A total of 15 minutes is provided so members of the public can address the
Commissioners on items that are not listed on the Agenda. Speakers are limited
to three (3) minutes each. If you desire to speak to the Commissioners about an
item not listed on the Agenda, a green "Request to Speak" form should be filled
out and filed with the Commission Secretary.
When you are called to speak, please come forward and state your name and
address.
For all other agenda items, a "Request to Speak" form must be filed with the
Community Services Commission Secretary before the item is addressed by the
Commission. There is a three (3) minute time limit for individual speakers.

Roripaugh Open Space

RECOMMENDATION: That the Community Services Commission receive and file a report on
the Roripaugh Open Space.
BACKGROUND: On November 26, 2002, the City Council approved the Roripaugh
Ranch Specific Plan. As part of this approval, two hundred and one acres were designated as
permanent open space. An effort initiated by Mayor Pro Tem Naggar, resulted in transferring the
ownership of this property to the City instead of the County, as originally intended. A Pumhase and
Sales Agreement was approved by the City Council May 13, 2003. The City pumhased the property
for one dollar ($1). The grant deed recorded May 22, 2003. As part of this Pumhase Agreement,
Ashby LLC is still obligated to install the perimeter fencing, establish the wetlands required by the
mitigation measures of the project and make flood control improvements to the Santa Gertrudis
Creek within the 201 acres.
The Roripaugh Open Space is part of Assessment District 161 Multiple Species Subarea Habitat
Conservation Plan. This Plan protects over 2,000 acres, which preserves valuable habitat
resoumes and species. The AD 161 agreement also included provisions for funding the
maintenance of the area. Ashby USA, LLC has paid the Center of Natural Lands Management
(CNLM) a total of $539,259. This money is being held in a trust account by CN LM to be used for the
monitoring and maintenance of this area.
The council has approved funding in this year's Capital Improvement Program for a trails master
plan for this open space area. This project will be done jointly with the County of Riverside and will
also include the Johnson Ranch area.
Temecula's 201 acres serves as the gateway to several thousand acres of preserved habitat and
open space in Southwest Riverside County, including Johnson Ranch, Lake Skinner and Diamond
Valley Lake. This land will remain natural, protected and undeveloped for our community's
enjoyment in perpetuity.

Veteran's War Memorial
RECOMMENDATION: That the Community Services Commission receive and file this report
regarding the Veteran's War Memorial Park.
BACKGROUND: At the request of Mayor Jeff Stone, the Community Services Department has
begun the process of developing a Veteran's War Memorial that will honor all veterans that have served
our country. The memorial will have some emphasis on a Temecula resident, Captain Aaron J.
Contreres of the United States Marines, who life was lost in the recent war in Iraq. It is envisioned that
this memorial will be permanently mounted for public viewing and contemplation at the Temecula Duck
Pond near the pond's edge. The Commissioned amount for this project is $200,000, which has been
included in this year's ClP.
An RFQ to qualified artists to design, develop and install this monument was mailed to a list of 28 artists
across the Country. The project has also been posted on the web-site for The Guild Network, which is a
reference source for interior/exterior artwork and architecture. The deadline for artist to respond to the
RFQ is July 29, 2003. We hope to award a commission contract to an artist in September and have the
memorial constructed and installed at the Temecula Duck Pond by June 18, 2004.
A copy of the RFQ is attached for your review.
FISCAL IMPACT: $200,000 has been budgeted in the 2003-2004 CIP.

REQUEST FOR QUALIFICATIONS
Call For Artist
The City of Temecula Community Services Department, hereina~er referred to as (City),
is requesting Statements of Qualifications from artists experienced in the design,
development and installation of permanent outdoor public art monuments. The City
seeks an artist to design, develop and install a public art piece that will commemorate
American Veteran's who have served our country, with some emphasis on a local
resident who lost his life in the recent war in Iraq. The artwork/monument would be
permanently installed on a 12' x 12' concrete slab, near the waters edge at the Temecula
Duck Pond, a local City park site.
The artwork/monument will be permanent and installed in a public park. The public will
have direct access and contact with the artwork. As a result, the artwork must be
constructed with public safety in mind and pose no danger of injury to the general public.
The budget for this commission is $200,000, and includes all travel, materials,
fabrication, and installation and other related business expenses. All appropriate forms of
media will be considered for this commission. The fabrication of the artwork will be
done off-site by the artist, and installed when completed.
Artists are encouraged to visit the site before submitting their Statement of
Qualifications.

