On motion of Councilttian Pat Birdsall, seconded by Councilman 1. Sal Munoz and
duly carried by u@nimous vote, IT WAS ORDERED'that Councilnwn Ron Parks is
appinted the A4ayor to preside until the end of calendar year 1990.
On motion of Council-rrtan J. Sal Munoz, seconded by Councilman Peg Moore and
duly carried by unanimous Vote, IT WAS ORDERED that Councilman Karel Littdenwns is
appointed the Mayor Pro Tempore to assume the duties of the Mayor in the A4ayor's absence
and who will hold this office until the end of calendar year 1990.

THE CITY OF TEMECULA DESIGNATING
THE COUNTY OF RIVERSIDE AS ITS AGENT
FOR SERVICE OF PROCESS FOR ACTIONS
UNDER THE REVENUE AND TAXATION CODE
THE CITY COUNCIL OF THE CITY OF TEMECULA DOES RESOLVE,
DETERMINE AND ORDER AS FOLLOWS:
Section 1.The City Council of the City of Temecula
hereby designates the County of Riverside
as its agent for service of process for
any and all actions brought against the
City of Temecula under Article 2, Chapter
5, Part 9, Division 1, of the California
Revenue and Taxation Code (commencing with
Section 5140).
section 2.The City Manager is hereby directed to
deliver a copy of this Resolution to the
Clerk of the Riverside County Board of
Supervisors.'

RESOLUTION NO. 89-15
A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF TEMECULA APPROVING AND
ACCEPTING SURETY BONDS
WHEREAS, by Resolution 89-3 and 89-2, dated December 1,
1989, the City Council appointed a City Treasurer and City Manager;
and
WHEREAS, said officials are to provide bonds in the
amounts of $ 100,000; and
WHEREAS, such bonds properly are an expense of the City;
and
WHEREAS, such bonds now have been presented to the City
Council as set out in Exhibit "A;" attached and incorporated;
NOW, THEREFORE, the City Council of the City of Temecula
resolves as follows:
Section 1: The City of Temecula approves and accepts
surety bonds for officers of the City
required to be bonded as described in
Exhibit "A." Said surety is to be
obtained from Strachota Insurance Agency
in the amount of $100,000.

RESOLUTION NO. 89-16
A RESOLUTION OF THE CITY COUNCIL
OF TEMECULA COUNCIL ESTABLISHING
A "PETFY CASH" FUND
WHEREAS, there are numerous occasions when small
purchases must be made for or on behalf of the City; and
WHEREAS, it is appropriate that a petty cash fund be
established to provide for the purchase of these smaller items;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TEMECULA
DOES HEREBY RESOLVE, DETERMINE, AND ORDER AS FOLLOWS:
Section 1.There is hereby established a renewable
petty cash fund to be maintained in the
office of the City Manager;
Section 2.The amount of the fund shall be $ 500. 00;
and
Section 3.Vouchers, receipts, or other evidence of
payment shall be required before
reimbursement shall be made from said
petty cash fund, in such form as shall be
required by the City Manager.

A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF TEMECULA PROVIDING FOR
THE ENFORCEMENT OF STATE LAWS AND
REGULATIONS RELATING TO PUBLIC
HEALTH
WHEREAS, the City of Temecula was incorporated on
December 1, 1989; and
WHEREAS, at the request of the City, the County of
Riverside will continue to provide services through June 3, 1990;
and
WHEREAS, Health & Safety Code Section 503 provides that
when the City does not otherwise provide for enforcement of state
laws and regulations relating to public health, it shall designate
the Public Health Director of the county to do so.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TEMECULA
RESOLVES AS FOLLOWS:
Section 1. The City Council of the City of Temecula
hereby designates the Public Health
Director of the County of Riverside to
enforce all state laws and regulations
relating to public health within the
boundaries of the City of Temecula.

TERM BORROWING OF FUNDS
WHEREAS, the City of Temecula does resolve, determine and
order as follows:

Note of the City of Temecula.

ACCEPTING INSURANCE COVERAGE
WHEREAS, at its first meeting on December 1, 1989, the
City Council authorized the Interim City Attorney to solicit
proposals for and obtain insurance; and
WHEREAS, the Interim City Manager has obtained the
coverage set out in Exhibit A, attached and incorporated herein:
NOW, THEREFORE, the City Council of the City of Temecula
resolves as follows:

The City Council of the City of Temecula finds as
follows:
WHEREAS, the City was incorporated on December 1, 1989;

Bank statements are mailed within 3 davs of period end. Monthly statements
are provided at no char,-e, however daily statements cost $-4.00 per statement, or

print daily and cumulative statements. Three months of bank- data is available
for viewing froiii 6.00 a.m. to midnight. You can access the service with an 800

