COMMITTEE BUSINESS
1. Caltrans Update: John Bulinski, District 8 Director, Caltrans, provided a PowerPoint
presentation to the Task Force with feasible options for improvements, including
auxiliary lanes and metering, among other options. These operational improvements
could be funded using SHOPP funds. Mr. Bulinski Indicated that by 2040, levels of
service along the 1-15 segment through Temecula Valley will be failing. Freight trucks on
the freeways will increase by 50% in the next 30 years. Task Force will need to prioritize
the operational improvement options provided by Caltrans. Caltrans will return with
updated costs/budget, prioritized projects and timeline at the October meeting. During
discussion, Jared Munoa, President of Pechanga Development Corp., Pechanga Band
of Luiserio Indians, discussed traffic study being conducted by Pechanga and would
check with his Government to see if/when it can be shared. Shasta Gaughen,
Environmental Director/Tribal Historic Preservation Officer, Pala Band of Mission Indians
indicated that Pala hired Fehr & Peers to conduct a traffic study and 8% of the drivers on
Interstate 15 are exiting the freeway to cut through the Pala community during peak
hours, among other traffic statistics.
2. Guiding Principles for Discussion. Greg Butler, Assistant City Manager, City of
Temecula, provided a handout that included Task Force Members' contributions to the
Guiding Principles for review by Task Force. Common objectives by all jurisdictions
were highlighted under each heading. The Task Force will review to develop agreeable
statements.
3. 2018 Meeting Schedule. It was preferred that the next meeting, August 2nd, be scheduled in the
morning at 9:00 AM, instead of 4:00 PM. Betsy Lowrey will check to see if Temecula City Hall
Conference Center is available. (Typically, Task Force meetings are held 1st Thursday at 4pm,
every other month).
