BACKGROUND: Staff received a request to consider the feasibility of implementing traffic calming measures to reduce excessive vehicular speeds on Del Rey Road and Via Norte, including the use of the VCalm speed display sign. The request also included the possible use of all -way stop controls to provide right-of-way assignment and address visibility constraints at various intersections on both streets. Del Rey Road is a thirty-six (36) foot wide residential collector roadway that provides access for numerous residential enclaves to the arterial roadway network. Del Rey Road provides one lane in each direction separated by painted double yellow centerline with on -street parking on both sides. The Average Daily Traffic (ADT) on Del Rey Road is approximately 2,800 west of Calle Pina Colada and 1,600 ADT east of Avenida Buena Suerte. The speed limit is posted at 35 MPH between Avenida Del Reposo and Calle Pina Colada, and 30 MPH between Calle Pina Colada and Via Norte. Via Norte is a thirty-six (36) foot wide residential collector roadway that provides access for numerous residential enclaves to the arterial roadway network. Via Norte provides one lane in each direction separated by painted double yellow centerline with on -street parking on both sides. 1 Via Norte carries approximately 2,000 ADT west of Calle Pina Colada, 1,900 ADT west of Avenida Centenario and 900 ADT north of Avenida Del Reposo. The speed limit is posted at 35 MPH between Del Rey Road and Avenida Del Reposo. A "round -table" discussion was held with members of the Meadowview Homeowners Association, Board of Directors. Staff presented potential striped traffic calming alternatives that have been proven effective at reducing vehicular speeds, which includes the use of edge -line striping, painted medians, and striped parking lanes, where applicable. Also discussed was the evaluation of five (5) intersections determined to be likely candidates for all -way stop controls based on roadway characteristics, location and visibility constraints. The intersections are: Via Norte at Carmelita Circle West, Via Norte at Carmelita Circle East, Via Norte at Avenida Centenario, Via Norte at Calle Tiara, and Del Rey Road at Avenida Buena Suede. In October 2018, a review of conditions was performed that included the collection of traffic count data over a seventy-two (72) hour period at five (5) locations on Del Rey Road and Via Norte, an evaluation of entering volumes and visibility at the five (5) intersections, and a review of prevailing speeds on Del Rey Road and Via Norte. The review of prevailing (85th percentile) speeds indicates that speeds vary from 37 to 40 miles per hour on segments of Del Rey Road and Via Norte posted at 35 MPH The review also found that speeds vary from 34 to 35 miles per hour on Del Rey Road segments posted at 30 MPH. The results of the speed limit review indicate that the posted speed limit of 30 MPH and 35 MPH is appropriate for conditions with the exception of the segment on Del Rey Road between Calle Pina Colada and Avenida Del Reposo. Recent changes to the California Vehicle Code (CVC) indicate that this segment falls within the Resident District criteria, which establishes a prima facie speed limit of 25 MPH. The residence district designation on this segment is attributed to several factors including the close proximity of homes to the roadway (within 75 feet), the numerous driveways where vehicles back -into the roadway, heavy on -street parking usage, and other roadside conditions that are not consistent with the rural nature of Meadowview, but closely mirror conditions found in an urban neighborhood. Staff recommends the establishment of a posted 25 MPH prima facie speed limit on Del Rey Road between Calle Pina Colada and Avenida Del Reposo. Since Del Rey Road and Via Norte function as a residential collector roadway, the Multi -Way Stop Sign Installation Policy for Residential Streets' warrant criteria was used to evaluate the need for all -way stop controls at the five (5) intersections. The warrants allow for the installation of all -way stop controls when the following conditions are satisfied: 1. Minimum Traffic Volumes a) The total vehicular volume entering the intersection from all approaches is equal to or greater than three -hundred (300) vehicles per hour for any eight (8) hours of an average day and b) The combined vehicular volume and pedestrian volume from the minor street is equal to or greater than one -hundred (100) per hour for the same eight (8) hours. 2. Collision History a) Three (3) or more reported collisions within a twelve (12) month period of a type susceptible to correction by a multi -way stop installation. Such accidents include right and left -turn collisions as well as right-angle collisions. 