Each speaker is limited to three minutes. If the speaker chooses to address the Public Traffic Safety Commission on an item listed on the Consent Calendar or a matter not listed on the agenda, a Request to Speak form may be filled out and filed with the Commission Secretary prior to the Public Traffic Safety Commission addressing Public Comments and the Consent Calendar. Once the speaker is called to speak, please come forward. For all Business items on the agenda, a Request to Speak form may be filed with the Commission Secretary prior to the Public Traffic Safety Commission addressing that item. On those items, each speaker is limited to five minutes . CONSENT CALENDAR All matters listed under Consent Calendar are considered to be routine and all will be enacted by one roll call vote. Thomas Chairperson Director of Public Works/City Engineer 1 AGENDA REPORT TO: Public/Traffic Safety Commission FROM: Patrick Thomas, Director of Public Works/City Engineer DATE: February 27, 2020 SUBJECT Roripaugh Road Traffic Conditions PREPARED BY: Jerry Gonzalez, Associate Engineer II - Traffic RECOMMENDATION: That the Public/Traffic Safety Commission recommend the use of VCalm Speed Advisory signs on Roripaugh Road at Sanderling Way. BACKGROUND: In 2012, the Public/Traffic Safety Commission considered a request to implement traffic calming measures on Roripaugh Road between Winchester Road and Nicolas Road to address concerns about excessive vehicular speeds and volumes. A neighborhood traffic calming workshop was held with Roripaugh Hills residents to discuss traffic concerns and identify potential traffic calming measures. The results of the neighborhood traffic calming workshop along with the resident preferred calming measures were presented to the Commission at their meeting of May 2012. The traffic calming measures included the installation of painted medians, parking lanes and bike lanes on Roripaugh Road between Winchester Road and Nicolas Road. Also considered was the installation of VCalm signs at three (3) locations for northbound and southbound traffic. Following the installation of the calming measures an “after” study was performed, which revealed that the combination of the striping improvements and VCalm sign placement had significantly reduced vehicular speeds by about 10 MPH at some locations. At the December 2019 meeting, the Commission received a request to consider the feasibility of implementing traffic calming measures on Roripaugh Road to reduce excessive vehicular speeds and volumes attributed to construction and school peak hour traffic. As the Commission is aware the intersection of Winchester Road at Nicolas Road has been under construction for the last nine (9) months, which has diverted traffic onto surrounding neighborhood streets such as Roripaugh Road, which provides an alternate access to Chaparral High School and Winchester Road. The on- going construction activity is “winding” down and construction of intersection improvements is scheduled to be completed by March 2020, which should alleviate the excessive volumes observed by residents. In order to address the concerns about excessive speeds on Roripaugh Road adjacent to Sanderling Way, Staff recommends the installation of two (2) VCalm Signs at this location for a period of up to six (6) months. Since the VCalm sign program is a “fluid” program, these signs can be relocated to other locations along Roripaugh Road after the six (6) month period, as needed. 2 The public has been notified of the Public/Traffic Safety Commission’s consideration of this issue through the agenda notification process and by mail. FISCAL IMPACT: Minor cost associated with the recommended action.
