LOCAL REVIEW BOARD
MARCH 24, 2003
CALL TO ORDER
The Old Town Temecula Local Review Board convened in an adjourned meeting at 9:03
a.m., on Monday, March 24, 2003, in the Main Conference Room of Temecula City Hall,
43200 Business Park Drive, Temecula, California.

CONSENT CALENDAR
1. Aqenda
RECOMMENDATION:
1.1 Approve the agenda of Mamh 24, 2003.
MOTION: Board Member Moore moved to approve the agenda, as written. The motion
was seconded by Board Member Allen and voice vote reflected unanimous approval.
BOARD BUSINESS
2. Planninq Application No. 03-0158 - Old Town Specific Plan Amendment

Staff is requesting that the Old Town Local Review Board Review and
provide comments on the direction contained in these amendments.
Development Processing Coordinator Noland presented the staff report, of record, and
requested input from the Board.
The Old Town Local Review Board provided comments and direction to staff, as follows:
1. PUBLIC ART
· In bullet one, delete the word "supergraphics."
Under Location, delete the last sentence, i.e., "Public Art should not be
located in semi-private areas such as the rear of buildings, in courtyards
or mid-block paseos.'
Under Fountains, the bulleted paragraph should read, "Water features in
the form of above or below-ground fountains should be tied in with the
surrounding amhitectum and, as historically appropriate, utilize materials
from the Western, Monterey, 3nd Spanish/Colonial/Mission andperiod
appropriate styles represented in the [Architectural] Style Guidelines
(Section IV-B) of this Specific Plan. They are also recommended for open
courtyard and passage spaces to provide relief in hot weather."
2. OUTDOOR DINING/SIDEWALK FURNITURE
Under Furniture, bullet one, the last sentence should read, "Natural
materials are encouraged, for example (provide specific examples)."
Under Furniture, bullet two, should read, "Outdoor furniture chcu!d be
'~' ~ .... '~ ~-~ shall be consistent with both the scale and tho
architectural style and colors used on the building fa(;ade."
Under Umbrellas, bullet one, should read, "Umbrellas shall be made of.
high quality canvas material, Sunbrella or equal (not plastic, vinyl or
aluminum) and be tall enough to allow pedestrian access."
Under Umbrellas, bullet two, should read, "Umbrella colors should be
monotones selected from the Sherwin-Williams Preservation Palette and
be coordinated with the paint and architecture of adjacent buildings. Multi-
colored designs.~. '~ '".. *"... should be avoided.,
Under Umbrellas, bullet five, first sentence should read, '~/Vood and metal
fcur post canopy structures used with fabric umbrellas are permitted
where historically appropriate and require review by the Old Town Local
Review Board."

ACCESSORY STRUCTURES
· Under this section, define "kiosks."
Under Fences/Garden Walls., bullet one, should read, "All fencing and
wall materials utilized within the boundaries of the Old Town Specific Plan
Districts shall be compatible with the architectural theme of the adjacent
building. Stacked river or natural rock, battered base walls and the
traditional look of wrought iron are appropriate as well as western style
wood fencing where applicable. Such structures should not act as a visual
barrier to a building, porch or front yard."
Under Fences/Garden Walls, bullet two, should read, "Use of indigenous
and local historical materials such as granite for walls and fences is
strongly encouraged. Incorporation of wall caps and pilasters at entry
points can also be utilized where these treatments are indicated."
· Under Fences/Garden Walls., bullet five, delete the word "low."
Under Fences/Garden Wails., bullet six, should read, "Architectural
features such as garden walls, arbors and trellises are ideal to soften
building mass and should be an integral part of the bullding~Heweve~,
Under Fences/Garden Walls, bullet eight, should read, "Chain link and
bare precision block walls and fences are not permitted and shall be
part of the overall integral design."
Under Fences/Garden Walls, bullet ten, should read, "Detailing of column
plasters with appropriate decoration representing Western, Spanish
Colonial/Mission, Monterey, orperiod appropriate style elements is
desirable."
Under Fences/Garden Walls, bullet eleven, second sentence, should
read, "Simple wrought iron, cast iron, welded steel and wood pickets of
substantial design "~;"*"'~

Under Trellises., bullet one, should read, "Trcl!i$cc Shade structures
shall be constructed of materials compatible with the architectural
character of the adjacent building. Heavy rough-hewn timber covered with
vines is encouraged. Natural wood or neutral tone colors from the
Sherwin-Williams Preservation Palette should be utilized."
Under Shade Structures, combine with previous heading entitled,
"Trellises."

Under Gutters and Downspouts, the first sentence of the paragraph
should read, "Gutters and downspouts on the exterior of the building
should be period appropriate and consistent with the turn of the century
time period represented in Old Town."
Under Detached Accessory Buildings, bullet one should read,
"Detached accessory buildings shall be ¢e4:md4P~.~.~be of a
permanent nature and constructed of materials and painted with colors
that are compatible with the main building."
Under Awnin,qs, bullet ten should read, "If lighted, awnings should be
illuminated with period appropriate fixtures."
· Under Awnings, delete bullets eleven and twelve.
NEWSPAPER RACKS/VENDING MACHINES
· Under Vending Machines, delete the first three bulleted paragraphs.
Under Vendin,q Machines, add a bulleted paragraph that reads, "No
vending machines shall be permitted on the exterior of buildings."
OUTDOORVENDORS
· Under this entire section, replace the word "stand' with "cart."
ADJOURNMENT
At 1:17 p.m., Chairman Harker formally adjourned this meeting to Monday, April 7,
2003, at 9:00 a.m. in the Main Conference Room, City Hall, 43200 Business Park Drive,
