BACKGROUND: Staff received a request from residents of Temeku Hills, to consider the feasibility of implementing all-way stop controls on Temeku Drive and Honors Drive to reduce vehicular speeds. The three intersections are Honors Drive at Brassie Lane, and Temeku Drive at Royal Birkdale Drive and Congressional Drive/Berkshire Lane. Also requested was the implementation of VCalm Radar display signs on Temeku Drive and Honor Drive and a review of the signing and pavement legends at golf cart crossings within the community to improve the visibility of the crossings. Temeku Drive and Honors Drive are both forty-four(44)wide residential collector roadways, which provides access to the arterial roadway network between La Serena Way, Margarita Road and Rancho California Road for numerous residential enclaves in the Temeku Hills community. Temeku Drive and Honors Drive provide one travel lane in each direction with a striped combination golf cart lane/bike lane on each side of the street. The Average Daily Traffic (ADT) on Temeku Drive is approximately 2,100 ADT north of Pin Way/LGC Driveway, 1,300 ADT north of Firestone Street, and 1,400 ADT at Brassie Lane. Since Temeku Drive and Honors Drive are designated for joint use by golf carts and vehicles, a posted speed limit of 25 MPH was enacted by City Council Ordinance in August 2001. 1 In October 2017, the Public/Traffic Safety Commission considered a similar request from the Temeku Hills HOA to implement all-way stop controls at nine (9) intersections along Temeku Drive that included Royal Birkdale Drive and Congressional Way/Berkshire Lane. The all-way stop warrant analysis performed at the time found that volumes were lower than the applicable criteria and all-way stop controls were not justified at these two intersections. A recent evaluation of conditions, volumes and all-way stop warrant analysis for both intersections maintains the previous finding that the applicable criteria is not satisfied and all-way stop controls are not justified at this time. Staff recommends maintaining the present level of control at the intersections of Temeku Drive at Royal Birkdale Drive and Congressional Drive/Berkshire Lane. An evaluation of conditions was also performed at the intersection of Honors Drive at Brassie Lane, which included a review of sight distance, collision history, entering volumes over a three day period (weekday), and completion of an all-way stop warrant analysis Due to the vertical and horizontal alignment of Honors Drive the sight distance evaluation was performed using a prevailing speed of 35 MPH to determine the required minimum sight distance. An unobstructed sight distance of two hundred and fifty (250) feet is required for the 35 MPH assumed speed. The sight distance evaluation revealed that the visibility falls below the minimum unobstructed sight distance of 250 feet looking north from Brassie Lane. A review of the collision history for the twelve (12) month period from October 1, 2017 to September 30, 2018, indicates there were no reported collisions at the intersection. The favorable collision history can be attributed to driver familiarity with roadway conditions and exercising due care when entering and travelling through the intersection. The Multi-Way Stop Sign Installation Policy for Residential Streets' warrant criteria was used to evaluate the need for multi-way stop signs at the intersection. The warrants allow for the installation of multi-way stop signs when the following conditions are satisfied: 1. Minimum Traffic Volumes a) The total vehicular volume entering the intersection from all approaches is equal to or greater than three-hundred (300) vehicles per hour for any eight (8) hours of an average day; and b) The combined vehicular volume and pedestrian volume from the minor street is equal to or greater than one-hundred (100) per hour for the same eight (8) hours. 2. Collision History a) Three (3) or more reported collisions within a twelve (12) month period of a type susceptible to correction by a multi-way stop installation. Such accidents include right and left-turn collisions as well as right-angle collisions. 3. Roadway Characteristics a) The traffic volume on the uncontrolled street exceeds two thousand (2,000) vehicles per day, b) The intersection has four (4) legs, with the streets extending 600 feet or more away from the intersection on at least three (3) of the legs; c) The vehicular volumes on both streets are nearly equal to a forty/sixty percent (40/60%) split; and d) Both streets are 44 feet wide or narrower. WARRANTS 1, 2, and 3 MUST BE SATISFIED 2 Other criteria that may be considered when evaluating the need for multi-way stop signs include: 4. Visibility a) The intersections sight distance is less than: • 155 feet for 25 MPH • 200 feet for 30 MPH • 250 feet for 35 MPH 5. The need to control left-turn conflicts. 