A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF TEMECULA FINDING THAT THE PROPOSED
AMENDMENT TO FISCAL YEARS 2020-24 CAPITAL
IMPROVEMENT PROGRAM (LR19-1433) IS CONSISTENT
WITH THE TEMECULA GENERAL PLAN
WHEREAS, the City of Temecula Capital Improvement Program (CIP) is a five-year
program adjusted annually that outlines public improvements and estimated expenditures to
construct improvements; and
WHEREAS, Califomia Government Code Sections 65103 and 65401 require that the
City's Planning Commission make a determination that the City's annual CIP is in conformance
with the City's General Plan; and
WHEREAS, the Planning Commission held a duly noticed public meeting on November
20, 2019, on the proposed amendment to the CIP for consistency with the Temecula General Plan,
at which time all persons interested in the proposed CIP had the opportunity and did address the
Planning Commission on this matter.
NOW THEREFORE, THE PLANNING COMMISSION OF THE CITY OF
TEMECULA DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The Planning Commission has duly considered the full record before it,
which may include but is not limited to such things as the City staff report, testimony by staff and
the public, and other materials and evidence submitted or provided to the Planning Commission.
Furthermore, the recitals set forth above are found to be true and correct and are incorporated
herein by reference.
SECTION 2. Staff completed an environmental assessment for the project in accordance
with the California Environmental Quality Act (CEQA). The CIP was reviewed for conformance
with the CEQA Guidelines and Title 14 of the California Public Resources Code. Since the CIP
is a public improvement and transportation planning document which identifies areas for possible
improvements based on the availability of funding, the approval of the CIP is exempt from the
CEQA and the CEQA Guidelines pursuant to CEQA Guidelines Section 15378(b)(4) because the
proposed CIP is not a "project" as defined by CEQA but involves the creation of government
funding mechanisms or other government fiscal activities that do not involve any commitment to
any specific project that may result in a potentially significant physical impact on the environment.
Should a specific improvement identified in the CIP be undertaken, a full environmental analysis
of that improvement will be performed in accordance with the requirements of CEQA. The
Planning Commission recommends that the City Council of the City of Temecula determine, based
on its own independent judgment, that the proposed amendment to the C1P for Fiscal Years 2020-
24 is exempt from CEQA.

SECTION 3. The Planning Commission, after considering all the written and oral
evidence offered including the staff report and all attachments, further finds and determines that
the proposed amendment to the CIP is consistent with the following goals and policies of the
Temecula General Plan, among others, pursuant to Government Code Section 65103: The
proposed amendment Project sheets are consistent with the General Plan Public Safety Element
Implementation Program PS-12 (Minimizing Criminal Activity) for the provision of security
enhancement features within our Old Town Area. The proposed amendment project sheet to
convert the Community Recreation Center's kiddie pool into a splash pad, and the addition of
shade structures throughout the pool area is consistent with the General Plan Open
Space/Conservation Element Goal 1 (A high quality parks and recreation system that meets the
diverse recreation needs of residents).
SECTION 4. Based upon the entire record before the Planning Commission, all written
and oral evidence presented to the Planning Commission, and the findings made in this Resolution,
the Planning Commission hereby finds that the amendment to the Fiscal Years 2020-24 City of
Temecula Five -Year Capital Improvement Program (CIP) is consistent with the General Plan.

SECTION 5. The Secretary shall certify to the adoption of this Resolution.
PASSED, APPROVED AND ADOPTED by the City of Temecula Planning Commission this
20th day of November, 2019.
