Speakers are limited to three (3) minutes each. If you desire to speak to the Commission about an item no__t on the Agenda, a pink "Request to Speak" form should be filled out and filed with the Board Secretary. When you are called to speak, please come forward and state your name for the record. For all other agenda items a "Request to Speak" form must be filed with the Board Secretary prior to the Commission addressing that item. Improvements proposed for this structure include new exterior paint and signage. The Board approved the original sign design for this project at its November 5, 2001 meeting. Revised sign designs are now being submitted for approval. R:\Oldtown\Children's Museum OTLRB Staff Report.doc ANALYSIS This project includes the repainting of an existing building where the Temecula Children's Museum will be located. As recommended in the Design Guidelines of the Old Town Specific Plan, the proposed colors have been selected from the Sherwin-Williams Heritage Colors - Collection II. The main body of the building will be painted with Gazebo White (SW 2221). · Trim colors used for doors, window framing, porch posts and railing, and fascia boards include the following: Sedona Clay (SW 2313), Potomac Blue (SW 2393) and Green Mallard (SW 2392). Additionally, the two identical wall signs located on the south and west elevations of the building have been modified as to materials and colors. The original sign designs presented to the Old Town Local Review at its November 5, 2001 meeting had colors that were significantly more vibrant than those represented on the Sherwin-Williams Preservation and Heritage Colors - Collection II palettes. The Board directed the applicant to bring the colors in line with the Old Town Specific Plan design guidelines. The specific colors selected will be presented at the January 30, 2003 meeting. The materials used for the signs have been slightly modified to include metal for the pictured gears and lightning rod. This was necessary due to problems with the potential deterioration of these items if constructed of wood. The metal used for these components will be given an iron texture with an antique look. The lettering, nose and mustache will be made of carved kiln- dried redwood made to look distressed and painted with an aged color finish. The board directed staff to contact a representative from Rodeway Inn Corporate office to discuss possible changes to the proposed sign colors. On January 14, 2003, staff was able to speak with Pamela Leffingwell, a representative from Choice Hotels International, whom is the Rodeway Inn franchisor. During this discussion it was made clear by Ms. Leffingwell that the proposed colors are the national R?,Admin Aprv~2002\02-0650 Roadway Inn\OTLRB Staff Report 2.dec 1 recognized colors for the Rodeway Inn. It was further stated that these colors could not be modified nor changed. PROJECT DESCRIPTION Planning Application No. 02-0650 submitted by Fortune Signs Corp., is for (2) one wall signs (1) one projecting sign and (1) one face change for an existing pole sign located at 28718 Old Town Front Street, within the Community Commercial & Tourist Support (CCTS) district of the Old Town Temecula Specific Plan. ANALYSIS This proposal includes two sets of 18-inch wood channel letters to be installed on the west and south elevation, one double sided sandblasted wood sign to also be installed on the west elevation and a change of face for the freeway pole sign located at the rear of the property. The applicant is proposing to paint the wood channel letters blue to match the Rodeway Inn corporate colors. The double-sided sign is a red wood sandblasted sign painted blue to match the corporate colors, with black and white background colors. The pole sign is an existing sign and the applicant is requesting to change the face with a similar plastic material. Staff has determined that the pole sign is a "nonconforming structure". The Old Town Specific Plan (page 111-8) states 'V/here, at the time of passage of this Specific Plan, a lawful use of land or structure exists which would not be permitted by the regulations imposed by this Specific Plan, such use or structure may be continued indefinitely." it is the opinion of staff that the proposed change of face is consistent with the nonconforming structure section of the Specific Plan. The existing building has 142 linear feet of frontage and is permitted 213 square feet of signage per the Old Town Specific Plan. The total signage requested is less than the allotted signage for the building. RECOMMENDATION The improvements proposed in this application have been determined by staff to be consistent with the Old Town Specific Plan as to size and materials. The proposed corporate blue color is not consistent with the approved color palate for the Old Town Specific Plan.
