DIRECTOR OF PLANNING
April 24, 2003
A regular meeting of the City of Temecula Director of Planning was called to order on Thursday,
April 24, 2003, at 1:30 PM, in the Main Conference Room, located at 43200 Business Park
Drive, Temecula, California with Principal Planner, Don Hazen presiding.
Aisc present was Planning Technician Sid Pena, Associate Planner, Thomas Thornsley, Annie
Bostre-Le, Public Works and Minute Clerk Yahnel Bishop.
Item No. 1: Planning Application PA02-0714 A Minor Conditional Use Permit to establish an
automobile storaqe and emp oyee parking lot located at 26800 Ynez Road.
Planning Technician Pena presented the staff report. Principal Planner Hazen opened the
public hearing at 1:32 PM. Randy Fleming, 43500 Ridge Park Drive, Temecula thanked city
staff for their hard work and agreed to the Conditions of Approval. Principal Planner Hazen
closed the public hearing at 1:33 PM.
Principal Planner Hazen approved PA02-0714, Minor Conditional Use Permit subject to the
conditions of approval
Item No. 2:
Planning Application PA02-0562 A Tentative Parcel Map requestin.q to subdivide
39.14 acres into 17 parcels located at the north side of State Hiqhway 79 South
be.qinninq 480 feet east of Jedidiah Smith Road and continuing east for 2,400
feet. (Assessor's Parcel Numbers 959-070-003 thru -006 and 959-060-001 thru
-005.
Associate Planner Thornsley presented the staff report. Principal Planner Hazen opened the
public hearing at 1:35 PM. Mel Malfoff, Malkoff & Associates, 18456 Lincoln Circle, Temecula,
thanked staff for their dedication and hard work. Stan Heaton, T.E.C., Inc., 29377 Rancho
California Road, 202, Temecula, and Jay Buckley, 45771 Palmetto Way, Temecula, requested
from staff clarification on conditions # 10, 27, 29, 54 and 61. Associate Planner Thornsley
clarified condition # 10 and will include the wording in the COA item b, "A copy of the
Environmental Constraint Sheet (ECS) with the following notes as required." Annie Bostre-Le,
Public Works agreed to include in wording "as deemed necessary". On condition # 29 Ms.
Bostre-Le inquired why item was not questioned or addressed during the CUP or PDO stage
and Principal Planner Hazen agreed to leave condition as is according to staff
recommendations. Item # 55 shall not be deferred and also remain according to staff
recommendations. Item # 61 wording to be, Prior to the first Certificate of Occupancy on Phase
I of PA00-0470, the traffic signal at the intersection of Highway 79 South and Rancho Pueblo
Road shall be installed and operational, unless otherwise approved by the Director of Public
Works and Director of Planning. Item # 62 wording to read, Prior to the first Certificate of
Occupancy on Phase II of PA00-0470 or before any access is provided other than an
emergency access, the traffic signal at the intersection of Highway 79 South and Chapel Lane
shall be installed and operational, unless otherwise approved by the Director of Public Works
and the Director of Planning. Item # 26 should be corrected with the correct PA # to reflect 00
and not 97. Principal Planner Hazen closed the public hearing at 2:09 PM.

Principal Planner Hazen approved PA02-0562, Tentative Parcel Map Number 30798 subject to
the conditions of approval. Thereby being no further business meeting was adjourned at 2:10
PM.
