MONDAYv APRIL 20v 1992
A regular meeting of the city of Temecula Planning Commission was
called to order Monday, April 20, 1992, 6:05 P.M., Vail Elementary
School, 29915 Mira Loma Drive, Temecula, California, Chairman John
E. Hoagland presiding.
PRESENT: 3 COMMISSIONERS: Blair, Ford, Hoagland
ABSENT: 2 COMMISSIONERS: Chiniaeff, Fahey
Also present were Assistant City Attorney John Cavanaugh, Planning
Director Gary Thornhill, Senior Planner Debbie Ubnoske, Senior
Planner John Meyer and Minute Clerk Gail Zigler.

None
COMMISSION BUSINESS
APPROVAL OF AGENDA
It was moved by Commissioner Ford, seconded by Commissioner
Blair, to approve the agenda as mailed. The motion was
carried unanimously with Commissioners Chiniaeff and Fahey
absent.
2. MINUTES
2.1 Approve the minutes of April 6. 1992. Plannina Commission
Meetinq as mailed.
It was moved by Commissioner Blair, seconded by
Commissioner Ford to approve the minutes of April 6, 1992
as 'mailed. The motion was carried unanimously with
Commissioners chiniaeff and Fahey absent.
NON PUBLIC HEARING ITEMS
3. SLOPE MAINTENANCE F.%SEMENT VACATION "THE VILLAGES"
3.1 Proposal to vacate the slope maintenance easement over
portions of Tract Nos. 20735-4~ 20735-6, 21082-4 and
21082 effective July 1. 1992. Located on the
Easterly/Southerly side of Maraarita Road.
Doug Stewart summarized the staff report.
Commissioner Chiniaeff arrived at 6:10 P.M.
Commissioner Fahey arrived at 6:10 P.M.
Commissioner Ford questioned if a reversion clause could
be added to the conditions to give the maintenance back
to the City if the Homeowners Association (HOA) does not
maintain the slopes adequately.
John Cavanaugh stated that he would review the HOA
documents and if a reversion clause did not exist, one
could be added to the conditions.
Robert Righetti advised that the association had appeared
before the City Council and the Council directed staff to
proceed with this request.
The Commission expressed the following concerns; that the
HOA may not maintain the slopes adequately, the
incompleteness of the general plan and it's direction,
and the precedent that this action could set.
Doug Stewart suggested that the Commission continue this
request in order to receive input from the TCSD.
It was moved by Commissioner Fahey, seconded by
Commissioner Chiniaeff to continue the "Villages" slope
maintenance vacation easement request to the meeting of
May 4, 1992, to receive input from Gary King and a report
on the input given to the City Council by the homeowners
who requested the vacation. The motion was carried
unanimously.
4. ADMINISTRATIVE PLOT PLaN 328
4.1
Proposal for a 22.211 square foot Automotive Retail
Repair Center (Pep Boys), located northerly of Winchester
Road. adiacent to Costco,
Saied Naaseh summarized the staff report requesting input
from the Commission on elevation and landscape design.
Commissioner Chiniaeff requested that minimum 24" box
trees be planted.
Larry Reeves, Reeves Associates Architects, 417 S. Hill
Street, Los Angeles, representing the applicant, stated
that they would be willing to work with staff on the size
and types of trees.

