Recommendation: That the City Council appoint Council Member Zak Schwank as the
voting delegate for the League Annual Conference to be held on October
16-18, 2019.

ADJOURNMENT
The next regular meeting of the City Council will be held on Tuesday, October 22, 2019, at 5:30 p.m.,
for a Closed Session, with regular session commencing at 7:00 p.m., at the Council Chambers located at
41000 Main Street, Temecula, California.

SUBJECT: Consider Appointment of Voting Delegate for the League Annual Conference

RECOMMENDATION: That the City Council appoint Council Member Zak Schwank as the
voting delegate for the League Annual Conference to be held on October 16-18, 2019.
BACKGROUND: The League of California Cities (LOCC) requires that voting
delegates at the annual conference be selected by a vote of their respective City Council. As a part
of the annual committee appointment process in January 2019, the City Council selected Council
Member Matt Rahn as the primary and Mayor Pro Tempore James Stewart as the alternate voting
delegate for the annual conference. Council Member Rahn recently notified staff that he would not
be available on the Friday at the annual conference to vote during the general assembly. Mayor
Pro Tempore Stewart is not attending the conference. As a result, staff is recommending that the
City Council appoint Council Member Zak Schwank as the voting delegate for the League Annual
Conference as he is the only other elected official registered and attending the conference.
