A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF TEMECULA RECOMMENDING THE CITY COUNCIL
APPROVE PLANNING APPLICATION NO. 02-0272, A
GENERAL PLAN AMENDMENT TO AMEND THE GENERAL
PLAN LAND USE DESIGNATION FROM NEIGHBORHOOD
COMMERCIAL TO COMMUNITY COMMERCIAL, GENERALLY
LOCATED SOUTH OF RANCHO CALIFORNIA ROAD AND
EAST OF MEADOWS PARKWAY AND KNOWN AS
ASSESSORS PARCEL NO. 954-030-001.
WHEREAS, Venture Point, filed Planning Application No. 02-0272 General Plan
Amendment, in a manner in accord with the City of Temecula General Plan and Development
Code;
WHEREAS, the Application was processed including, but not limited to a public notice,
in the time and manner prescribed by State and local law;
WHEREAS, the Planning Commission, at regular meetings, considered the Application
on December 4, 2002, January 15, 2003, and February 19, 2003, at duly noticed public
hearings as prescribed by law, at which time the City staff and interested persons had an
opportunity to and did testify either in support or in opposition to this matter;
WHEREAS, at the conclusion of the Commission hearing and after due consideration of
the testimony, the Commission recommended City Council approval of the Application subject
to and based upon the findings set forth hereunder;
WHEREAS, all legal preconditions to the adoption of this Resolution have occurred.
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF TEMECULA
DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
Section 1. That the above recitations are true and correct and are hereby
incorporated by reference.
Section 2. Findinqs. The Planning Commission, in recommending approval of the
Application hereby makes the following findings:
1. The proposed General Plan Amendment will permit a supermarket to be sited on
the subject parcel. The proposed site is a suitable location for a supermarket and will serve as a
traffic mitigator for the surrounding area. The project as proposed will decrease vehicle trips to
other supermarkets located to the west and south of the proposed project. The proposed
project meets the Circulation Elements goal of maintaining a Level of Service "D" or better at all
intersections in the City of Temecula during peak hours and Level of Service "C" or better during
non-peak hours.
2. As stated in the Overview section of the General Plan, "every General Plan
amendment must be consistent with the rest of the General Plan". The proposed General Plan
Amendment is consistent with the entire General Plan. The proposed Land Use Element goal
number three requires a land use pattern that will protect and enhance residential

neighborhoods. The proposed land use change from Neighborhood Commercial to Community
Commercial will enhance residential neighborhoods by providing access to a supermarket.
Section 3. Environmental Compliance. Recommend Adoption of a Mitigated
Negative Declaration and Mitigation Monitoring Plan based on the Initial Study, which was
prepared pursuant to CEQA Guidelines Section 15072.
Section4. PASSED, APPROVED AND ADOPTED by the City of Temecula
Planning Commission this 19th day of February 2003.
