HISTORICAL PRESERVATION DISTRICT
REVIEW BOARD
Regular Meeting
Members Present: Robert Morris, Larry Markham, Walt Allen,
Bill Harker, and alternate Christina Ginna
City Staff: John Meyer, Mathew Fagan
Guests Present: Evelyn Harker (TTA), Sandra Schrader (CNN),
and Ron Walton, (Texas Lil's)
The meeting convened at 8:35 a.m. in the Board Room of the
Community Center, 28816 Pujol Street.
Guest, Evelyn Harker, asked that the historic overlay be
extended to include Pujol Street to take in the Temecula
Town Association property. She also said there is a
need for sign control in Old Town and would like to see
some of the signs removed, particularly the banners by
the time of Western Days and the July 4th Parade.
2. Meyer responded that a sign ordinance draft would be
going before the Planning Commission on April 20.
3. Minutes of the 3/9/92 were approved as written.
No projects were submitted for review.
4. Fagan distributed copies of the Board's mission
statement as previously approved·
Ron Walton of Texas Lil's then addressed the Board
regarding the color of paint recently put on the Texas
Lil's building and said he did not realize the color
would create a problem and that he was after higher
visibility. He said his business had picked up by 8%
since the building was painted. He felt the color would
soften as it weathered.
Fagan reviewed the ordinance and explained any change to
buildings in Old Town must come before the Board.
Walton replied he had tried unsuccessfully to contact
the Board before he painted the building.
Harker responded that the first contact should be with
the city and any questionable matters would then be
referred to the Board for consideration.
Allen said he felt no change should be required on the
color at Texas Lil's until an approved color chart is
available and that suggested the color be left alone for
now until we see what weathering will do.

Meyer pointed out that a change may be required when the
specific plan for Old Town is developed.
Walton agreed to accepting a letter from the City
stating the color is non-conforming and would consider
applying a wash to the building after the paint has
weathered for a while.
Walton then presented plans for a 14 ft. high sign in
the shape of a cactus with a 4 ft. by 8 ft. sign across
top interior illuminated by florescent tubes.
The Board received Walton's plan but took no action and
will hold the matter until brought before the Board by
the City Planning Commission.
7. Fagan gave a status report on the following items:
A survey of Old Town buildings by Building and
Safety is 80% complete and so far they have found
2 buildings that are substandard.
* Kids World permits have been issued but no action
has yet been taken on the modular building·
A hearing has been set for June 2nd on the
Henning junk yard on Pujol Street. A two week
notice will be given.
Status of the Perry project on the porch at 28677
Front Street is unknown.
Meyer reported on the Old Town work program and
distributed copies of the program.

Fagan reported on historical registration and said he
is still waiting for the books from Sacramento which
are being printed.

Morris reported that he gets lots of inquiries which he
refers to City Planning. He feels it is important a
letter be put out on what the Board does and what
applicants need to do. Meyer said they would review the
existing letter and possibly expand on it.
11. A discussion took place on directional signs in Old Town
but no decisions were reached or action taken'.
There being no further business the meeting was adjourned at
9:48 a.m.
