DIRECTOR OF PLANNING
April 3, 2003
A regular meeting of the City of Temecula Director of Planning was called to order on Thursday,
April 3, 2003, at 1:30 PM, at the City of Temecula Main Conference Room, 43200 Business
Park Drive, Temecula, California. Principal Planner, Don Hazen presiding.
Also present was Special Projects Engineer, Annie Bostre-Le, Associate Planner, Thomas
Thornsley and Minute Clerk, Lisa Kau.
Principal Planner, Don Hazen called the meeting to order at 1:35 PM.
Item No. 1:
Plannin.q Application No. PA02~0704 Product Review for 112 detached sin.qle-family residential
homes, ranqinq from 2,283 to 2,839 square feet with 4 different plans and 3 amhitectural
desi.qns located in the Crowne Hill Tract 23143-6.
The applicant, Ms. Mary Anne Paradise, representing Greystone Homes, 40980 County Center
Drive, Suite 110, Temecula, CA, presented an overview of the product review. Associate
Planner Thomas Thornsley presented the staff report, and suggested some changes. He
suggested that the Spanish style homes include wrought iron to the windows on the sides, the
Craftsman style, plan 3 homes have wood siding on the garages instead of stucco, and the
French Country style homes should utilize the arched windows on all windows instead of just
the second floor. Principal Planner Don Hazen opened the public hearing at 2:10 PM. Ms.
Paradise agreed to the conditions of approval, and asked as to whether TUMF Fees are
required With condition number 26, since it is a vesting map. Principal Planner Don Hazen
closed the public hearing at 2:27 PM.
Principal Planner Don Hazen added 3 conditions stating, "Spanish models, on enhanced lots
where exterior sides are visible, shall have additional wrought iron treatment or recessed
panels"; "Craftsman Plan 3 model garage corners shall have wood siding and shall wrap around
the corners"; and "French Country models, on enhanced lots where exterior sides are visible,
shall utilize arched headers for the windows". Condition number 26 shall have "unless deemed
inapplicable by the City Attorney", added to the end of the condition. Principal Planner Don
Hazen approved PA02-0704 subject to the conditions of approval with the above-mentioned
changes.

desi.qns located in the Crowne Hill Tract 23143-10, -11, -F.
Associate Planner Thomas Thornsley presented the staff report. Principal Planner Don Hazen
opened the public hearing at 2:41 PM. Ms. Mary Anne Paradise presented an overview of the
product review, and agreed to the conditions of approval. Ms. Selena Steele, representing
Country Road Estates, PO Box 890339, Temecula, CA, was concerned with what the homes
would look like from Pauba Road, and asked if the windows on the rear of the homes could be
enhanced. Mr. John Wayland, 33342 Pauba Road, Temecula, CA, requested that there be
more single story homes from Pauba Road, so that it does not look like an apartment complex

along the horizon. Principal Planner Don Hazen agreed with the concerns of the residents, that
there is not enough variation between the homes along Pauba Road that will be seen by the
public, and requested that the applicant review the plans to create a proper balance between
the one and two story homes. He also specified that the homes with the most visibility to Pauba
Road have decks, and requested that the applicant submit revised plans. Principal Planner Don
Hazen closed the public hearing at 3:11 PM and continued PA03-015 to April 10, 2003.
