HomeMy WebLinkAbout041194 OTLRB MinutesOLD TOWN TEMECULA HISTORICAL PRESERVATION DISTRICT LOCAL REVIEW BOARD Regular Meeting April 11, 1994 Members Present.: Walt Allen, Larry Markham, Bob Morris, and Bill Harker. Staff Present.: Mathew Fagan The meeting was called to order by Mathew Fagan at 9:15 a.m. in the Board Room of the Community Center, 28816 Pujol Street There were no public comments. 1. Minutes of the March 14, 1994 corrections noted. meeting were approved with Fagan gave an up-date on the Old Town Specific Plan and a discussion followed regarding the non-conforming light standards in the Sr. Center parking lot and the Center direction signs on 6th Street. Upon a motion by Markham and second by Allen a unanimous vote was cast to have Harker write to the City regarding the non-compliance with approved designs and requesting remedial steps be taken by the City. Fagan reported final Specific Plans are now ready and the responses to the demonstration block RFP's are due to come in by April 15th. He also said that Dave Hogan has been meeting with Buffman. Fagan displayed the artists rendering of the Master Plan for Sam Hicks Monument Park which was approved by the City at the April 5th Council meeting and said plans for renovation of the St. Catherines Church building have received City approval. With respect to the paint on Texas Lil's buildings, Fagan said he, John Meyer and Ron Walton are to meet on that matter on April 12 to resolve the situation and if it not be resolved it will come back before the Board. Fagan reported the clean up of the Henning property on the west side of Pu3ol is scheduled to take place on the 23rd of April. A discussion took place on the lack of enforcement of the temporary sign ordinance and Harker was instructed to write a letter to Tony Elmo suggesting if the code cannot be enforced that the ordinance be rescinded. -more- Minutes, Review Board Meeting, 04/11/94 Pg. 2 Fagan reported that the letter to OTTMA and property owners in Old Town regarding signs is composed and awaiting addresses for mailing Fagan reported the non-conforming yellow trim on the Camera Bug building will be changed to an acceptable color. 9. Fagan asked that if the Board members detect any canopies being used in Old Town that he be advised. 10. Markham brought up the matter of the City storage yard on the southwest corner of Front and First Street and the bad image it creates at the gateway to Old Town. Harker was asked to write a letter to the City with a request that a fence or some other appropriate method be used to hide the site from passersby. There being no further business the meeting was adjourned at 10:05 a.m. NEXT MEETING WILL BE AT 9 A.M. ON MONDAY, MAY 9, 1994 IN THE COMMUNITY CENTER BOARD ROOM, 28816 PUJOL STREET.
