Speakers are limited to three minutes. If you desire to speak to the Committee about an item not on the agenda, a "Request to Speak" form may be filled out and filed with the staff liaison. When you are called to speak, please come forward and state your name for the record. For all other agenda items a "Request to Speak" form may be filed with the staff liaison prior to the Committee addressing that item. There is a five minute time limit for individual speakers. PUBLIC COMMENTS None COMMITTEE BUSINESS 1. RCTC Updates on 1-15 opportunities: Shirley Medina from RCTC tele-conferenced into the meeting and provided the group an update on RCTC's efforts related to the 1-15 corridor, and other transportation funding related activities throughout the Riverside County. She shared information on upcoming statewide programs as follows: • RTP. 2016 RTP Strategic Plan currently includes 2 HOV lanes and 2 General Purpose lanes to be constructed from 215/1-15 to San Diego County. These will remain in the 2020 RTP Strategic Plan. For the 2020 Fiscally Constrained Plans, RCTC will include Measure A projects and prioritize. Currently, the Measure A program includes 1 lane on 1-15 in each direction from the 215 Junction to San Diego County line; it is not indicated what type of lanes these would be: "It could be a General Purpose lane, Toll lane or HOV lane," and Shirley indicated RCTC staff will review what to include at this time. The RTP is approved every 4 years and RCTC can review this again for the 2024 RTP cycle. In the interim, she will review what options can be included in that area (1-15 from 215 to SD County) for the Constrained portion of 2020 RTP. • SB1 Programs. RCTC is working on the guidelines with CTC for the following programs, which are all expected to send out a "release for call" for projects in Spring 2020. 1) Local Partnership Program. General Purpose lanes can be used by this program funding. Agencies that administer sales taxes or fees for transportation purposes can use this program. Riverside County has Measure A and TUMF so we have an advantage to leverage this program. 2) Trade Corridor Enhancement Program. General Purpose Lanes can be used by this program funding. Projects must be included in the California Freight Mobility Program. SCAG is the authority to select the projects. This is something RCTC works with SCAG to identify projects. Shirley indicated we should look at 1-15 to make sure that this corridor is included in the Freight Mobility Program given the heavy truck travel. 3) Solutions for Congested Corridors Program. More restrictive. HOV, Toll, Operational, Rail, Transit only. Ineligible are General Purpose lanes on State highway system (but can be used for general purpose lanes off the State Highway system). Projects must be included in the Comprehensive Congested Corridor Plan (CTC adopted guidelines) and RCTC will work to include 1-15. • RCTC received a $500,000 grant to be used to develop a Multi -Corridor Multi -Modal Bi- County Corridor Plan covering Western Riverside County and San Bernardino County to include Interstate 15 all the way down to the San Diego County line. SCAG will release RFP in January 2019. We will include local agencies in this effort to develop this Corridor plan. 2. City of Temecula Updates on 1-15 opportunities. Greg Butler, Temecula Assistant City Manager provided a presentation reviewing Task Force successes and Updates as follows. a. French Valley Interchange: Phase 3 has yet to be funded. Will be submitting application for INFRA Grant. Need regional effort to advocate funding this project. b. Caltrans Planned Operational Improvements along 1-15 Corridor through Temecula: This new project will include auxiliary lanes between all on and off ramps in Temecula along northbound/southbound 1-15, ramp meters at Rancho California Road (with ramp widening). Caltrans has fast -tracked the project to meet a CTC cycle two years earlier than previously discussed, and fully funded ($30M +/-) using Statewide Highway Operational and Protection Program (SHOPP) funds. Additionally, to partner and expedite the first segment, Caltrans has offered the Task Force to consider a "locally sponsored project" (approximately $5M) and will provide $1.25M in Discretionary Minor Maintenance Funds toward delivery of such a project, with the balance of approximately 3.75M to be paid locally. Discussion ensued regarding how to equitably share the $3.75M cost among jurisdictions to pay fair share. 3. Comments or discussion by Task Force Members: It was agreed that staff would analyze the available trip origination/destination data and devise a cost sharing scenario to present to the task force members at a future meeting. Robert Magee, Council Member, City of Lake Elsinore, was unable to attend the meeting due to Mandatory Evacuation Orders. He provided comments, which are attached to be part of the record. 4. 2019 Meetings will be scheduled as needed. 5. Closing Remarks. ADJOURNMENT The meeting was officially adjourned at 5:35 PM. Therefore, my attendance at today's may not be possible. I do however want to offer the following comments which I respectfully request be entered into the record. First I want to thank both of you gentlemen for the leadership you have shown with this initiative and the City of Temecula for hosting these meetings and carefully and thoughtfully coordinating all the logistics for all of our partners. Second I want to address paragraph two of Mr. Butler's Memo dated today. I would like to add that capacity limitations within the City's internal roadway network were also found to be contributing factors to the congestion problems discussed in this memo. While we have heard in previous meetings that the City of Temecula is actively addressing these challenges through Capital Improvement projects, both the acknowledgement and the solutions should be acknowledged today as well. And then in the final paragraph I would like to add that the Task Force continue to work on our stated mission: Move I- 15 from Calajco thru the Temecula Valley and all the way to the San Diego County line.
