COMMITTEE BUSINESS
1. Vaping Epidemic (joint resolution/legislation), young adult opioid/over dosage trends
discussion. Open Discussion. City and school officials agreed to contact state
legislative representatives to assess pending or needed state legislation regarding the
illegal manufacture and distribution of opioids and the counterfeit pills laced with fentanyl
circulated within the region. Discussion ensued about Narcan on school campuses and
applicability. Fire Chief Weiser offered to assist with coordinated training. City will follow
up with Mr. Capelouto, father of Alex Capelouto, on his concerns and ideas.
Additionally, synthetic vaping substances and counterfeit cartridges being illegally sold to
young adults under 21 are another cause of significant concern for the health and well-
being of students. City will work with TVUSD for a joint resolution related to vaping.
Parties will track SB 793 related to vaping, and share any updates on relevant Federal
and State activity on these topics of concern.
2. False Alarm ordinance (school properties, fines and data). TVUSD is currently re-
evaluating alarm systems and staff access protocols at all school sites and facilities to
reduce non -emergency police and fire response calls. District Office/Facilities to meet
with Police/Fire on specifics related to false alarm on school properties in efforts to
curtail.
3. Joint Use Agreements. Joint use agreements between the City and TVUSD for
amenities at school and city parks are being reviewed and updated to address current
needs, costs, and improvements. Joint uses for 3-4 extensions will go to the City
Council in March (already approved by TVUSD Board), and ultimately work toward an
overall Master Agreement.
4. Closing remarks. This is the first joint City Council/TVUSD Subcommittee meeting of
several planned in the future to keep open communications in support of Temecula
students and residents. Next meeting will be set in April or May.