INTERIM BUDGET
WHEREAS, the City of Temecula was incorporated on
December 1 1989;
WHEREAS, -the City of Temecula has no of f ices or adminis-
trative staf f other than the Interim city manager, Interim City
Treasurer, Interim City Clerk, and City Attorney;
WHEREAS, it is necessary f or the City of Temecula to
contract for various professional services in lieu of adminis-
trative staff, and to lease office space and purchase office
equipment and supplies in order to establish the administrative

positions and salary ranges and authorize the City Manager to fill

CLAIMS AND DEMANDS AGAINST THE
CITY AND DECLARING THE URGENCY
THEREOF
THE CITY COUNCIL OF THE CITY OF TEMECULA DOES ORDAIN AS
FOLLOWS:
Section 1.Purpose. The City desires to adopt procedures
relative to the fiscal affairs of the new city
and to provide for the payment of its debts as
they come due. The City therefore determines
to adopt this Ordinance and to provide for its
codification when the Temecula Municipal Code
is prepared.
section 2.General. The provisions of this ordinance
recognize that the general claim procedures
applicable to local public agencies, including
this City, are governed by the provisions of
Chapter 1 of Division 3.6 of the Government
Code of the State, commencing with Section 900
and following.
Section 3.Special Claims Procedures. Pursuant to the
authority contained in Section 935 of the
Government Code of the State, the following
claims procedure are established for those
claims against the City for money or damages
not now governed by the State or local laws.
(a)Employee Claims. Notwithstanding the exceptions
contained in Section 905 of the Government Code of
the State, all claims by public officers or
employees for fees, salaries, wages, overtime pay,
sick leave pay, and any other expense or allowances
claimed due from the City, when a procedure for
processing such claims is not otherwise provided by
State or local laws, shall be presented within the

time limitations and in the manner prescribed by
Section 910 through 915.2 of the Government Code of
the State. Such claims shall further be subject to
the provisions of Section 845.4 of the Government
Code of the State relating to the prohibition of
suits in the absence of the presentation of claims
and action thereon by the Council.
(b)Contract and other Claims. In addition to the
requirements of subsection (a) of this section, and
notwithstanding the exemptions set forth in Section
905 of the Government Code of the State, all claims
against the City for damages or money, when a proce-
dure for processing such claims is not otherwise
provided by State or local laws, shall be presented
within the time limitations and in the manner pre-
scribed by Section 910 through 915.02 of the Govern-
ment Code of the State. Such claims shall further
be subject to the provisions of section 945.4 of the
Government Code of the State relating to the prohi-

of claims and action thereon by the Council.
section 4.Filing. All claims or demands against the City
shall be filed with the City Clerk and shall
be presented by the City Clerk to the Council
at the next regular meeting thereof for
approval or rejection, whether in whole or in
part, if such presentation is required by law.
Section 5.Claims Covered by Insurance. All claims filed
with the City Clerk, which claims are covered
by insurance shall be forwarded by the City
Clerk after action thereon by the Council to
the appropriate insurance carrier for handling
and further processing.
Section 6. Purchases, Supplies, or Services.
(a)All demands, invoices, or claims for purchases,
supplies or services shall be presented in writing
to the City Manager. All such demands, invoices or
claims shall be fully itemized and verified as just
and correct by the claimant or his authorized agent.
(b)Each demand shall bear the number of the purchase
order issued for the materials or services rendered.

(c)Such demands, invoices, or claims shall be audited
by the City Manager, who shall prepare a register
of audited demands. The affidavit of the City
Manager shall be attached to such register, certi-
fying to the accuracy of the register.
(d)Request of demand shall be presented to City Clerk
for approval by resolution.
(e)All claims approved shall be paid by checks drawn
upon the City Treasurer signed by the person(s)
designated by resolution of the City Council.
Section 7. Urgency and Effective Date. The City of
Temecula is newly incorporated and-will incur
debts and liabilities as a result of its
governmental operations. In order to continue
to function as a viable government entity, it
is necessary that the City pay its debts as
they come due. The City will be unable to so
pay its just and legal debts unless this ordi-
nance takes ef f ect immediately. This Ordinance
is therefore declared to be for the immediate
preservation of the public peace, health, and
safety and shall take effect immediately as an
urgency ordinance.
Section S. Within fifteen (15) days of the passage of this
ordinance, the City Clerk shall cause it to be
posted in 3 public places as set by Resolution
of the City Council and shall certify to such
posting.

RECOMMENDED ACTION:
That Council approve Resolution 89-23 awarding contract to DAVLIN for
audio video taping meetings.
BACKGROUND
DAVLIN has presented a proposal to the City for providing microphones,
cameras, technical staff and the necessary equipment to produce tapes
of the City Council, Planning Commission or any other City meetings.
DAVLIN will do all set-up and-take-down to cover the meetings.
The City will receive an audio and one video tape for the City files
after each meeting.
One videocassette will be delivered to Channel 28 for broadcasting on
Wednesday at 8:00 p.m. following each Tuesday Council meeting.
This is not a legal requirement for the City. The purpose of taping
is to provide a public record of proceedings which will be kept by the
City Clerk and will be available for Council or public viewing.
Another purpose is to provide a tape delayed broadcast on Channe 28
for members of the public who will be unable to attend the Council
meetings.
DAVLIN produced the two candidate forums during the election campaign
and the Council meeting held December 1, 1989.
FISCAL IMPACT
The cost will be $1,500 per month for four meetings per month. The two
Council meetings would be audio and video taped at $ 600.00 each. The
two Planning Agency meetings would be $ 150.00 each for audio tape
only.
The estimated cost through June 30, 1990 will be $10,500. Payment will
begin for the meeting of December 12, 1989 and be rescheduled for each
Council and Planning agency meeting from now on. City Council may
discontinue this contract upon ten (10) days notice and may add or
delete meetings as desired.
This Agenda Report and Resolution, plus the DAVLIN proposal dated
November 28, 1989 constitutes a contract for services.