Request for Qualifications (RFQ)
Veteran's War Memorial
Purpose:
The City of Temecula Community Services Department, hereinaRer referred to as (the
City), is requesting submittals of Statements of Qualifications from artists with interest in
the design, fabrication and installation of a public art monument in a local park. The
monument will commemorate ail American Veterans who have served our country with
emphasis on a local resident who lost his life in the recent Iraq war. The park site where
the artwork will be permanently installed for display is highly visible, in the center of the
City.
Upon the acceptance of the Artwork by the City, all right, title and interests in the
Artwork shall vest in the City and the Amvork shail become the property of the City.
Further, Artist hereby consents to the City's to use the Artwork for any purposes, and,
further, consents to and agrees that City shail have the right to destroy the Artwork,
without further notice to or consent of the Artist. Artist also hereby consents to and
authorizes the destruction of the Artwork or any reproduction which, in the sole opinion
of the City Manager, have become damaged by any cause, without further notice to or
consent of the Artist. Artist hereby waives his rights under Civil Code Sections 438.2 et
seq.
Budget/Commission:
The proposed budget for this project is $200,000. This shall cover all expenses including
but not limited to travel, materials, utilities, rentais, artwork, plan development, artist
fees, insurance, construction, fabrication, transport, and installation on site.
Submittal - Statement of Qualifications:
Interested artists should submit the following by Tuesday, July 29, 2003, before 4:00 pm.
· A letter of interest with the artist's name, address and telephone numbers.
A Statement of Qualifications that outline the artist's relevant past experience
developing public art monuments; years of experience; approach to this project;
experience collaborating with the community and community leaders; working
with other design professionals, installation of public art projects. (8 copies)

Slides (10 maximum) of previous projects, enclosed in a clear plastic storage
sheet. Slides must be numbered with the top clearly marked. Include a slide list
that indicates the title, dimensions, materials, date of work and locations. (1 se0.
A two-dimensional graphic representation of the proposed work on illus~'ation
board (9" x 12" maximum). Semi-finalists and finalists may be requested to
refine their proposals or present their plans to committees or City Council. No
design fees will be paid.
Selected printed materials such as articles, catalogues, etc. (1 set)
A self-addressed, stamped envelope for the return of slides and printed materials.
Proposals without return envelopes will be retained by the City of Temecula for
45 days. The City of Temecula will not be responsible for materials left over 45
days.
· Client reference list with a minimum of 3 public art references. (8 copies)
The top finalist for the Commission will be requested to submit a web-ready
version of their rendering, either JPEG or GIF, width of web version rendering
should be 560 pixels, any length.
Evaluation Criteria:
Statements of Qualifications will be evaluated for completeness. Statements will be
evaluated using the following criteria:
The artist's professional qualifications and qualifications of key personnel
assigned to assist the artist.
· Proven ability to undertake projects of a similar scope involving the design,
fabrication and installation of public art projects.
· Artistic creativity and merit as evidenced by the submittal materials.
· A demonstrated ability to work with government agencies, engineers, design
professionals and the community in the creation of public art projects.
The selected artist shall have the ability to enter into an agreement with the City.
The standard form of the City's minor construction agreement will be utilized and
is attached as Exhibit "A".

S.M.A.R.T.
RECOMMENDATION: That the Community Services Commission receive and file
this report regarding the S.M.A.R.T. Program.
BACKGROUND: For the third year the Community Services Department is
offering the S.M.A.R.T. (Summer Months Activities and Recreation in the City of
Temecula) Program. The program is offered at seven (7) different locations within the
City of Temecula, which include Margarita Community Park, Temeku Hitls Park,
Winchester Creek Park, Pala Community Park, Vail Ranch Park, Long Canyon Creek
Park and Meadows Park. This program provides free organized activities that include
arts, crafts, sports and games throughout the summer from 9:00am to 5:00pm. The
intent of the program is to provide wholesome, positive recreational activities for
youngsters 7 to 15 years of age, at local park sites during the summer months. The
program has been very successful over the past 3 summers and tonight Julie Pelletier,
our Recreation Superintendent and Kristin Olsen, our Recreation Services Manager, will
provide you with a brief update on the program.