5. VARIANCE NO. 10
5.1
Application for a variance to exceed the maximum si~n
heiqht allowed bv Ordinance No. 348, Droposed 55 foot
high freeway si~n. located at 29115 Front Street.
Mark Rhoades summarized the staff report.
Chairman Hoagland opened the public hearing at 6:40 P.M.
Lou Kashmere, 19555 Camino De Paz, Murrieta, stated that
the request for a variance to the height was due to the
fact that the elevation of the property to the east was
10 feet higher than his property, therefore, making a 45'
high sign not visible to one side of the interstate.
The Commission as a whole stated that they felt there was
no exceptional circumstances with the nature of this
property to approve the variance. Commissioners
Chiniaeff and Blair stated that they felt the applicant
should pursue the placement of Cal Trans logo signs along
the interstate.
It was moved by Commissioner Chiniaeff, seconded by
Commissioner Fahey, to close the public hearing at 6:50
P.M. and Adopt Resolution No. 92-(next) denying Variance
No. 10 based on the analysis and findings contained in
the staff report. The motion was carried unanimously.
CONDITIONAL USE PEI~MIT NO. 2, EXTENSION OF TIME
6.1
Proposal to construct an Automotive Service Center,
located on the west side of Ynez Road, East side of the
1-15.
Mark Rhoades summarized the staff report. He advised
that the applicant had requested that Condition No. 24 be
deleted and it was staff's recommendation that Condition
No. 24 be modified to read "Prior to the issuance of
building permits the applicant shall submit a landscape
screening plan for approval by the Planning Director.
Said landscape plan shall contain a combination of
shrubs, trees and fences."
Chairman Hoagland opened the public hearing at 6:55 P.M.

Larry Gabelle, 10706 Birchfall Avenue, San Diego,
applicant, stated that he felt the block wall would be an
eyesore and could invite graffiti vandalism.
Gary Anderson, owner of Temecula Jeep/Eagle, indicated
that he had no problems with the screening whether it was
a wall or landscaping. Mr. Anderson did ask that
something be done about the present condition of the
property.
Gary Thornhill advised that he had received a phone call
from the Toyota dealership owner, who had reservations
about the deletion of the block wall.
The Commission as a whole expressed concern for the
adequate screening of the service bay area and indicated
that they were not in favor of deleting the requirement
for the block wall.
Chairman Hoagland asked that staff amend the language for
Condition of Approval No. 17 which references using
decomposed granite for parking.
It was moved by Commissioner Fahey, seconded by
Commissioner Blair, to close the public hearing at 7:15
P.M. and Reaffirm the previously adopted Negative
Declaration for Conditional Use Permit No. 2, Revised No.
i and AdoPt Resolution No. 92-(next) approving the
Extension of Time for Conditional Use Permit No. 2,
Revised No. 1, based on the analysis and findings
contained in the staff report and subject to the
Conditions of Approval including Condition No. 24 and
with modification to Condition No. 17 as outlined by
staff. The motion was carried unanimously.
7. TENTATIVE PARCEL MAP 27336
7.1
Proposal for approval of a reversion to acreaqe as
required by Condition of Approval No. 39 of Plot Plan No.
239, located on the Dortherly side of Winchester Road
between Calle Empleado and Diaz Road.

Chairman Hoagland opened the public hearing at 7:15 P.M.
Wayne Ewing, 6104 Riverside Avenue, Riverside, concurred
with the staff report and requested that Condition No. 14
be modified to read "As deemed necessary by the Public
Works Department, on-site underground drainage facilities
located outside the road right-of-way shall be contained

within drainage easements shown on the final map. A note
shall be added to the final map stating drainage
easements shall be kept free of buildings and
obstructions."
Doug Stewart concurred with the applicant's modification
to Condition No. 14.
Chairman Hoagland questioned the language in Condition
No. 8 relative to utility placement.
Gary Thornhiil stated that the last sentence of Condition
No. 8 could be deleted.
It was moved by Commissioner Fahey, seconded by
Commissioner Ford, to close the public hearing at 7:20
P.M. and Reaffirm the previously adopted Negative
Declaration for Plot Plan No. 239 and AdoDt Resolution
No. 92-(next) recommending approval of Tentative Parcel
Map No. 27336 based on the analysis and findings
contained in the staff report and subject to the
Conditions of Approval, modifying Condition No. 8 as
presented by staff and Condition No. 14 as requested by
the applicant. The motion was carried unanimously.
Chairman Hoagland declared a recess at 7:20 P.M.
reconvened at 7:30 P.M.