6. The need to control vehicle/pedestrian conflicts near locations that generate high pedestrian volumes such as schools, parks and activity centers. 7. The roadways and intersection appear on a Suggested Route to School plan. 8. There are no traffic signal or all-way stop controls located within 600 feet of the intersection. 9. The installation of multi-way stop signs is compatible with overall traffic circulation needs of the residential area. The multi-way stop warrant analysis performed found that volumes are lower than the applicable criteria and all-way stop controls are not justified at the intersection. The Policy does however provide the flexibility to consider all-way stop controls at locations where there is a need to provide right-of-way control to eliminate conflicts between vehicles due to visibility constraints. An evaluation of the intersection sight distance criteria indicates there is justification for all-way stop controls at the intersection of Honors Drive at Brassie Lane due to limited sight distance. Staff recommends establishing all-way stop controls at the intersection. As previously mentioned, the request included the review of existing signing and pavement legends at Golf Cart crossings and the use of the VCalm Radar Display Signs on Temeku Drive and Honors Drive to remind motorists of the 25 MPH posted speed limit. Currently, there are six (6) locations where golf carts cross public streets in the Temeku Hills community. The locations are as follows: • Honors Drive west of Vardon Drive • Honors Drive north of Crystalaire Drive • Brassie Lane north of Crystalaire Drive • Temeku Drive south of Sunningdale Drive • Temeku Drive south of Gleneagles Drive • Royal Birkdale Drive east of Temeku Drive A review of conditions at the 6 crossings revealed that at a minimum, signing and pavement legends are in place as required by the City Council Ordinance adopted in August 2001. Since then however, there have been revisions to the Caltrans MUTCD that have imposed new requirements for the signing and marking of golf cart crossings on public streets. The requirements provide for the placement of warning signs and pavement markings such as "dragons teeth" to delineate and enhance the crossing. Staff also found that the HOA installed entering stop signs located on the golf cart path have faded and need to be replaced. Staff recommends installing the appropriate Golf Cart signing and pavement legends consistent with current standards and coordinating the replacement of golf cart path stop signs with the HOA. 3 Lastly, the HOA requested the use of the VCalm radar display sign at two (2) locations along Temeku Drive and Honors Way to advise motorists of their travel speed and to remind them of the posted 25 MPH prima facie speed limit. The locations requested are: • Honors Drive east of Crystalaire Drive • Temeku Drive south of Gleneagles Drive As the Commission is aware, the VCalm Sign Program has been temporarily suspended until the City assumes ownership and responsibility of Edison street light facilities, which will ultimately be used for the placement of VCalm signs on residential and arterial roadways. As previously mentioned, utilizing the street light facilities provides the mechanism to deploy the VCalm signs, inexpensively, at multiple locations along a roadway without the need for costly poles, anchor bolts and pull boxes. To that end, staff suggests deploying the VCalm signs along Temeku Drive and Honors Drive after the street light acquisition has been completed, tentatively scheduled to occur at the end of the year. Also, Staff suggests adding Temeku Drive south of Congressional Drive/Berkshire Lane as a third location for deployment of the VCalm radar display sign. Staff recommends the Commission provide further direction regarding deployment of the VCalm Radar Display sign on Temeku Drive and Honors Drive. The public has been notified of the Public/Traffic Safety Commission's consideration of this issue through the agenda notification process and by mail. FISCAL IMPACT: Minor cost associated with installing signs and associated pavement markings. Adequate funds are available in the Traffic Division's operating budget. ATTACHMENTS: 1. Location Map 2.
