Speakers are limited to three (3) minutes each. If you desire to speak to the Commission about an item no...~t on the Agenda, a pink "Request to Speak" form should be filled out and filed with the Board Secretary. When you are called to speak, please come forward and state your name for the record. For all other agenda items a "Request to Speak" form must be filed with the Board Secretary prior to the Commission addressing that item. There is a three (3) minute time limit for individual speakers. The motion was seconded by Board Member Moore and voice vote reflected unanimous approval with the exception of Board Member Montgomery who was absent. 2. The motion was seconded by Board Member Blair and voice vote reflected unanimous approval with the exception of Board Member Montgomery who was absent. BOARD BUSINESS 3. City of Temecula's Promotional Program Update Marketing Coordinator Wolnick presented a brief report to the Board on the recent tourism marketing activities going on throughout the City that benefit Old Town as follows: A new tourism CD-ROM has recently been produced which is interactive with websites of both the City and Chamber of Commerce. Six-thousand copies were produced and distributed to meeting planners, tour operators, travel agents and the travel media. The tourism CD-Rom is taken to trade shows, used in press kits sent to the media, and in direct mail. Recently, the City received an award of distinction from the Communicator Awards Organization, an international awards program with over 3,000 entdes from 48 states, the Distdct of Columbia, and nine other countries. The video footage has been used several ways, i.e., a cable television show on Southwest Riverside County televised a segment on Temecula Valley; the Pechanga Hotel uses the Old Town footage from the CD-Rom on their in-room television segment to familiarize guests with activities in the area; and tour companies show the CD-Rom on their buses when they bring visitors into the area. · Magazines with recent articles: Pilot Getaways (Winter 2002/2003 issue) contained an article titled, Romance in Southern California's Wine Country, as well as a page on their website, Westways (January/February issue) contained an article titled, Eight Great Antique Districts which included Temecula's Old Town and the Rod run. Preferred Destinations included Old Town and the Museum in their Orange County publication. California Country - The Chamber and City conduct familiarization tours that bring various groups to the area and one of the travel writers from last Summer's tour wrote an article on farmers markets and old town that was included. The writer also included the same article in the ad alert. RV Journal - The quarterly Calendar of Events produced by the City highlights all of the major events and is distributed to the media. Information from the Calendar of Events was extracted and printed in an article by the RV Journal that included the Wine Growers Barrel Tasting, the Rod Run and the Blue Grass festival. · Co-op Advertising - o Most recently participated in a very expensive ad with the Inland Empire Tourism Council in the Inland Empire Section of the Official State Visitors Guide for the State of California, and the co-op ad is also hyperlinked to our website. R:lOIdTown/LRB/Minutes/011303 2 Participated in a co-op ad with the Wine Grower's Association and others in the Where magazine targeting the Orange County market. Where is distributed in high-end hotels and used by concierges when guests inquire about things to do in the area. Temecula received a lot of visibility in this publication that also gave the City a free ad in their San Diego issue this month. Advertise in visitor's guides in San Diego, Ontario, and Orange County that are distributed at airports. Participate in travel shows with the Chamber of Commerce - The Los Angeles Times Travel Show will be held at the Long Beach Convention Center February 1 and 2. Last year, over 16,000 consumers and 800 tour operators attended with over 200 exhibitors. Temecula with have its own booth heavily promoting the Children's Museum and will be positioned right next to San Diego Convention and Visitor's Bureau. Glamour Travel Show - On February 13, Embassy Suites will host The Glamour Travel Show in which approximately 90 local activity and social planners and group tour buyers will be attending. As part of the Show, the attendees will be given a walking tour of Old Town, attend the museum and tour wine country. Received an award from Sign on San Dieqo, which is the official website for the San Diego Union Tribune, providing the City with a free page on their website this past year and naming Temecula as the 2002 San Diego Editor's Winner of The Best Day Tdp. In response to Chairman Harker's inquiry, Marketing Coordinator Wolnick advised that the effectiveness of the City's marketing campaign is tracked through: A monthly report provided by the Chamber of Commerce that is then forwarded to the City Council. · The attendance at the City's main events. · The number of contacts at the City and Chamber of Commerce. Chairman Harker added that the marketing efforts could also be tracked through hotel occupancy rates. Marketing Coordinator Wolnick stated that Redevelopment Director Meyer through the Redevelopment Agency does a wonderful job with special events in Old Town. Redevelopment Director Meyer advised that the Agency focuses its marketing promotions solely on Old Town; retains the services of Melody Brunstein, of