TEMPORARY SIGN ORDINANCE
8.1 Proposal to establish standards to allow Temporary Sians
citywide.
David Hogan summarized the staff report and advised of
corrections to the Ordinance as follows:
The last sentences of Sections U, V, W and X be
shifted into the body of the Ordinance in Sections
C, D, E and F.
Sub-section "T", Temporary Signs, changing the word
short, to prescribed.
Section 19.9, sub-section "B", second line and list
deleted.
John Cavanaugh added that Page 13, Sub-section 19.9 (A)
last sentence be corrected to read" ..... approve with
conditions, or deny any request".

Chairman Hoagland opened the public hearing at 7:40 P.M.
The following individuals spoke in opposition to the
ordinance based on the prohibition of A-Frame signs; also
concern was expressed regarding the construction of the
Ynez corridor and limiting advertising for those
businesses along Ynez during construction. Concern was
also expressed about implementing the ordinance given the
current state of the economy and a moratorium was
requested until the financial stability of the community
improves:

Roni Graves, 31040 Via Norte, Temecula, realtor.
Bob Newson, 29760 Rancho California Road, C-21 Newsom,
Temecula.
Melinda Smith, 24520 Leafwood, Murrieta, owner of ABC
Pre-school and Haircut for Kids, Temecula.
Ruby Richardson, 41850 Moreno Road, Temecula, owner
Kentucky Fried Chicken.
Sharon Miller, 44618 Pala Road, mini-storage owner.
Sidney Vernon, 30268 Mercy Court, Temecula.
Rick Bidwell, 41915 Motor Car Parkway, Temecula, owner
Giant Grinder.
Evelyn Marker, 31130 S. General Kearney Road, Temecula,
expressed her support of the Ordinance; however, she
stated that the merchants of Old Town should immediately
get their signs approve~ by ~he Old Town Merchants
Committee and that any signs in Old Town reflect the
1890's era.
David Cervantes, 29983 Via Puente Este Del Sol, Temecula,
also opposed the Ordinance.
Jim Futcher, resides in Murrieta, owns two business in
Temecula commended staff for its effort.
After a lengthy discussion, it was moved by Commissioner
Fahey, seconded byCommissioner Ford to continue approval
of the Temporary Sign Ordinance off calendar and work on
the issues related during the public comments as follows:
signs in the Old Town area depicting the 1890 era;
consider allowing temporary signs that are not attached
to the building; time frame restrictions and provisions

for hardship cases, such as the effect the road
construction will have on the businesses along the Ynez
Corridor. The motion was carried unanimously.
NON PUBLIC HEARING ITEM - WORKSHOP
9. 9.1
Re=uest from the Plannina Staff to receive direction from
extensions of time for the East side mapsr bounded by
Pasha Road, Butterfield Staae Roadf Meadows Parkway and
Hi=hwav 79 South~
Saied Naaseh presented the Staff Report and asked
applicant's representative to give an overview of plan.
Barry Brunne11, TSB Planning, 3242 Haliday Street, Santa
Ana, representing the applicant, requested the
Commission's comments pertaining to the following
unresolved issues:
ACOUSTICAL STUDy;
After discussion, the Commission unanimously agreed with
staff's recommendation that the acoustical study be
prepared prior to approval of the Extensions of Time and
mitigation measures be incorporated into the project
design.
SCHOOL
After discussion, Commissioners Chiniaeff, Fahey, and
Chairman Hoagland, agreed to deletion of the requirement
for landscape development zone (LDZ) along the front of
the. school site, with acceptance of this deletion in
writing from the school district. Commissioners Blair
and Ford were not in agreement and voted to retain the
LDZ along the front of the school sites.
LANDSCAPE DEVELOPMENT ZONES (LD~'S)
After discussion by the Commission, it was suggested that
single story homes be constructed on the lots adjacent to
the area's that do not meet the LDZ requirement.
TRAFFIC SIGNALS
It was the consensus oft he Commission that the applicant
comply with staff's requirements for traffic signals.

Town Hall meeting of the General Plan April 16,
Council approved Outdoor Advertising
directing staff to work with the outdoor
industry.
Seminar attendance by Commissioners.
May 8, 1992 joint luncheon with Murrieta
Planning Commissions.
