The meeting convened at 9:05 a.m. in the
Community Center, 28816 Pujol Street.
There were no comments or presentations

1. Minutes of the August 10, 1992 were approved as written.
~=. No projects were submitted for review.
Fagan mentioned that a request had been received to put a
fence along the top rail of the Main Street Bridge to
protect pedestrians due to the low railing and narrow
walkway. He said the City had started installing a chain
link fence but were stopped by the party requesting a
fence in the first place. Wait Allen, Tony Terich and
Bill Harker were appointed as a committee of three to
work with the City on a design review for a fence or
higher railing that would be aesthetically suitable.
Fagan gave the following status report on various
projects:
a) Clean up of the Henning property on Pujol Street
should be completed before the end of September.
b) A request has request has been received for
occupancy approval on the second floor of the old
bank building at the corner of Front and Main. He
said the second floor is presently approved for
offices only due to parking regtrictions which
limits other uses.
c) Building & Safety is meeting'Monday Sep. 21, 1992
to discuss methods of reinforcing the old
Mercantile building on Main Street.
d) Senior Citizen building is five days from release
of bid requests. Hope to bare it done by end of
year

e) City has confiscated non-conforming sidewalk signs
and owners have been cooperative.
e) Plans on the building across from the Swing In will
be available at the next Review Board meeting.
Grina described what took place at the Sep. 9, 1992
meeting of the Old Town Specific Plan Steering Committee
with the consultants. Markham said the specific plan
should deal with the two billboards in Old Town Historic
District and he further felt the consultants did not seem
to have enough concern for the northeast area and the
area on Pujol Street. He said guidelines should be
established now to follow at a later date for these two
areas.
A discussion took place on what should go on both sides
of Mercedes Street and the desire to use D.G. on Front
Street and the side streets to give Old Town an a more
cohesive appearance.
Harker was instructed to prepare a letter setting forth
these concerns addressed to Dave Hogan with copies to
Thornhill and members of the Review Board. ~{arker will
send a draft to the Review Board members for changes or
suggestions before preparing the final draft.
Fagan distributed copies of the Sherman Williams period
pain~ color chips and copies of the California Historic
Preservation book that has been on order for several
months.
There being no further business to come before the Board the
meeting was adjourned at 9:40 a.m. and the Board departed
for a walking tour of Mercedes Street.
