PUBLIC COMMENTS
A total of 15 minutes is provided for members of the public to address the Committee on
items that are not listed on the agenda. Speakers are limited to three minutes. If you
desire to speak to the Committee about an item not on the agenda, a "Request to Speak"
form may be filled out and filed with the staff liaison. When you are called to speak,
please come forward and state your name for the record.
For all other agenda items a "Request to Speak" form may be filed with the staff liaison
prior to the Committee addressing that item. There is a five minute time limit for
individual speakers.

Old Town Parking Management Plan Update

PROJECT: Update to the 2010 Old Town Parking Management Plan
LOCATION: Old Town Temecula
BACKGROUND
On August 27, 2019, the City Council Old Town Steering Subcommittee (Mayor Michael S.
Naggar and Council Member Zak Schwank) reviewed a presentation for the recently completed
Old Town Temecula Parking Management Plan update. The subcommittee requested that the Old
Town Local Review Board (OTLRB) also review the presentation. In addition, the subcommittee
identified four topics they wanted the OTLRB to consider and provide feedback. Staff met with
the OTLRB on October 14, 2019 at a regularly scheduled meeting. The following analysis is a
summary of the Board's discussion.
ANALYSIS
The City Council Old Town Steering Subcommittee requested that the OTLRB review and provide
comments on the following topics:
• Old Town Parking Management Plan Update Presentation
• Relocation of the Sixth Street Farmers Market to the Civic Center
• Additional ADA Spaces at the Community Theater and Children's Museum
• Consideration of Paid Parking in Areas Exceeding 85% Utilization
The subcommittee directed staff to return with a summary of the Board's discussion of each
discussion item. A bullet summary for each of these items is provided below:
Old Town Parking Management Plan Update Presentation
• OTLRB members made the following observations, which were not included or addressed
in the study:
o People, in particular theater patrons, regularly park on Pujol Street and nearby
apartment complexes and walk into the Downtown Core district. The study needs
to be revised to include Pujol Street and surrounding area.
o Several additional illegal parking lots (e.g. lot behind Espadin) need to also be
included in the study.
o The 2007 and 2010 parking studies included stakeholder surveys. The 2019 update
should also have included a survey. This would have provided a deeper
understanding of where people park and why.
• Old Town has a parking distribution problem. Underutilized parking is located adjacent to
over utilized parking in many instances.
• Overall parking signage throughout Old Town needs to be improved (also identified as a
near term recommendation). In addition, the boundaries of the area designated as "2 Hour"
parking within the Civic Center structure is confusing because some visitors believe there
is a two hour time limit throughout all spaces in the structure. In addition, the fourth floor
is identified as "City Employee Only" leaving visitors to question where and when they
can park.
Relocation of the Sixth Street Farmers Market to the Civic Center
• Moving the Farmers Market to the Civic Center would require another closure of Mercedes
Street. Closing Mercedes Street causes too much disruption to the traffic circulation in Old
Town.
• Instead, the Stampede parking lot should be considered as a possible location. This parking
lot appears to have adequate space to allow any future expansions of the market as well as
plentiful parking both at the Stampede parking lot and at the nearby Civic Center parking
structure. It will also activate the south end of Old Town on Saturday mornings.
Additional ADA Spaces at the Community Theater and Children's Museum
• The Board indicated that ADA parking at the Community Theater and Children's Museum
is sufficient.
Consideration of Paid Parking in Areas Exceeding 85% Utilization
• Start with timed parking and then move to paid once timed parking is no longer effective.
• A three-hour time limit is satisfactory. Timed parking could be implemented at select hours
of the day. For example, timed parking could be required during specific hours, and then
removed so there are no overnight time limits.
RECOMMENDATION
The study findings coupled with past studies indicate that demand for parking is going to continue
to increase. Staff recommends that the City Council Old Town Steering Subcommittee review and
discuss the comments provided by the OTLRB. Staff also recommends beginning implementation
of the near -term recommendations provided by Fehr and Peers related to the development of a
comprehensive signage plan and the establishment of time limits and or metered parking in specific
high use locations. Other near term recommendations, including establishment of a parking

district, should also be discussed. Additionally, staff recommends that when the next study (2-3
years) is completed that study will include, stakeholder surveys, an expanded count to include
Pujol Street, and a collection of counts for all illegally parked vehicles.
