BACKGROUND SUMMARY
On February 15, 2019, Hunter Starkey from Kimley-Horn submitted Planning Application PA19-
0278, a Modification application for At-Home, a home decor store making exterior modifications
including new paint, a relocated mainentrance and receiving bay, a new facade, and updated
landscaping to the existing building located at 26471 Ynez Road (formerly K-Mart).
Staff has worked with the applicant to ensure that all concerns have been addressed, and the
applicant concurs with the recommended Conditions of Approval.
ANALYSIS
Site Plan
The proposed project is located within the existing Palm Plaza shopping center, southwest of
Winchester Road and Ynez Road. The proposed modification to the 6.43 acre site would allow for
exterior elevation improvements to the existing 89,500 square foot building.
The proposed exterior elevation improvements includes a new façade entrance to be relocated to
the center of the building and extendingthe arcade across the front façade of the building.The K-
Mart Garden Center facing Ynez Road is to be converted to a loading dock with the false façade
and proper landscape established to maintain screening.
In addition to the façade changes, the applicant is making several other site changes including
sidewalk improvements per the Americans with Disabilities Act (ADA). The front of the building
will have a designated customer loading area with two new planters on either side.
Architecture
The building’s current architecture can be described as postmodern that includes architectural
elements such as flat exterior walls with long horizontal lines broken by a protruding arcade along
the front of the building.

Theexisting main entrance and façade on the north elevation will be removed and relocated to the
center to reestablish the new primary entrance for the future At-Home furniture and home décor
tenant. The redesigned entrance will include the removal of the vestibule and arcade to relocate
the main entrance of the building. What was formerly the main entrance for K-Mart will now be a
seamlessly integrated arcade to match the existing arcades.
At the top of the main entrance will be a new parapet with standing seam metalroof, smooth plaster
finish and an aluminum decorative soffit.
The main color of the building will be a light “Jenison Gray” color and the accent color used on
the arcades, protrusions and base of the building will be “At Home Exterior Dark Gray”.
Landscaping
The proposed landscaping improvements to the north and east sides of the building are consistent
with the water efficient landscape design standards of Chapter17.32 of the Temecula Municipal
Code. A total of 1,500 square feet of landscaping will be improved along tenant entryways,
sidewalks, utility enclosures and other planters with new trees, and other ground cover. Prominent
plant species include 24” box Bradford Flowering Pears, 5-gallon shrubs including Cape Rush,
Lilies, Pine Muhly, Society Garlic, and Boston Ivy.
Access/Circulation
As stated above, the loading dock will be relocated to the easterly side of the building facing Ynez
Road. Per the City of Temecula Traffic Engineer,theeastern side of the site has been redesigned
to ensure an adequateturning radius for trucks to reverse into the receiving dock area.
LEGAL NOTICING REQUIREMENTS
Notice of the public hearing was published in the SDUnion Tribuneon October 3, 2019 and mailed
to the property owners within the required 600-foot radius.
ENVIRONMENTAL DETERMINATION
In accordance with the California Environmental Quality Act, the proposed project has been
deemed to be categorically exempt from further environmental reviewper Section Number 15301,
Class 1, Existing Facilities.
The proposed Modification to the Development Plan involves minor interior and exterior alterations of an
existing building involvinganegligible expansion of use beyond that existing at the time of the Planning
Commission’s determination. The proposed project will relocate the existing main entrance and façade on
the north elevation to the center to reestablish the new primary entrance for the future At-Home furniture
and home décor tenant. The redesigned entrance will include the removal of the vestibule andarcade to
relocate the main entrance of the building. These are considered minor alterations to an existing building.

FINDINGS
Modifications, Development Code Section 17.05.030.E
1.The proposed use is in conformance with the General Plan for Temeculaand with all
applicable requirements of state law and other ordinances of the City.
As conditioned, the proposed Modification to the Development Plan is consistent
with the General Plan policies for the Community Commercial (CC) land use
designation. Specifically, Policy 2.9 of the Community Design element of the
General Plan states, “Establish rehabilitation programs for older commercial
centers to prevent blight and maintain the quality of the built environment”. The
proposed project will significantly rehabilitate a portion of an existing commercial
center with private funds. The site is properly planned and zoned and is physically
suitable for the use proposed. The project is also consistent with other applicable
requirements of State law and local ordinances, including the California
Environmental Quality Act (CEQA), the City Wide Design Guidelines, and Fire
and Building codes.
2.The overall development of the land is designed for the protection of the public health,
safety, and general welfare.
As conditioned, the project will meet all requirements of the Development Code,
General Plan, and Building and Fire Codes, which provide safeguards for the
health, safety and general welfare of the community. The overall design of the site,
building, landscaping, parking, circulation and other associated site
improvements, is consistent with, and intended to protect the health and safety of
those working in and around the site. The project has been reviewed for and has
been found to be consistent with all applicable policies, guidelines, standards and
regulations intended to ensure that the development will be constructed and
function in a manner consistent with the protection of the public health, safety, and
welfare.

