HomeMy WebLinkAbout061203 DH MinutesMINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA DIRECTOR OF PLANNING JUNE 12, 2003 A regular meeting of the City of Temecula Director of Planning was called to order on Thursday, June 12, 2003, at 1:30 PM, in the Main Conference Room, located at 43200 Business Park Drive, Temecula, California. Principal Planner, Don Hazen presiding. Also present was Associate Planner, Thomas Thornsley, and Minute Clerk, Adria Y. McClanahan. Principal Planner, Don Hazen, opened the public hearing at 1:39 PM. Item No. 1: Plannin.q Application PA03-0058 Product review for 114 detached sinqle family residential homes with three different floor plans and three architectural desi.qns. Associate Planner Thomas Thornsley presented the staff report. Principal Planner, Don Hazen requested issues to be addressed regarding the window mullions and the rear elevations facing Pauba Road. Applicant Randy Schroeder with U.S. Homes, 391 N Main Street, Suite #300, Corona, CA, requested clarification of the analysis for the Staff Report summation regarding the window mullions and side and rear elevations. Applicant requested Staff to allow them not to be required to put window mullions on the rear of homes. Applicant agreed to put in side window grids wherever visible within the pubic right-of-ways. Applicant also requested modification of Item # 7 of the Conditions of Approval, to read, "The distinctive style of the window frame with mullions utilized on the front elevation of each architecture style shall be used on the rear (not side) elevations of the enhanced lots along Royal Crest Place and the exterior side elevations of the enhanced lots. Applicant did not have an opportunity to review Exhibit "l" of Item #17 Applicant also requested the removal of the requirement to pay TUMF fee per Item #27 of the Conditions of Approval. Applicant requested clarification of Items 35-39 of the Conditions of Approval to read "applicable only to Model Homes." Selina Steele, with CRE P.O. Box 890339, Temecula, CA, wanted to address issues regarding the variation of the single and two-story homes on Pauba Road. Ms. Steele is satisfied with the roof enhancements of the proposed development. Ms. Steele also had a question concerning the landscaping on the slope areas toward Pauba Road. Principal Planner Don Hazen reminded Ms. Steele that Staff already approved the Master Landscape Plan. John Waylan, P.O. Box 891630, Temecula, CA, had questions regarding the trees facing Pauba Road. Mr. Wayland also questioned the types of shrubs, fencing and HOA restrictions, for the development. Mr. Wayland also questioned the color scheme of the roofs along the Pauba corridor. Planner Thomas Thornsley addressed all questions and concerns presented. Principal Planner Don Hazen closed public hearing at 2:07 and approved PA03-0058 subject to the attached Conditions of Approval with deletion of # 27, relative to the TUMF fee, and amendment of Conditions # 35, 36, 37, and 38 and 39 with language to read, "for all Model Homes"  her business .~eting was adjourned at 2:16 PM. ~~rinc~al Planner P:\PLAN NIN G\DI RR~,~MIN UTES~003\06-12-03 minutes.doc 1