A RESOLUTION OF THE CITY COUNCIL OF

The City Council of the City of Temecula finds as
follows:
WHEREAS, the City was incorporated on December 1, 1989;
and
WHEREAS, the City Council desires to provide audio and
video tapes of Council meetings f or the purpose of providing a
record for public;
WHEREAS, DAVLIN has produced such tapes at candidate
forums and at the December 1, 1989 council meeting;

Per your request, I have developed the figures on both the
equipment and labor necessary to electronically record the public
meetings of our new City. My understanding of the wishes of the
City Council are as follows: a) each and every City Council meet-
ing shall be videotaped, with one videocassette copy being stored
for posterity, and one copy delivered to Inland Valley Cable TV
for broadcast. b) each and every City Council meeting shall be
recorded on audio tape for the purpose of public review, archives
written transcription, etc. c) each and every Planning Commission
meeting shall be recorded on audio tape for the purpose of public
review, archives written transcription, etc. The schedule decided
upon at a Council workshop was to have the City Council meet every
2nd and 4th Tuesday of each month at 7 PM, and having the Planning
Commission meet every Ist and 3rd Tuesday of each month. If there
are any changes to this schedule, please let me know at your earli-
est convenience.
Having produced the three Candidate Forums for the Chamber of
Commerce Legislative Committee, we are very excited to have been
asked to continue providing audio and video production services to

What is Neighborhood Watch?
Temecula Neighborhood Watch Program is a community wide crime prevention
program endorsed by the Lake Elsinore Substation of the Riverside County
Sherrif's Dept. The Neighborhood Watch Program is administered by citizen
volunteers in conjunction with a Sherrif's Deputy, who is assigned to over
see the program as a Crime Prevention Officer.
The purpose of the Neighborhood Watch Program is to create alert neighbor-
hoods throughout our city by teaching simple crime prevention steps and by
providing general and specific information on crimes in each neighborhood.
Once started the Neighborhood Watch Program can be a major element in com-
bating all aspects of crime throughout the city of Temecula.
A well organized Neighborhood Watch Program therefore contributes signifi-
cantly to helping our law enforcement agencies do their job more efficiently
and has demonstrated reduced crime rates in the cities that have instituted
this program.
Who is Neighborhood Watch?
Neighborhood Watch is composed of a group of volunteers throughout the
community who serve in the following positions:

District Captains (1 for each tract of housing)

What help does Temecula Neighborhood Watch Program need?
In two words SEED MONEY. Neighborhood Watch Program is a relatively low
budget and very cost effective program. Our estimated operating budget
is as follows:

Flyers announcing meetings to residents 1055.
Crime Prevention window stickers for our city 5100.
Monthly Neighborhood Watch Program Newsletter 5155.
(6) Operation Identification Kits 90.
Total estimated 1990 budget 12)600.

To date I have personally donated the meeting rental fees and flyer distri-
bution costs to get Neighborhood Watch Program started in Temecula, but we
are now at the point where funds are needed to shift our city Neighborhood
Watch Program from development into high gear.
I have contacted the Riverside County Sherrif's Dept. about seed money,
funding through their budget. According to Sherrifts Dept. there are no
funds allocated to start up or maintain a Neighborhood Watch Program in
our city, or any county city. The Sherrif's Dept. has budget only for 1/3
of a Crime Prevention Officer to oversee Neighborhood Watch Programs in
our entire South County Area.
I am also aware that in the long term, after our City Administration is fully
organized, there is the possibility of obtaining HUD Block Grant Funds for
Neighborhood Watch but that's probably years away.
We need funds immediately for Neighborhood Watch to continue to progress in
our city. I respectfully request the Temecula City Council grant seed money
funds in the amount of $1050-00 per month to Temecula Neighborhood Watch
Program.

On behalf of Bedford Properties I am requesting that the
Community Facilities District (CFD 88-12) Ynez Corridor with a
sales tax sharing agreement be placed on your December 12, 1989
city council agenda for action. Attached to this letter is the
sales tax agreement approved by the County of Riverside. We are
requesting you to approve a similar agreement, with some
modifications, with the City of Temecula to replace the county
agreement.
Because of the district formation conditions set forth by the
county, it is imperative that a decision on this matter is in
place by January 8, 1990. A quick resolution of this matter will
address very serious traffic problems in the shortest possible
time-frame. Bedford Properties is prepared to advance the
necessary funds towards the prompt improvement of these
conditions, but cannot do so without an equitable agreement in
place.
Please place this subject on your December 12, 1989 agenda. if
it will prove helpful, it could be continued to a study session
preferably no later than one (1) week from that date.
