In accordance with your request, a representative from Soil Tech, Inc. has conducted RETEST
to the grade beam footing located on the South West portion of Building A.
As documented in our previous letters to your office dated, December 13, 1990 and January
^r_, 1991, Project Number: T3704-C nuisance water introduced to the referenced grade beam
footing had compromised compaction and required correction. Retest conducted on January
9, 1991 support that the unique condition encountered at the referenced footing has been
corrected and meats the minimum standards and requirements of the City of Temecula Building
and Safety Department. Attached for your ready review, are the above referenced retest.

Buildings A, B, C, D, Westpark

Mr. Gymer:
In accordance with your request, a representative from Soil Tech, Inc. has conducted
additional compaction tests on finish grade areas relative to buildings A, B, C and D
on the subject site. The purpose of this additional testing is to certify that the above
referenced buildings meet the minimum compaction standards of ninety percent
maximum density at Finish grade. Attached for your ready review are the additional
finish grade compaction test relative to buildings A, B, C, D and E.
In addition to finish grade testing, Soil Tech, Inc. is conducting additional footing
inspections and testing on buildings A, B, C and D. All footing areas inspected at the
time of this writing are in compliance with the recommendations set forth in the
Geotechnical Investigation, prepared by Mendall, Aragon, Worswick & Associates, Inc.,
dated December 20, 1981. With the exception of a unique condition encountered in
the Isolated grade beam footing located on the South West portion of building A. This
unique condition was documented in our previous letter to your office dated, December
13, 1990, Project Number: T3704-C. The small isolated area of the referenced grade
beam footing appears to be influenced by nuisance water introduced by the existing
irrigation servicing landscape areas on Business Park Drive adjacent to Building A.
Corrective actions are currently under way to stabilize the high moisture unique to the
above referenced footing.

Safety Department and utilized standard engineering principles and practices as
observed by this firm.

testing and finish grade testing for Buildings A through E, detailing compaction tests
and their locations.

In accordance with your request, a representative from Soil Tech, Inc. has conducted
additional compaction tests on finish grade areas relative to building E on the subject
site. The purpose of this additional testing is to certify that building E meets the
minimum compaction standards of ninety percent maximum density at Finish grade and
to confirm that standing water and the light growth of natural vegetation removed prior
to this firms inspections, did not compromise the structural integrity of the graded pad
in question. Attached are the four compaction test results conducted on building E in
the areas designated and located by your office.
Grading performed on the subject pad area of the referenced property meets the
minimum standards and requirements of the City of Temecula Building and Safety
Department and utilized standard engineering principles and practices as observed by
this firm.

The findings and conclusions expressed in this report are based on field testing
performed today and support this firms certification of compliance of finish grade
certification for building E. The graded pad in question meets or exceeds the
minimum compaction standards of ninety percent maximum density, set forth by the
City of Temecula Building and Safety Department.
A formal report will be forth coming, which will include finish grade compaction testing
for the remaining Buildings A through D, detailing compaction tests and their locations.

Gentlemen:
In accordance with your request, a representative from Soil Tech, Inc. has conducted
compaction tests on footing areas relative to buildings A and E on the subject site.
The purpose of this additional testing is to verify that present site conditions conform
to those represented in the Precise Grading Report prepared by this firm, dated March
13, 1990, Project Number: T3425-C.
During the course of footing inspection and testing. Nuisance water was observed
encroaching on the graded pad of building A. Corrective actions are currently under
way to divert the water and restore the integrity of the fill material. A representative
of this firm is being retained by Wescon Properties in order to verify that the soil work
is being performed in accordance with the recommendations set forth in the
Geotechnical Investigation, prepared by Mendall, Aragon, Worswick & Associates, Inc.,
dated December 20, 1981. A condition of footing and slab on grade inspection
requires these areas to be free and clear of all obstructions and deleterious material,
including any miscellaneous trash, debris and organic material. Footing testing and
inspection for building E has met or exceeded the minimum compaction standards of
ninety percent maximum density, set forth by the City of Temecula Building and Safety
Department and the County of Riverside Building and Safety Department.

In accordance with your request, a representative from Soil Tech, Inc. has conducted
additional compaction tests on finish grade areas relative to building E on the subject
site. The purpose of this additional testing is to certify that building E meets the
minimum compaction standards of ninety percent maximum density at Finish grade and
to confirm that standing water and the light growth of natural vegetation removed prior
to this firms inspections, did not compromise the structural integrity of the graded pad
in question. Attached are the four compaction test results conducted on building E in
the areas designated and located by your office.

