BACKGROUND: In May 2018, the Public /Traffic Safety Commission considered a request for traffic calming features and all -way stop controls at several locations in the Crowne Hill community including Fox Road at Crowne Hill Drive. The Commission recommended the installation of all -way stop controls at the intersection of Crowne Hill Drive at Old Kent Road and Crown Hill Drive at Vermont Road. An all -way stop warrant analysis found that conditions and volumes did not justify the need for all -way stop controls at the Fox Road intersection. The Commission also directed Staff to schedule a Neighborhood Traffic Calming Workshop to explore neighborhood traffic calming features, upon receipt of a signed petition from the majority of affected residents of Fox Road. To date, a petition has not been received from the residents, which implies there is little or no support for traffic calming features on Fox Road. At the Commission meeting of May 23, 2019, a request was received from Mr. Robert Hawley, representing the Crowne Hill Homeowners Association, to consider the feasibility of installing a marked school crosswalk on Via Angeles at Fox Road for Crowne Hill Elementary School students crossing Via Angeles. Staff had been evaluating a similar request from Temecula Valley Unified School District (TVUSD), prior to receiving Mr. Hawley's request. The crosswalk installation was completed June 2019. Mr. Hawley also requested that Staff review the feasibility of installing LED intersection warning signs, convex mirror, or all -way stop controls at the intersection of Fox Road at Crowne Hill Drive to mitigate visibility constraints. Crowne Hill Drive is a forty-four (44) foot wide residential collector roadway, which provides access to the arterial roadway network between Butterfield Stage Road and Pauba Road for numerous residential enclaves in the Crowne Hill community. Crown Hill Drive provides one travel lane in each direction with a painted median and striped bike lane on each side of the street. The Average Daily Traffic (ADT) on Crowne Hill Drive is approximately 3,900 ADT at Fox Road. The speed limit is posted at 40 MPH on Crowne Hill Drive. Fox Road is a forty (40) foot wide residential roadway that provides access for numerous residential units to Crowne Hill Drive. Fox Road provides one travel lane in each direction with on -street parking on both sides of the street. Fox Road carries approximately 1,000 ADT. The prima facie speed limit of 25 MPH is posted on Fox Road. An evaluation of conditions was performed at the intersection of Fox Road at Crowne Hill Drive that included sight distance analysis, review of existing signing and striping, and review of the collision history. A review of the collision history indicates there were no reported collisions during the twelve month period from June 1, 2018 to May 31, 2019. This favorable experience indicates that motorists are familiar with the intersection and exercise caution when travelling through the intersection. In May 2018, the sight distance evaluation performed indicated that the minimum unobstructed sight distance at the intersections was appropriate for conditions at the time. Our recent evaluation indicates that the minimum unobstructed sight distance value of 300 feet is still satisfied for all directions with the exception of the west leg of Fox Road looking north. The combination of roadway alignment and overgrown landscaping, which was not an issue last year, create a visibility obstruction for motorists looking north from this leg of the intersection. The removal of landscaping (shrubs) within 150 feet of the intersection will improve the visibility looking north to the minimum unobstructed distance. Since the landscaping is maintained by the Crowne Hill HOA, Staff recommends coordinating the removal of the affected landscaping with the HOA. In the past, the Commission has recommended the installation of all -way stop controls to address un-mitigatable visibility constraints, such as a wall or fence. The all -way stop installation has been at locations where it was necessary to provide a gap in traffic and assign right-of-way for the obstructed movement with minimal impact to adjacent intersections. The City's all -way stop warrant criteria indicates that stop controls may be considered at an intersection that is located at a distance of 600 feet or greater from an intersection controlled by a traffic signal or all -way stop controls. In this case, the Fox Road intersection is located within 400 feet of Old Kent Road which is currently controlled b all -way stop signs. Also, because of the close proximity between intersections, the installation of stop controls is likely to create additional congestion and delay at this intersection and at nearby controlled intersections, during school peak periods. 2 Lastly, the all -way stop warrant analysis performed last May, indicates that traffic volumes and conditions did not justify the need for all -way stop controls at this intersection. It is Staffs opinion that there have been no significant changes in traffic volumes since that analysis was performed which would prompt the justification for all -way stop controls at this time. Staff recommends maintaining the present level of control at the intersection of Crowne Hill Drive at Fox Road. The request included the suggested use of LED intersection warning signs to enhance the visibility of the intersection location. A review of the existing signing indicates there are existing intersections warning signs on Crowne Hill Drive in advance of Fox Road. Since the past accident history indicates there were no reported accidents at this location, it is Staffs opinion that the majority of drivers are familiar with the area conditions and the existing signs are providing the necessary advance warning of the intersection. Staff recommends the Commission provide further direction on the use of flashing LED intersection warning signs in advance of this intersection. The final suggestion was installation of a convex mirror to enhance the visibility at the intersection. Since the convex mirror is not a recognized traffic control device, this is not a feasible alternative that would be supported by Staff. The public has been notified of the Public/Traffic Safety Commission's consideration of this issue through the agenda notification process and by mail. The safety of the students being dropped off