Members Present: Absent: Christina Grina, Bi].] Harker, Tony Terich. Walt Allen and Larry Markham Bob Morris, City Staff Present: Mathew Fagan and John Meyer' Since this was to be an organizational meeting John Meyer assumed the chair and suggested the organizational matters, ie; election of Chairman, Secretary, meeting dates etc. be postponed until such time as the committee had a full attendance. He then introduced Mathew Fagan who will be the City Liaison to the committee and suggested the present meeting be' devoted to some general discussion with respect to procedures and informational matters. 1. Meyer explained that the committee will act in an advisory role to the Planning Department. Meyer said the boundaries of'the historical district are proposed to be expanded and displayed a map showing the new boundaries that will be extended north to Rancho California.Road, south to Hwy 79 underpass, west to include Pu3ol Street and east to the freeway. He said that public noticing of the proposed expansion will be mailed within 10 days. With respect to the specific plan for Old Town Meyer said several consultants have been short lisAed and will be submitting proposals to the City in the near future. He said a Selection Committee will be appointed to review the proppsals and recommend which consultant should be ~iven the contract. A representative from the Architectual Review Committee is to be appointed to the selection committee and upon the unanimous agreement of those present, Bob Morris was appointed representative to the Selection Committee. -more- Review Commlttee Minutes 12/10/91 {con't) Pg. 2 Meyer reported that a Citizen's Committee will be also appointed to act as a Steering Committee to the consultants. He said he expects to have City Council approval of a consultant by mid-February. Meyer pointed out the need for development of a mission or vision statement establishing goals for the preservation and improvement of Old Town and said it should probably be directed towards developing a unique tourist destination. Meyer said *the project (development of a Mpecific plan) will take about 8 months to complete. A discussion was held regarding historic buildings and locations in and around Old Town and the need for an inventory of existing structures and vacant properties. Harker said he has such an inventory that was prepared back in the early 1980's and would make it available to the City. be A discussion was then held on present outstanding problems in the Old Town area and Henning's junk yard on Pu.jol Street, the non-conforming building at Kids World, and the porch that Perry built on the front of the build- ing located on the southwest corner of Third and Front street, were mentioned as three problems requiring attention. There being no further business to come before the committee the meeting was adjourned to the next meeting which will be at 8:30 a.m. on Monday, January, 13, 1991 in the TOMAC building located at 41934 Main Street in Old Town. by, Re~/ctfully submitted Bill Harker Acting Secretary
