BACKGROUND: The Public/Traffic Safety Commission considered a request to reduce vehicular speeds and provide right-of-way control and a safer pedestrian crossing. The Commission directed Staff to schedule a traffic calming study for the Harveston community, to discuss and develop traffic calming alternatives and to bring this item back for further discussion. The public has been notified of the Public/Traffic Safety Commission’s consideration of this issue through the agenda notification process. Posted Speed Limits The existing conditions for the Harveston community include 85th percentile prima facia speed limits adopted by City Council Ordinance 17-10. The fore mentioned ordinance established speeds at 25 MPH at the North loop, 30 MPH approaching the school north bound and 35 MPH at the South loop along Harveston Drive (See Exhibit C). Existing and Proposed Signing & Striping The original street striping plans were approved on August 28, 2002 and January 26, 2004 for the neighborhood with lane lines, bike lanes and median and left turn lane striping. The effectiveness of reducing vehicular speeds by “Road Diet” narrowed lane striping has been proven on other streets in the City. The Traffic Engineering Department is proposing to narrow lanes by adding Bike Lane Buffers on the Harveston loop. A few concepts/sample exhibits are provided for three (3) locations: 1. Harveston Drive @ Augustine Place (just north of park/proposed RRFB location) 2. Harveston Drive @ Lakeview Drive 3. Harveston Drive @ Harveston School Road (fronting Ysabel Barnett Elementary) The City’s Neighborhood Traffic Calming Program was established to address concerns in a two (2) stage process, which includes Stage 1, Education and Enforcement followed by Stage 2, Roadway Features. Staff will develop Stage 2 traffic calming alternatives, which may reduce vehicular speeds and provide some relief for crossing the street at the pedestrian path from the Harveston Community Park to the Harveston Lake Path for the residents. It is understood that the implementation of this alternative is not likely to reduce vehicular volumes, but will significantly reduce vehicular speeds and may promote a safer crossing on Harveston Drive. BACKGROUND: In 2012, the Public/Traffic Safety Commission considered a request to implement traffic calming measures on Roripaugh Road between Winchester Road and Nicolas Road to address concerns about excessive vehicular speeds and volumes. A neighborhood traffic calming workshop was held in April 2012 with Roripaugh Hills residents to discuss traffic concerns and identify potential traffic calming measures. The results of the neighborhood traffic calming workshop along with the resident preferred calming measures were presented to the Commission at their meeting of May 2012. The traffic calming measures included the installation of painted medians, parking lanes and bike lanes on Roripaugh Road between Winchester Road and Nicolas Road. Also considered was the installation of VCalm signs at three (3) locations for northbound and southbound traffic. Following the installation of the calming measures an “after” study was performed, which revealed that the combination of the striping improvements and VCalm sign placement had significantly reduced vehicular speeds by about 10 MPH at some locations. At the December 2019 meeting, the Commission received a request to consider the feasibility of implementing traffic calming measures on Roripaugh Road to reduce excessive vehicular speeds and volumes attributed to construction and school peak hour traffic. As the Commission is aware, the intersection of Winchester Road at Nicolas Road was under construction from July 2019 to March 2020, which diverted traffic onto surrounding neighborhood streets such as Roripaugh Road. This alternate route provided access to both Chaparral High School and Winchester Road. In order to address the concerns about excessive speeds, staff recommended the use VCalm Speed Advisory signs at the intersection of Roripaugh Road and Sanderling Way at the February 2020 meeting. VCalm signs were installed in late April and early May 2020 at the locations requested. DATA & ANALYSIS: Although traffic is light due to the COVID-19 lockdown, schools are closed and construction is complete at Winchester Road and Nicholas Road intersection; speed data was collected for a 72-hour period for the southbound direction north of Swallow Court (Sign Location Exhibit A). The northbound direction speed data was not collected as the machine malfunctioned and no data was recorded for the week of May 5, 2020. The southbound summary data shows in the peak speed column that there were 1208 vehicles travelling at less than 25 mph, and 2366 vehicles travelling at 26 to 35 mph and within a tolerance range, from a total of 3996 vehicles. That is 3,574/3,966 = 90.11% vehicles were within an acceptable speed range, while 10 % were speeding. Although an average of 60% vehicles slowed in the higher speed range once they were aware of the speed they were travelling at, which are positive results. There were a few very high speed vehicles with one at 77 mph. The downloaded data is also presented in Exhibit B and C. CONCLUSION: Staff recommends the continued use and monitoring of VCalm Speed Advisory signs on Roripaugh Road at Sanderling Way, and occasional Police enforcement. FISCAL IMPACT: None ATTACHMENTS: 1. BACKGROUND: At the Commission meeting of February 27, 2020, a request was received from School Resource Deputy Nilo Jose to consider the feasibility of implementing traffic calming measures to reduce vehicular speeds and eliminate the vulnerability of pedestrian traffic on Deer Hollow Way, across from Great Oak High School. The traffic calming measures described were “Keep Clear” pavement legend at the intersection of Deer Hollow Way and the North East exit from Great Oak High School as well as implementing a time restricted “No Left Turn” area during peak hours (7:00 – 7:30 AM and 2:30 - 3:00 PM). Staff recommends the use of the “Keep Clear” pavement legend at the North East exit of Great Oak High School onto Deer Hollow Way indicating that the intersection be kept clear per CA - MUTCD “Do Not Block” intersection markings – see Figure 1. It is Staff’s opinion that installation of a time-restricted “No Left Turn” would not alleviate traffic as intended, and would inconvenience parents picking up and dropping off the students as well as the Sports Park users, and would be hard to enforce – see Figure 2. The public has been notified of the Public/Traffic Safety Commission’s consideration of this issue through the agenda notification process.
