PUBLIC COMMENTS

COMMITTEE BUSINESS
1. Transportation Strategist Tom Skancke. Discussed Transportation funding tips:
i.) Prioritize projects on 1-15 (Federal Highway) for Federal grant
opportunities;
ii.) Implement regional collaboration in Riverside County bringing all together
along 1-15;
iii.) Gave examples of multi-state collaborations along 1-95 (17 states) and I-
35 corridor (multi-states) as most influential on the Federal funding level.
2. French Valley Parkway/INFRA Grant Update. Temecula Mayor Matt Rahn and City
Manager Aaron Adams provided update on INFRA Grant Application for Phase II the
French Valley Parkway Project, including a video. Mayor Matt discussed recent visits to
DC. Patrick Thomas, Director of Public Works, provided an explanation of project with
graphic.
3. Operational Improvements along 1-15 Improvements update.
i. Auxiliary Lane NB 15 Temecula Parkway to Rancho Cal: City is lead.
Caltrans streamlined process for City. Design/environmental process
soliciting contractors began in April 2019. 12-18 month process to begin
construction phase, which will take 1 year. Total cost is $SMillion: $1.25
Million from Caltrans; 700K from Temecula; $3 Million unspecified
(currently).
ii. Remaining Auxiliary lanes connecting all Temecula on/off-ramps:
Caltrans is lead. Circulating EIR now. Construction anticipated 2023-24
(project is fast tracked and Caltrans will accelerate further if possible).
Escalated Cost is $35 Million (this is construction costs only; not including
design/right of way, all covered by Caltrans through SHOPP program).
4. Follow up. Set up a regional workshop to brainstorm creative funding options for 1-15:
Connect transportation/infrastructure to state affordable housing mandates; exempt
CEQA save $29 Million and pledge that money to transportation or housing; consider
financing mechanisms (loans); consider possible revenue stream; consider executive
branch approach and letter to the President (wait until after INFRA grant) as well as to
Governor's office; discuss with lobbyist; possibly include CA reps for discussion on
housing, as well as other options to work cohesively together as a region for funding.
Also, at next meeting, Lake Elsinore Council Member Magee would also like to include
an update on the Cajalco segment of 1-15 from Cajalco to 215 Junction.