2 3. Roadway Characteristics a) The traffic volume on the uncontrolled street exceeds two thousand (2,000) vehicles per day, b) The intersection has four (4) legs, with the streets extending 600 feet or more away from the intersection on at least three (3) of the legs; c) The vehicular volumes on both streets are nearly equal to a forty/sixty percent (40/60%) split; and d) Both streets are 44 feet wide or narrower. WARRANTS 1, 2, and 3 MUST BE SATISFIED Other criteria that may be considered when evaluating the need for multi -way stop signs include: 4. Visibility a) The intersections sight distance is less than: • 150 feet for 25 MPH • 200 feet for 30 MPH • 250 feet for 35 MPH 5. The need to control left -turn conflicts. 6. The need to control vehicle/pedestrian conflicts near locations that generate high pedestrian volumes such as schools, parks and activity centers. 7. The roadways and intersection appear on a Suggested Route to School plan. 8. There are no traffic signal or all -way stop controls located within 600 feet of the intersection. 9. The installation of multi -way stop signs is compatible with overall traffic circulation needs for the residential area. The warrant analysis performed at the five (5) intersections indicates that Warrants 1, 2, and 3 are not satisfied and all -way stop controls are not justified. The Policy does however provide the flexibility to consider an all -way stop control at locations where there is a need to provide right-of- way control to eliminate conflicts between vehicles due to visibility constraints. An evaluation of the intersection sight distance criteria indicates there is justification for an all -way stop control at the intersections of Del Rey Road at Avenida Buena Suerte and Via Norte at Avenida Centenario and Carmelita Circle West due to limited sight distance. Staff recommends establishing all - way stop controls at the three (3) intersections shown. In order to address concerns about excessive vehicular speeds, Staff reviewed potential traffic calming measures that have been proven effective at other locations in the City. Because of the limited 36 foot roadway width of Del Rey Road and Via Norte, the available striping alternatives are limited to edge -lines and/or parking lanes to visually reduce the width of the roadway. The proposed striping measures provide 11 foot wide travel lanes with 7 foot wide striped shoulders and 10 foot wide travel lanes with 8 foot wide parking lanes, where on -street parking was found to be heavy. Also recommended are 8 foot wide striped entry medians at two (2) locations: Via Norte at Calle Pina Colada and Del Rey Road at Calle Pina Colada. In the future, as funding is available, the two locations could evolve to a raised median with landscaping or hardscape with a community identification feature. During the review of conditions in the field, Staff determined that the signing and pavement markings at various equestrian crossings need to be upgraded to current Caltrans MUTCD standards. The new standards require additional signing and pavement markings such as "dragon's teeth" to delineate the location of the crossing. In addition to the revised equestrian 3 signing and markings, Staff is proposing the installation of painted medians at equestrian crossing locations to enhance the visibility of the crossing and reduce vehicular speeds through the crossing. The proposed medians will be located only at locations where there are no conflicts with driveway access. As mentioned, the request for traffic calming included the use of the VCalm radar display signs on Del Rey Road and Via Norte to advise motorists of their travel speed and to remind them of the posted speed limit. While there were no specific locations requested for the VCalm signs, Staff identified eight (8) potential locations where the signs could be deployed on the "loop" road. It is anticipated that a pair of VCalm Signs would be moved between the eight (8) locations. In February 2019, Staff presented the proposed traffic calming measures to residents and the Meadowview HOA Board of Directors at the Board's regular meeting. The majority of residents in attendance along with the Board concurred with the recommended traffic calming measures and all -way stop controls. However, there were concerns expressed about parking within the proposed 7 foot wide shoulder area at locations where on -street parking is necessary due to limited on -site parking. Staff agreed to review the locations and make the necessary changes to the striping plans to accommodate an 8 foot wide parking lane. Lastly, the residents and Board were advised that the striped traffic calming measures will be implemented in conjunction with the Del Rey Road and Via Norte overlay project which is scheduled for construction in the late spring/early summer of 2019. The public has been notified of the Public/Traffic Safety Commission's consideration of this issue through the agenda notification process. FISCAL IMPACT: The estimated cost of $ 150,000.00, to install striping and pavement markings is included in the CIP Overlay Program Budget Fiscal Years 2019-20.
