REVIEW BOARD
Regular Meeting
May 11, 1992

The meeting convened at 8:35 a.m. in the Board Room of the
Community Center, 28816 Pujol Street.
Guest, Evelyn Harker, said she would like to see
something done about the signs and banners in Old Town
.which she feels detracts from the 1890's theme. Meyer
responded that the City is looking at a special
sign ordinance for Old Town which will go before the
Planning Commission in about 30 days. Evelyn questioned
why the present ordinance which does not allow
temporary signs is not being enforced. In response
Markham describe problems of enforcement in the past.
Minutes of the April 13, 1992 meeting were approved as
written.
Bob Lord and Costo St. John presented their plan to paint
the log siding above the porch roof line on the Silver
Spoon in Butterfield Square and showed chips of the
colors they would like to use. Lord also presented a
series of photos showing the colored trim recently
painted on the buildings in the Square. While Lord and
St. John indicated a need to get approval right away,
Markham, after considerable Board discussion, suggested
the matter be delayed until the full Board can take
action and that a sample panel be painted on the rear of
the building so the Board'could see how it looks.
Fagan presented color chips for a new paint coat on the
two story building at 28475 in the~ Temecula Creek Plaza.
The Board approved the colors presented since they.were
much the same as that now on the building owned by Bob
and Dottle Pipher. Members present agreed to look at the
building following adjournment of the meeting.
Fagan then presented plans for a burgundy awning with a
white lettering sign on the front of the awning which is
proposed for installation on the second floor of the
building facing the parking lot. Board approved the
awning as proposed·

Fagan next presented designs for two signs reading
"Little Europe Restaurant." One sign measuring 2-1/2 ft.
by 6 ft. would go on the front of the building facing the
street and the second 20 ft. by 22 ft. would go on the
side of the building facing the empty lot to the west·
the letters would be white foam. There'was some question
as to whether the letters were to be placed directly on
the building surface or if they were going on a separate
piece of wood sheet. The Board felt it would be
preferable if the letters are mounted directly on the
building.. Fagan will check the sign sizes to see if they
conform to the ordinance
Morris presented a sketch showing a requested
of the carport at the auto repair shop on 4th
the Board approved the enclosure.
7. Fagan gave the following status report:

A survey of Old Town buildings by the City Safety and
Building Department disclosed only two buildings that
are in need of structural strengthening.
Building and Safety is checking out Kids World for
compliance with the request for architectural
treatment on the.modular building.
The alley that runs through Kids World and Butterfield
Square needs to be vacated between Mercedes and Front
Streets.
The chain link fence will remain around the Henning
property on Pujol Street. Efforts are being made to
locate Henning so he can be notified of the hearing on
his property that is scheduled for June 2nd.
Meyer reported on the specific plan for Old Town and said
the consultants are presently gathering base line data
and holding stake owner's interviews· The plan is to be
completed by September or October.
Fagan reported that notices on the sign ordinance
preparation has been sent to all merchants, building
owners, Old Town Merchants Association, and sign makers.
There being no further business the meeting was adjourned at
10:05 a.m.
