Mathew Fagan The meeting was called to order by Mathew Fagan at 9:00 a.m. in the Board Room of the Community Center, 28816 Pujol Street There were no public comments. 1. Minutes of the February 14, 1994 meeting were approved as written. 2. Fagan submitted a proposed Museum directional sign. After a brief discussion the sign was given unanimous approval. 3. Meye said his e~ attending the meeting was for the purpose of discussing the Southwest Realty sign on the front of the building that is being converted into a tea room and the real estate pole mounted sign on the Southwest corner of 5th and Front Streets. The pole sign is non-conforming under the new Specific Plan for Old Town. Following a discussion the Board recommended that the sign on the face of the building could remain for use by the tea room with appropriate changes to the text and that the non-conforming pole sign be removed. 4. Another matter brought up by Meyer~was the paint on the Texas Lil's building, the fact that the color has not faded as expected and the same color has been used to paint the expanded portion of Lil's even though Ron Walton is aware of the dissatisfaction with the color. It was recommended that staff send Walton a letter requesting the paint be given a wash to tone it down and that he be invited to attend the April 11 Board meeting and tell the Board what he plans to do. The bright yellow trim on the building on Front Street owned by Al's Welding was also brought up for discussion. Staff will contact Al's Welding and ask him to tone it. down or use another color and a letter will be sent to all property owners and business occupants in Old Town reminding them to get color approvals before applying any exterior paint to their buildings and that the City has an approved color chip book from which they can choose an appropriate color. -more- Minutes, Review Board Meeting, 03/14/94 Pg.2 Fagan reported that Dave Hogan is getting implementation of the Old Town Specific Plan started and is shooting to get started on the demonstration block in June. This will include streetscaping, benches, restrooms, trash containers, and street improvements· City staff will contact Rightway to find out what types styles of portable toilets are available. Fagan reported that RFP's have gone out on realignment of Felix Valdez. Harker reported that it appears the problem of' Board representation on the Main Street Program Association is being ironed out. 10. Meyer~ said the signore enforcement will be beefed up. 11. Fagan reported retr~fit~ng of the Mercantile building is still awaiting su't~9~le financing. 12. Fagan reported the Henning property on the west side of Pujol Street will be cleaned up in 60 days. 13. Fagan reported the Master Plan of Hicks Monument Park and the Museum passed the Planning Commission and will be presented to the Community Services Parks and Recreation Commission this evening. 14. Meyer~ said the non-conforming light standards in the Senior Citizen Center will be replaced with standards of appropriate design~ k~ ~F- I~ ~-~3r0~ ~ ~ 15. Fagan reported studies of the Buffman project will be getting under way and should be finished in about four months· There being no further business the meeting was adjourned to a tour of Old Town to look at the foregoing problem areas discussed in this meeting.
