LOCATION: 41935 3rd Street, in the City of Temecula, County of Riverside, State of California EXISTING ZONING: Tourist Retail Core (TRC) SURROUNDING ZONING: North: Tourist Retail Core (TRC) South: Tourist Retail Core (TRC) East: Tourist Retail Core (TRC) West: Tourist Retail Core (TRC) GENERAL PLAN DESIGNATION: Community Commercial (CC) EXISTING LAND USE: Restaurant SURROUNDING LAND USES: North: Old Town Tire South: Vacant East: Vacant West: Stampede R:XAdmin AprvX2003\03-0206 Rythym & Brews\OTLRB Staff Report 6-9-03,doc BACKGROUND On April 10, 2003, Gilda Williamson submitted Planning Application No. PA03-0206, for the Rhythm & Brews building located at 41935 Third Street and within the Tourist Retail Core (TRC) district of the Old Town Temecula Specific Plan. The proposed project was presented to the Old Town Local Review Board on May 12, 2003. At this meeting the Board recommended that staff set up a meeting between the applicant and the Chairman of the Board Mr. William Harker. The intent of this meeting was to discuss the concerns the Board had with painting the building. On May 23, 2003, staff and Chairman Harker met with the Applicant on site. PROJECT DESCRIPTION The applicant is still proposing to install 14 new outdoor dining tables on an existing asphalt surface. As a result of the meeting with the applicant, the project description has been altered from the original proposal in the following manner. The proposed field color for the building has been changed from Empire Gold (SW0012) to a redwood stain and the trim color will be changed to Rockwood Sash Green (SW2810). The applicant has also requested that the proposed project include the existing redwood fence and a new redwood fence located along the east property line. The proposed fence along Mercedes will be consistent with the existing fence. The purpose of the fence along the east property line is to screen the activities taking place at the rear of the business to include screening the trash enclosure. ANALYSIS Staff has reviewed the proposed request for the installation of the outdoor dining tables, exterior fencing and the exterior painting. The proposed installation of the outdoor dining tables is consistent with the Old Town Temecula Specific Plan. It is the opinion of staff that the outdoor dining feature will be a welcome addition to the Rhythm & Brews building. The fencing of the outdoor area exists and is in compliance with building materials for the Old Town area. The proposed redwood fence along Mercedes will provide screening for the rear of the building and will be a welcome addition to the site. RECOMMENDATION The improvements proposed in this application have been determined by staff to be consistent with the Old Town Specific Plan as to size, materials and colors. Staff is requesting that the Old Town Local Review Board review, provide comments and recommend approval for this project.