Melody's Ad Works; and with the exception of January, there is a major event in Old Town every month of the year. Councilman Pratt informed the Board that he had recently visited Santa Barbara and was given a tour of the redeveloped portion of Santa Barbara's old town that includes a very upscale mall and is now an enormous income for the City of Santa Barbara. Some structures were moved and others rebuilt with the parking problems being alleviated by erecting a four-story parking structure. When Councilman Pratt inquired about the ownership of the businesses in Old Town, his purpose was to ascertain the future direction of Old Town. R :/OldTownlLRB/Minutes/011303 3 Commissioner Moore stated that the character of Old Town would probably change on its own within five to seven years with the addition of the theater and upscale restaurants which would attract a different clientele. Chairman Harker congratulated Marketing Coordinator Wolnick on her very ambitious marketing program. RECOMMENDATION: 3.1 That the Old Town Local Review Board receive and file the report. MOTION: Board Member Moore moved to receive and file the report. The motion was seconded by Board Member Blair and voice vote reflected unanimous approval with the exception of Board Member Montgomery who was absent. 4. Plannin.q Application No. 02-0650 - A proposal to install two wall siqns, one proiectinq siqn and one face chan.qe for the existin.q pole siqn located at 28718 Old Town Front Street. RECOMMENDATION: 4.1 The improvements proposed in this application have been determined by staff to be consistent with the Old Town Specific Plan as to size and materials. The proposed corporate blue color is not consistent with the approved color palate for the Old Town Specific Plan. Staff is requesting that the Old Town Local Review Board review, provide comments and recommend approval for this project. Associate Planner Rush presented the staff report to the Board indicating that the Butterfield Inn would be converting to a franchised Rodeway Inn, and that all the proposed signage was in compliance with the exception of the sign color which is a corporate blue closely resembling a royal blue. The closest color in the palette recommended in the Old Town Specific Plan would be Stratford Blue. Associate Planner Rush asked the Board if it found the corporate blue to be acceptable, or was it their preference that the color of the signage be changed in order to remain in compliance with the Old Town Specific Plan. After a brief discussion with the applicant, Ms. Chen, the Board made the following motion: MOTION: Board Member Blair made a motion to approve the proposed application incorporating "Stratford Blue" as the color for the signage; or, if the franchisee found the change in color to be unacceptable, this item is to be brought back to the Board for further review. The motion was seconded by Board Member Moore and voice vote reflected unanimous approval. DIRECTOR OF PLANNING REPORT Director of Planning Ubnoske indicated that staff was currently working on the Amendment to the Old Town Specific Plan and would be scheduling a special meeting with the Board to go over the proposed changes in detail. R:lOIdT ov,mlLRB/Minutesl011303 4 DIRECTOR OF REDEVELOPMENT REPORT Redevelopment Director Meyer provided the following update regarding Old Town: · Mercantile Buildin,q - O O O Re-pointing/re-grouting of the extedor will be finished this week. Next week, the fabricated steel columns and braces will be installed followed by re-roofing the building. Completion is expected in February. · Theater - The first plan check has been completed and sent back to the architect for revisions. The revisions have been submitted for a second plan check. Completed meeting with Public Works Department capitol division in preparation for bdnging on board a construction manager, preparing for the bid process, and beginning construction. CODE ENFORCEMENT REPORT - No comments. BOARD MEMBER REPORTS In response to Board Member Blair's concerns regarding four restaurants closing in Old Town, Planning Director Ubnoske indicated that with the numerous applications currently being received and the opening of the Theater and the Children's Museum, the expectation is that some businesses will close while others will open bringing new opportunity In response to Board Member Blair's inquiry regarding the proposed senior housing project on Pujol Street to be brought before the City Council tomorrow night, Redevelopment Meyer advised that it is a City project. Both the senior housing project and the proposed gym would be brought to the Board for information purposes only. R:~Admin Aprv~2003\OTLRB Staff Report.doc 1 ANALYSIS The new color scheme proposed for this commemial building includes the following paints from the Dunn-Edwards Distinctive Collections palette: Whisper Gray (SP 856) is proposed as the base color where the existing structure is painted white, Cape Cod Blue (SP 72) is designated for the trim color where the building and sign posts are now painted green and Legend Green (SP 2010) will be used as an accent color for the doora of the mini-storage building. Although these colors are not a part of the Sherwin-Williams Heritage or Preservation palettes recommended in the Old Town Specific Plan, they are consistent with tones represented in those selections. RECOMMENDATION Staff is recommending that the Old Town Local Review Board review, provide comments and approve the repainting of this building as proposed.