each morning and picked up in the afternoon is in jeopardy. The addition of crosswalks at this intersection would greatly improve the conditions there. It would also permit the school officials to request crossing guards to be present at the intersection and further improve safety at this intersection. Expedited action on this matter is of great importance. While the new stop signs and crosswalks installed on Crowne Hill Drive have very effective at those locations, a serious condition still exists at the intersection of Crowne Hill Drive and Fox Road. This situation is primarily a factor of Sight Distance. Drivers entering Crowne Hill Drive from the south bound section of Fox Road have a very limited Sight Distance and are often required to make abrupt stops to prevent collisions. The Sight Distance issue is a result of the curvature of Crowne Hill Drive and further compounded by the presence of Irrigation Control Panels near the corner. The placement of a convex mirror would effectively increase the Sight Distance at this intersection. The use of enhanced intersection signs would serve to alert drivers to the situation ahead. This condition affects all those who use Crowne Hill Drive and Fox Road. Swift action on both of these issues would be greatly appreciated. Recommend the City Council adopt a Resolution establishing a parking restriction on Calle Redondela between Pio Pico Road and Corte Sagunto. 2. Direct Staff to maintain on -street parking on Corte Sagunto and Calle Redondela west of Corte Sagunto. BACKGROUND: At the meeting of December 13, 2018, the Commission considered a request for a parking restriction on Calle Redondela between Pio Pico Road and Corte Sagunto. The recommended action was to maintain on -street parking on the segment. Based on resident testimony received supporting a parking restriction, the Commission recommended continuation of the item and directed Staff to discuss potential alternatives and parking restrictions on Calle Redondela with the various stakeholders including Temecula Valley Unified School District (TVUSD), Paloma Del Sol HOA, and affected residents. As directed, Staff contacted TVUSD representatives to discuss the feasibility of utilizing the California State University San Marcos (CSUSM) campus parking lot to accommodate overflow parking from the Sparkman Alternative Education site, which currently uses Call Redondela. The university currently leases the adjacent site from TVUSD. Based on our discussions with TVUSD the current lease with CSUSM precludes the use of the parking lot by other entities. The lot is designated for exclusive use by CSUSM students and staff. However, in the near future there may be an opportunity to utilize the parking lot when CSUSM's lease agreement expires in 2020. In the interim, TVUSD is reviewing other available parking alternatives that may benefit the students and provide some relief for the residents of the neighborhood. TVUSD has requested that the Commission delay consideration of parking restrictions on Calle Redondela until their review has been completed, which will be sometime in late August or early September. In July, a written notice was mailed to residents of Calle Redondela and Corte Sagunto advising them of the potential consideration of a parking restriction program on Calle Redondela from Pio Pico Road to Corte Sagunto, between the hours of 8 AM to 3 PM, Monday through Friday except Holidays. The notice asked residents living within four hundred (400) feet of the affected segment 1 if they were in favor or opposed to the parking restriction. Given that the parking restriction could potentially divert displaced vehicles into the neighborhood, the residents were also asked if they would be willing to accept a similar parking restriction adjacent to their homes. Approximately thirty-five (35) notices were mailed to affected residents. In addition to the residents, a notice was mailed to the Paloma Del Sol Homeowners Association to advise them of the potential restrictions and to solicit comments from the Board of Directors regarding the proposed parking restrictions. To date, Staff has not received any input from the HOA Board or their management company. A resident survey was attached to the notice that indicates a two -third (2/3) majority of the affected residents on each street is required to consider the implementation of the proposed parking restrictions. The survey also indicates that residents are not exempt from the parking restriction and that a permit parking program for residents is not being proposed. The table below summarizes the results of the survey. The results also indicate that responding residents are split (60/40) in favor of a parking restriction on Calle Redondela between Pio Pico Road and Corte Sagunto. The support for a parking restriction shown on the survey is consistent with the resident testimony received at the December 13, 2018, Commission meeting. At that meeting the residents in attendance expressed their support for a full-time parking restriction to discourage student parking and curtail alleged illegal activities along this segment. 2 Although Staff initially suggested a parking restriction from 8 AM to 3 PM in an effort to maintain on -street parking during off peak hours, there are no fronting homes on this segment that benefit from on -street parking during unrestricted hours. To that end, the need for residential on -street resident parking along this segment is minimal and a full-time parking restriction could be supported at this location. Staff recommends implementing a full-time parking restriction on Calle Redondela between Pio Pico Road and Corte Sagunto. The public has been notified of the Public/Traffic Safety Commission's consideration of this issue through the agenda notification process and by mail. FISCAL IMPACT: Minor cost associated with installing signs and markings. Adequate funds are available in the Public Works, Traffic Engineering Division's Operating Budget. The City of Temecula Fire Department responded to the multi -vehicle fatal traffic collision on June 4'h that sent a car off the freeway into the side of the parking structure. This traffic required response from multiple agencies, the truck company and several engines. The fire department also responded to another fatality in De Luz that took the life of a 15 year old girl the traffic collision was caused by a driver under the influence.