Section 1.Procedural Findings. The Planning Commission of the City of Temecula
does hereby find, determine and declare that:
A.On February 15, 2019,Hunter Starkey of Kimley-Horn and Associates,
Incorporated on behalf of Kimco Palm Plaza filed Planning Application No. PA19-0278, a
Modificationto a Development Plan,in a manner in accord with the City of Temecula General
Plan and Development Code.
B.The Application was processed including, but not limited to a public notice, in the
time and manner prescribed by State and local law.
C.The Planning Commission, at a regular meeting, considered the Application and
environmental review on October16, 2019,at a duly noticed public hearing as prescribed by
law, at which time the City staff and interested persons had an opportunity to and did testify
either in support or in opposition to this matter.
D.At the conclusion of the Planning Commission’sHearingand after due
consideration of the testimony, the Planning Commission approvedPlanning Application No.
PA19-0278subject to Conditions of Approval, after finding that the project proposedin Planning
Application No. PA19-0278conformed to the City of Temecula’s General Plan and
Development Code.
Section 2.Further Findings. The Planning Commission, in approvingPlanning
ApplicationNo. PA19-0278hereby makes the following findings as requiredby Section
17.05.030.E (Modifications)of the Temecula Municipal Code:
A.The proposed use is in conformance with the General Plan for Temecula and with
all applicable requirements of State law and other Ordinancesof the City.
As conditioned, the proposed Modificationto the Development Planis consistent with the
General Plan policies for the Community Commercial (CC) land use designation.Specifically,
Policy 2.9 of the Community Design element of the General Plan states, “Establish
rehabilitation programs for older commercial centers to prevent blight and maintain the quality
of the built environment.” The proposed project will significantly rehabilitate a portion of an
existing commercial center with private funds. The site is properly planned and zoned and is
physically suitable for the use proposed. The project is also consistent with other applicable

requirements of State law and local ordinances, including the California Environmental Quality
Act (CEQA), the City Wide Design Guidelines, and Fireand Building codes.
B.The overall development of the land is designed for the protection of the public
health, safety, and general welfare.
As conditioned, the project will meet all requirements of the Development Code, General Plan,
and Building and Fire Codes, which provide safeguards for the health, safety and general
welfare of the community. The overall design of the site, building, landscaping, parking,
circulation and other associated site improvements, is consistent with, and intended to protect
thehealth and safety of those working in and around the site. The project has been reviewed for
and has been found to be consistent with all applicable policies, guidelines, standards and
regulations intended to ensure that the development will be constructed and function in a manner
consistent with the protection of the public health, safety, and welfare.
Section 3.Environmental Findings. The Planning Commission hereby makesthe
following environmental findings and determinations in connection with the approval of the
Major Modificationapplication:
A.In accordance with the California Environmental Quality Act, the proposed
project has been deemed to be categorically exempt from further environmental review (Section
15301, Class1, Existing Facilities).
The proposed Modification to the Development Plan involves minor interior and exterior
alterations of an existing building involvinganegligible expansion of use beyond that existing at
the time of the Planning Commission’s determination. The proposed project will relocate the existing
main entrance and façade on the north elevation to the center to reestablish the new primary entrance for
the future At-Home furniture and home décor tenant. The redesigned entrance will include the removal of
the vestibule and arcade torelocate the main entrance of the building. These are considered minor
alterations to an existing building.
Section 4.Conditions. ThePlanning Commissionofthe City of Temecula hereby
approves Planning Application No. PA19-0278,aModificationto allow exterior modifications
including new paint, entrance, new facade and updated landscaping to the existing building
located at 26471 Ynez Road (formerly K-Mart), subject to the Conditions of Approval set forth
on Exhibit A, attached hereto, and incorporated hereinby thisreference.
