LOCAL REVIEW BOARD
Regular Meeting
August 12, 1991
Members Present: Donald Cummins, Bob Morris, Bill Harker
Guests Present: Karen Castro (City of Temecula), Howard
Raish (S.H.O.T.)
The meeting convened at 8:30 a.m. at 28468 Front Street
Suite 201.
A discussion was held regarding the proposed expansion of
the Preservation District boundaries. Raish gave out
copies of the map showing the area to be covered under
funding from the Redevelopment District on which the
boundary lines extended to the south on Pu3ol Street to
include the Town Association property and the area
between the Murrieta Creek bed and the west side of Pu3ol
to the fence line, and was extended to the north to take
in Sam Hicks Park and the Fire Station. With exception
of the latter two areas, it was cut off at Sixth Street
between Mercedes and Front Streets.
The suggestion was made that the excluded property
triangle thus created between Sixth and Mercedes Street
be included in the new boundary in order to eliminate the
island that otherwise would not be sub3ect to future
consideration by the Review Board. With this change the
boundary line would proceed north from Sixth along Front
to Moreno Road thence along Moreno to the easterly
boundary of the Park and include the fire station. It
was generally agreed that this would be a logical
expansion of the district.
Castro said the City will be employing consultants to
work with the local advisory committee on improvements
to Old Town through the RDA. Harker mentioned that work
is also under way in getting a Main Street Program
approved for application in the revitalization of Old
Town.
Raish mentioned that Kaiser/Aetna had spent $150,000 for
a study by consultants on how to preserve Old Town and
that City Manager Dave Dixon has a copy of that report.
He also said that 20 percent of the RDA funding must be
used to develop low cost housing and that Pu3ol Street
would be the most likely candidate for the housing.
The prefab building located at Kid's World came up for
discussion again and Castro said she would get the City
to put them on notice and keep the pressure on until they

conform to the modifications they agreed to with the
Review Board some time ago,
Castro suggested the Review Board come up with a form
for use in reporting any discovered violations of the
guidelines or recommendations issued by the Review Board
with respect to construction within the Historic
Preservation District.
7. Castro said she would be attending future Review Board
meetings as a representative of the City.