The findings and conclusions expressed in this report are based on field testing
performed today and support this firms certification of compliance of finish grade
certification for building E. The graded pad in question meets or exceeds the

In accordance with your request, a representative from Soil Tech, Inc. has conducted
additional compaction tests on finish grade areas relative to buildings A, B, C and D
on the subject site. The purpose of this additional testing is to certify that the _above
referenced buildings meet the minimum compaction standards of ninety percent
maximum density at Finish grade. Attached for your ready review are the additional
finish grade compaction test relative to buildings A, B, C, D and E.
In addition to .finish grade testing, Soil Tech, Inc. is conducting additional footing
inspections and testing on buildings A, B, C and D. All footing areas inspected of the
time of this writing are in compliance with the recommendations set forth in the
Geotec•.hnical Investigation, prepared by Mendall, Aragon, Worswick & Associates, Inc.,
bated December 20, 1981. With the exception of a unique condition encountered in
the isolated grade beam footing located on the South West portion of building A. This
unique condition was documented in our previous letter to your office dated, December
13, 1990, Project Number: T.3704-C. The small isolated area of the referenced grade
beam footing appears to be influenced by nuisance water introduced by the existing
i rig`ation servicing landscape areas on Business Park Drive adjacent to Building A.
Corrective actions are currently under way to st;ibilize the high moisture unique to the
above referenced finning.

In accordance with your request, a representative from Soil Tech, Inc. has conducted
compaction tests on footing areas relative to buildings A and E on the subject site.
The purpose of this additional testing is to verify that present site conditions conform
to those represented in the Precise Grading Report prepared by this firm, dated March
13, 1990, Project Number: T3425-C.
During the course of footing inspection and testing. Nuisance water was observed
encroaching on the graded pad of building A. Corrective actions are currently under
way to divert the water and restore the integrity of the fill material. A representative
of this firm is being retained by Wescon Properties in order to verify that the soil work
is being performed in accordance with the recommendations set forth in the
Geotechnical Investigation, prepared by Mendall, Aragon, Worswick & Associates, Inc.,
dated December 20, 1981. A condition of footing and slab on grade inspection
requires these areas to be free and clear of all obstructions and deleterious material,
including any miscellaneous trash, debris and organic material. Footing testing and
inspection for building E has met or exceeded the minimum compaction standards of
ninety percent maximum density, set forth by the City of Temecula Building and Safety
Department and the County of Riverside Building and Safety Department.

Dear Jack,
Enclosed is a copy of a letter dated August 28, 1991 from Chuck Yerkey of Soil
Tech, Inc. which discusses their suggested pavement cross sections for the
above referenced project. I am submitting this information to you because it
changes the pavement section indicated on the Approved Precise Grading Plan.
We had asked Soil Tech to calculate the R-Value at the above referenced site
and then design cross sections for both heavy truck traffic and automobile
traffic. The heavy truck traffic cross section will be placed 24 foot wide
along the full East-West length at both outermost driveways and in the
North-South direction across the backside of Building "C."

Dear Mr. Fay:
In accordance with your request, Soil Tech, Inc. is submitting the pavement cross section
design for the driveway and parking areas of the above referenced project.
Using a traffic Index of 5.0 and an R-Value of 38 the following pavement design of 0.23A.C.
over 0.34' A.B. CLII is adequate for areas subject to automobile traffic. Using a traffic index
of To and an R-Value of 48 the following pavement design of 0.25'A.C. over 0.58' A.B. CLII
is adequate for areas subject to heavy truck traffic. All pavement areas proposed to receive
portland cement concrete pavement are to have the native subbase soils scarified to a depth
of twelve (12) inches, moisture treated and recompacted to ninety-five (95) percent relative
density prior to the placement .of eight (8) inches of PCCP. Refer to Figure I for the
approximate locations of R-value sampling and designated truck traffic areas, car traffic areas
and PCCP areas.
R-Value and supportive laboratory testing, as well as structural cross section design
calculations verity the proposed structural cross section design conforms to the preliminary
pavement cross section recommendations set.forth in the Geotechnical Report On Rough
Grading, prepared by Aragon Geotechnical Consultants, Inc., dated October 10, 1984, Project
No. 2003D.

The subject roadway cross section must be underlaid by a minimum of 12 inches of
compacted native sub-base material. The minimum relative compaction required for sub-base

After reviewing most projects within the City of Temecula, the damage from the
March rains is very apparent.
With the National Weather Service predicting a very wet winter ahead, the
Public Works Dept. has determined the need for renewed flood and erosion
control on all projects within the City.
It would be advisable for all developments to review the erosion control plans
for your projects and identify problem areas for improvement.

City Manager
construction files for public works inspection.

parent that many projects which are now under construction
do not have the proper permits for the construction which is now underway.
The City is now requiring all developers and/or contractors to submit to the City
of Temecula Public Works Department, a list of all work which is permitted, and
to apply for a permit for all work which is under construction, but which is not
presently permitted no later than August 30, 1991, and to obtain a permit no
later than September 30, 1991 .
Should you not complete the above-mentioned conditions within the time period
allotted, your project may be subject to a "Stop Notice" being issued.
If you are presently working under a County of Riverside Permit, these projects
will also need to be included in your list, and a time extension will need to be
requested from the City of Temecula no later than August 30, 1991 .
