PUBLIC COMMENTS
A total of 15 minutes is provided for members of the public to address the Committee on
items that are not listed on the agenda. Speakers are limited to three minutes. If you
desire to speak to the Committee about an item not on the agenda, a "Request to Speak"
form may be filled out and filed with the staff liaison. When you are called to speak,
please come forward and state your name for the record.
For all other agenda items a "Request to Speak" form may be filed with the staff liaison
prior to the Committee addressing that item. There is a five minute time limit for
individual speakers.

COMMITTEE BUSINESS
1. Caltrans: Tom Ainsworth of Caltrans provided a plan for operational improvements
along 1-15, from the County line to Winchester Road, including ramp meters, auxiliary
lanes, and an acceleration lane for trucks headed northbound from the freight station.
Caltrans clarified that under the current administration they no longer do capacity
expansion projects. Capacity expanding projects are now the responsibility of
regional/local jurisdictions, i.e., RCTC. Instead, Caltrans mainly oversees operational,
safety, maintenance type of projects. For District 8, they placed Temecula at the top of
the priority list for this project under the category of Planned Operational Improvements;
however, there are other categories of projects that are ahead in the queue. Despite
being at the top, the timeline given is no less than 8 years, based on CTC
Process/Cycle, Planning, etc. Discussion ensued how to shorten this timeline. At best,
even if funding was available today, it would be 4 years. Staff and the Subcommittee will
follow up with Caltrans on creative funding opportunities, and ways to accelerate the
timeline. Task Force thanked Caltrans for bringing fresh/new plans to the region to help
provide relief to Interstate 15.
2. Comprehensive Multimodal Corridor Plans: Patrick Thomas, Director of Public
Works, City of Temecula, discussed a Comprehensive Multimodal Plan that RCTC is
working on to allow the 1-15 Corridor to be eligible for a Congested Corridor Grant
program ($250Million/Year), subject to SB1 funding. RCTC is scheduled to discuss this
in more detail at the Task Force Meeting in December, after the vote determining
whether or not SB1 is repealed.
