Speakers are limited to three (3) minutes each. If you desire to speak to the Commission about an item no._~t on the Agenda, a green "Request to Speak" form should be filled out and filed with the Board Secretary. When you are called to speak, please come forward and state your name for the record. Plannin.q Applicat on No. 03-0!58 - Old Town Specific Plan Amendment RECOMMENDATION: R:/OIdTown/LRB/Min utes/032403 1 2.1 Staff is requesting that the Old Town Local Review Board Review and provide comments on the direction contained in these amendments. Development Processing Coordinator Noland presented the staff report, of record, and requested input from the Board. The Old Town Local Review Board provided comments and direction to staff, as follows: 1. PUBLIC ART · In bullet one, delete the word "supergraphics." Under Location, delete the last sentence, i.e., "Public Art should not be located in semi-private areas such as the rear of buildings, in courtyards or mid-block paseos." Under Fountains, the bulleted paragraph should read, '~/Vater features in the form of above or below-ground fountains should be tied in with the surrounding amhitecture and, as historically appropriate, utilize materials from the Western, Monterey, =,".d Spanish/Colonial/Mission andperiod appropriate styles represented in the [Architectural] Style Guidelines (Section IV-R) of this Specific Plan. They are also recommended for open courtyard and passage spaces to provide relief in hot weather." 2. OUTDOOR DINING/SIDEWALK FURNITURE Under Furniture, bullet one, the last sentence should read," Natural materials are encouraged, for example (provide specific examples)." Under Furniture, bullet two, should read, "Outdoor furniture ....... be ~+ ~ ~ ~ shall be consistent with both the scale and .... architectural style and colors used on the building fa(~ade." Under Fences/Garden Walls, bullet one, should read, "All fencing and wall materials utilized within the boundaries of the Old Town Specific Plan Districts shall be compatible with the architectural theme of the adjacent building. Stacked river or natural rock, battered base walls and the traditional look of wrought iron are appropriate as well as western style wood fencing where applicable. Such structures should not act as a visual barrier to a building, porch or front yard." Under Fences/Garden Walls, bullet two, should read, "Use of indigenous and local historical materials such as granite for wails and fences is strongly encouraged. Incorporation of wall caps and pilasters at entry points can also be utilized where these treatments are indicated." · Under Fences/Garden Walls, bullet five, delete the word "low." Under Fences/Garden Walls., bullet six, should read, "Architectural features such as garden walls, arbors and trellises are ideal to soften building mass and should be an integral part of the building. Plannin.q Application No. 03-0158 - Old Town Specific Plan Amendment RECOMMENDATION: 2.1 Staff is requesting that the Old Town Local Review Board review and provide comments on the direction contained in these amendments. Chairman Harker relayed that this meeting was a continuation of the review of the Old Town Specific Plan and the Old Town Local Review Board provided comments and direction to staff, as follows: 7. ADVERTISING/SIGN DESIGN GUIDELINES Under Guideline 2 - General Design Guidelines~ Director of Planning Ubnoske, at the direction of the Old Town Local Review Board, requested that the City Attorney's staff develop language that would support the elimination of phone numbers on signs. · Under Guideline 3 - Siqn Color, bullet three, delete the first sentence. Under Guideline 3 - Si,qn Color, incorporate the last two bullets (bullets six and seven) into the body of bullet three. 8. TEMPORARY USES Under Temporary Uses, the proposed newly added text was acceptable to the Old Town Local Review Board. 9. HTC DISTRICT OFFICE USES -- LAND USE MATRIX TABLE That the Community Commercial (CC) district be reconfigured to include the office use on Moreno Road and the Union 76 gas station at the corner of Rancho California Road and Front Street. That the Tourist Retail Core (TRC) district be expanded to envelope the Community Commercial & Tourist Support (CCTS) district thereby eliminating the CCTS district. That the possible uses for the remnant piece of property to the south of the realignment of Santiago Road and Front Street be studied further and brought back to the next Board meeting for discussion. That the boundaries of the TRC be expanded to include Old Town Plaza. That staff conduct further study of the Tourist Retail Core (TRC) district and bring the item back to the next Board meeting for discussion. Director of Planning Ubnoske requested that Deputy City Ahn provide direction to staff regarding the regulation of the number and location of newspaper racks and vending machines in Old Town. Regarding ATTACHMENT NO. 6, NEWSPAPER RACKS/VENDING MACHINES, Vendln,q Machines, Director of Planning Ubnoske proposed eliminating bullets one through three. Under this same item, Board Member Allen proposed changing the language of the fifth bullet to read, "They should not be visible from the public right of way." For the Board's review, Redevelopment Director Meyer provided photos that he had taken of the awnings in San Diego's Gas Lamp District. Development Processing Coordinator Noland provided informational handouts on kiosks in the event the Board wished to address the issue. Director of Planning Ubnoske proposed bringing the Old Town Specific Plan back to the Board at the meeting to be held on May 12, 2003. Brad Bassett, 41919 Moreno Road, inquired about the expansion of office uses in the Old Town Specific Plan. Responding to Mr. Bassett's inquiry, Board Member Allen indicated that a change in zone boundaries had been proposed which would place his property in the CC district that permits office uses. The applicant is proposing to install 14 new outdoor dining tables on an existing asphalt surface and repaint the Rhythm & Blues building. The applicant proposes to use the Sherwin- Williams Victorian color palette. The main field color for the building will be Empire Gold SW0012) and the trim color will be Gallery Green (SW0015). ANALYSIS Staff has reviewed the proposed request for the installation of the outdoor dining tables and the exterior painting. The proposed installation of the outdoor dining tables is consistent with the Old Town Temecula Specific Plan. It is the opinion of staff that the outdoor dining feature will be a welcome addition to the Rhythm & Brews building. The design guidelines contained within the Old Town Temecula Specific Plan adopted the Sherwin- Williams Heritage color palette. However, the design guidelines allow the Old Town Local Review Board and staff to authorize similar colors. The applicant is proposing colors from the Sherwin- Williams Victorian color palette. Staff has reviewed the proposed colors and has determined that the colors are time period appropriate. RECOMMENDATION The improvements proposed in this application have been determined by staff to be consistent with the Old Town Specific Plan as to size, materials and colors.
