HomeMy WebLinkAbout013003 DH MinutesMINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA DIRECTOR OF PLANNING January 30, 2003 A regular meeting of the City of Temecula Director of Planning was called to order on Thursday, January 30, 2003, at 1:30 PM, at the City of Temecula Main Conference Room, 43200 Business Park Drive, Temecula, California. Principal Planner, Don Hazen presiding. Also present was Special Projects Engineer, Annie Bostre-Le, Management Analyst, Barbara Smith, Associate Planner, Rick Rush and Minute Clerk, Lisa Kau. Principal Planner, Don Hazen called the meeting to order at 1:35 PM. Item No. 1: Planninq Application No. PA02-0511, The fifth and final one-year Extension of Time for Vesting Tentative Tract Map 25004 located north of Nicholas Road and east of Seraphina Road Associate Planner Rick Rush presented the staff report, and mentioned that the applicant would like to delete conditions 22, 24, 29, 30, 53, 54 and 83. Associate Planner Rick Rush agreed to delete condition 83, but discovered a condition that was adopted by the City Council on March 10, 1992, that had been left out and need to be added. Special Projects Engineer Annie Bostre- Le agreed to delete condition 30, but could not delete 29 since the sidewalk has not been put in yet. Management Analyst Barbara Smith requested to add 'If necessary' to the beginning of condition 22 instead of deleting the condition, and agreed to delete conditions 24, 53 and 54. Principal Planner Don Hazen opened the public hearing at 1:43 PM. Dr. Yogesh Goradia, 32063 Pacifica Drive, Rancho Palos Verdes, CA, was concerned that he would not be able to finish everything needed and requested that a few conditions be deferred to later dates. Special Projects Engineer Annie Bostre-Le informed him that none of the conditions could be deferred to later dates, and needs to be done in the order stated in the conditions of approval. Dr. Goradia did not agree that condition 35c was necessary, and asked for it to be deleted. Management Analyst Barbara Smith agreed to delete parks, and add 'if maintained by the city' to the end of the condition. Dr. Goradia asked for further explanation for condition 29. Special Projects Engineer Annie Bostre-Le agreed to reword the condition to state, "Murrieta Hot Springs Road (Arterial Highway Standards - 110' IRAN) along property frontage shall be improved to include sidewalk in accordance with City of Temecula Standard No. 100". Dr. Goradia thought that condition number 33 should be a 33 foot dedicated right-of-way instead of 36. Special Projects Engineer Annie Bostre-Le agreed to the change. Dr. Goradia remembered a document from his original Vesting Map regarding condition number 106 saying to keep the in-lieu rate at the time the map was initially approved. Principal Planner Don Hazen disagreed with that interpretation and suggested consulting with the City Attorney before approving any changes to this condition, and Management Analyst Barbara Smith agreed.
