PA 01-0305 Certificate of Historical Appropriateness (Baron)
On November 5, 2001 PA 01-0305 was scheduled for the Old Town Local Review Board. At
that meeting, one of the Board members questioned staff as to the process for this project since
the use appears to be a non-conforming use. To address the Board's concerns, this matter was
continued to a Special Meeting to be held on November 13, 2001.
Staff has met with Assistant City Attorney, Bill Cudey, and he has rendered an opinion as to the
legality of this trailer. Based on the building permit issued by Riverside County, this trailer is in
violation of the setbacks for the Zoning Distdct in which it is located. However, based on work
conducted in good faith by the Barons per Court Order, it is our attorney's opinion that the use
may remain. However, there can be allowed no expansion or improvement of the use beyond
that which is classified as routine maintenance and repair. Accordingly, it would be
inappropriate for the Board to review any plans for improvements as extensive as those being
proposed by the Barons.
It is staff's recommendation that the Board take no action on this project and that the project be
withdrawn. All unused fees will be refunded.

PROJECT DESCRIPTION
Planning Application No. 01-0305 (Application for Certificate of Appropriateness) is a request
by Otto and Nancy Baron to remodel and existing primary and secondary unit located at 28681
Pujol Street. Staff has separated the application into two phases per a request by the
applicant. The Board has reviewed the first phase and has recommended approval. The
architectural theme for the first phase of this application was Victorian. The second phase is
the request to remodel the existing 12' X 48' mobile home located closest to Pujol Street.
ANALYSIS
Site Layout
The 12' X 48' mobile home is located in the southwest corner of the property nearest to Pujol
Street. Currently the mobile home is not on a permanent foundation nor is the applicant
proposing to place the mobile on a permanent foundation. The applicant is not being required
to meet setbacks for the Medium Density Residential, as they are not requesting to relocate the
structure. Per Section 17.03.070C3 of the Development Code the aforementioned structure
meets the requirements to be considered a "legal nonconforming structure."
Architecture
The applicant through this application is requesting to stucco the exterior of the building, add a
new roof and to add antique wood framed windows and doors with clear and stained glass.
Currently the exterior of the mobile home is the original aluminum siding per the manufactures
design. The applicant has not called out the specifics for the application of the stucco material
to be added to the mobile home. The applicant is requesting to use antique white stucco that
is not consistent with the approved color palette for Old Town. The applicant is also proposing
to paint the doors and the window frames black, which is also not consistent. The roofing
material that is being proposed is a red lightweight corrugated material to be installed right over
the existing roof. This type of material is also not consistent with the Specific Plan.
The architecture that is proposed is not consistent with the residential architecture outlined in
the Old Town Specific Plan. The proposed style is also not consistent with the Victorian style
amhitecture that has been previously approved for the primary residence located on this
· property. The applicant feels that the type of architecture that they are providing is Greek
Revival and is time period appropriate. It is the opinion of staff that the roof material that is
being proposed is more consistent with a Spanish Colonial Style rather than the Greek Revival.
Furthermore it is the opinion of staff that there is not a clearly defined style of architecture. The
Greek columns and other elements on the structure that the applicant considers to be Greek
Revival were installed on the building with out the approval of the Director of Planning.
RECOMMENDATION
Staff is requesting that the Old Town Local Review Board request the applicant to make
specific design modifications to the project and re-submit the proposal. These design
modifications should include architecture that is not only consistent with the Specific Plan but
also consistent with the Victorian Architecture that has been approved for the primary
residence. In addition the applicant should also be required to use paint colors that are on the
approved color palette for Old Town.

Planning Application No. PA01-0446, submitted by Ms. Mahnaz Hemmati, is for the
establishment of a gift and garden store at 41955 Main Street within the Tourist Retail Core
(TRC) District of the Old Town Temecula Specific Plan.

ANALYSIS
The development of the site consists of rehabilitating an existing single-family dwelling that will
be used as a main retail building for selling home and gardening gifts in addition to fountains,
ceramics and decorative plants which will be displayed outside on other portions of the
property. Proposed improvements to this structure and the surrounding open space include a
new dark gray composition shingle roof, exterior paint (Classical White SW 2829 with Roycroft
Bottle Green SW 2847 and standard white trim colors), Forest Green awnings, brickwork, and
a redesigned and relocated mini-monument sign consistent with the Old Town Specific Plan
sign standards.
The new landscaping to be installed on the property will feature 40 vine roses, 50 (5 gallon
shrubs), 85 (1 gallon shrubs), 5 flats of ground cover and 3 flats of annual color. The new
plantings are required to not interfere with the long-term viability of the existing oak tree located
at the front of the parcel. Additionally, an existing garden shed at the rear of the site is to be
remodeled and painted to match the main building. It is to be utilized as a storage and
preparation area for the garden portion of the business and will not be open to the public. The
6 foot steel fence delineated on the site plan is decorative white wrought iron as represented in
the colors and materials .documents submitted by the applicant
RECOMMENDATION
This proposed project is consistent with the Old Town Specific Plan. The improvements to the
('-~ building and open space are also consistent as to colors and materials. Staff is requesting that

PROJECT DESCRIPTION
Planning Application No. PA01-0555, submitted by Old Town Temecula Salon & Day Spa, is
for (1) one wall sign, (2) window signs and (1) one mini-monument sign to be erected on the
west and south elevations of a building located at 41925 Third Street within the Tourist Retail
Core (TRC) District of the Old Town Temecula Specific Plan. Additionally, the application of
new exterior paint is being proposed for this existing structure.
ANALYSIS
This proposal includes (1) one 44 square foot wall sign on the west elevation, (2) two 4 square
foot window signs on the south elevation and (1) 6 square foot mini-monument adjacent to
Third Street for a total of 58 square feet of signage. The Old Town Specific Plan allows for a
maximum of 66 square feet of total signage for this building. The wall sign is single-faced and
made of sandblasted red cedar wood painted with colors from the Old Town Sherwin Williams
Preservation Palette. The colors of this sign are: Rookwood Terra Cotta (SW2803), Roycmft
Copper Red (SW2839) and Classical White (SW2829). The window signs on the south
elevation are gold leaf vinyl and utilize no more than 20 per cent of each window area. The
mini-monument sign is a double-faced sandblasted redwood design set upon a river rock base.
The colors used for this sign are identical to those used in the wall sign on the west elevation.
The letter height of these signs does not exceed 12" in compliance with the design guidelines
for building storefronts (44) forty-four feet in width.
The applicant is also proposing to apply new paint to the exterior surfaces of this building.
Colors from the Old Town Sherwin Williams palette to be used are Beige (SW 2859) for the
main structural walls and Rookwood Terra Cotta (SW 2803) for the fascia and window trim.
RECOMMENDATION
The improvements proposed in this application have been determined by staff to be consistent
with the Old Town Specific Plan as to size, materials and colors. Staff is requesting that the
Old Town Local Review Board review, provide comments and approve this project.
