Front Street, Suite The Review Board gave final approval to the current revision of the ARCHITECTURAL GUIDELINES and Harker was requested to send copies to the appropriate city offices. Harker was requested to write to the appropriate city offices and inform them that no concrete is to be used for the curbs and gutters when 6th Street is paved. Black asphalt only is to be used for this purpose. Morris reported that the plans for Rosa's Cantina at the corner of Front and Main Streets has been approved by the city· Harker was instructed to request that the city expand the Historical Preservation District boundaries to extend to Santiago Road to the south and to Moreno Road to the north. Harker was requested to advise the appropriate city offices that any applicants for construction or remodeling of existing structures in the Historical District should be provided with a copy of the Architectural Guidelines and directed to meet with the Local Review Board for guidance before submitting any final plans for city approval. Harker was requested to inform the city that as of this date no architectural improvements have been made on the modular building located on the Kid's World property on Third Street. Such improvements were to be part of the agreement with John McKusker which granted him a five year moratorium on removal of the non-conforming structure. Box 3000 Subj: ARCHITECTURAL GUIDELINES Dear Dave: Enclosed is a copy of the Architectural Guidelines established by the Local Review Board for use in controlling the architectural treatment of new buildings or the exterior remodeling of existing structures within the boundaries of the Old Town Temecula Historical Preservation District. A copy of these Guidelines should be provided to any applicants proposing to build or remodel any structures within the boundaries of the district. At the same time, applicants should also be instructed to meet with the Local Review Board for guidance before proceeding with any final plans. Box 435 Temecula, CA 92390 (714) 676-5126 (714) 676-4718 ARCHITECTURAL GUIDELINES BACKGROUND: In October, 1979 the Riverside County Board of Supervisors adopted ordinance No. 578 that established an historical district overlay that covered the area contained within tbe boundaries of the original township of Temecula. At that same time they appointed a five member Review Board made up of local citizens and charged them witb the responsi- bility of reviewing all plans for new buildings and/or remodeling the exterior of any existing buildings in the subject area to insure that they conform to the late 1800's and early 1900's style of architecture and building materials commonly used during that period. When the City of Temecula incorporated in 1989 the City adopted the county ordinance and appointed three new members and two of the former members to the Board. Three of the former members were retired from the Board at that time. POLICY: It is above meets the policy of the Board to review all plans as stated and to sign their approval if the proposed construction the criteria for which the Board was established. In the event the plans do not meet the criteria, the Board works with the applicant and their architect or engineer in an effort to bring about any changes that would bring the proposed construction into conformance. If a satisfactory solution cannot be worked out between the Board and applicant, the Board then indicates' their disapproval and so notifies the City Planning and BuiIding Departments. PROCEDURE: All plans for new construction or modification to existing structures within the historical overlay district in Old Town Temecula, bounded by Fifth Street on the north, Second Street on the south, the 1-15 Freeway on the east, and the Murrieta Creek bed on the west, are to be submitted to the Old -more-- Architectural Guide Lines pg. 2 Town Temecula Local Review Board for approval before any building permits will be issued by the City of Temecula. The referenced Board meets regularly on the second Monday of each month and will hold special meetings when the situation warrants. The meetings convene at 8:30 a.m. at 28465 Front Street, Suite 201, in Old Town Temecula. COMMITTEE MEMBERS: Members of the Board are: Donald Cummins, Chairman; Dallas Gray, Tony Tobin, Bob Morris, and Bill Harker who also serves as Recording Secretary. GUIDELINES: 1. The external configuration of buildings must conform to the circa 1880 thru 1910 architecture. 2. No mobile or prefab buildings are permitted in the subject area. 3. No metal window sash is permitted. ~ 4. The use of old corrugated sheet metal is permitted as roofing material on porches and overhangs. 5. The use of old or rough cut wood, stucco, and adobe brick is permitted and encouraged. 6. Widow shutters are permitted. 7. Signs identifying 'the business or occupant should be painted directly on the building wherever practical. 8. Exterior paint color is sub.ject to approval by the Review Board. 9. Plate glass windows are permitted. 10. Wood shingles, ~omposition roofing material, tile, or slate, etc., meeting City Codes is acceptable. 11. Use of red clay brick or cobblestone for accent is permitted. 12. Because of the desirable affect on exterior design, the use of ten foot ceilings is preferred in any.new structures. ]3. Asphalt sidewalks and curbs are permitted. Concrete curbs and/or sidewalks are not permitted.
