LOCAL REVIEW BOARD
Regular Meeting
April 8, 1991
Members Present:
Guests Present:
Donald Cummins, Bob Morris, Tony Tobin,
Dallas Gray, Bill Harker
Cheryl Knapp, Rick's Automotive Service
The meeting convened at 8:30 a.m. at 28466 Front Street,
Suite 201
Cheryl Knapp presented a plan to extend the present wood
fence on the north side of her property for a distance of
30 feet along the side facing on Mercedes Street and 30
feet along the west side of the property. The reason for
this was to provide some sight shielding for the U-Haul
trucks parked at the rear of the property. The Review
Board felt this would improve the appearance of the
property and granted their approval.
The Review Board noted that the agreed upon architectural
additions to the mobile unit on the Kid's World property
has still not been accomplished and Harker was instructed
to notify the City Planning Department of this by letter.
The Review Board noted the sand and dirt in the gutters
along Front Street and the lack of street sweeping
that had been promised. The situation is leading to a
severe dust problem in Old Town created when trucks and
other vehicles drive along the gutters preparing to
parallel park. Harker was instructed to notify the City
of the problem and again request street sweeping service
in Old Town on a regular weekly schedule.
There is still a feeling on the part of the Review Board
that the City Planning Department does not understand
what Old Town is all about and that we are trying to
preserve something out of the past. There is a feeling
that the City tends to treat the Historic Preservation
District like any other commercial development and to
continue doing so will destroy what the Review Board is
trying to save.

It was felt the time is long overdue for a meeting with
the planning personnel in an effort to bring about an
understanding of what Old Town is striving for. Harker
was instructed to write a letter to the City Planning
Department requesting such a meeting.
The meeting adjourned at 9:15 a.m. Next meeting
held ~t 8:30 a.m. on Monday, May 13th.
