2. Request to Remove Bike Lane and Parkinq Restriction - Harveston Way
RECOMMENDATION:
2.1
That the Public/Traffic Safety Commission deny the request for removal of the
existing bike lane and parking restriction along Harveston Way adjacent to
Ysabel Barnett Elementary School.
Senior Engineer Moghadam presented the staff report, as written; and requested comments
from the Commission.
In response to Commissioner Wedel's inquiry, Senior Engineer Moghadam clarified that there
were few parking spaces on the loop road itself; however, adequate on-street parking was
available on the adjacent internal residential streets.
MOTION: Commissioner Ramos moved to deny the request for removal of the existing bike
lanes and parking restrictions on Harveston Way. Commissioner Wedel seconded the motion
and voice vote reflected unanimous approval, with the exception of Commissioner Katan who
was absent.
3. Handicap Parkin.q Encorcement - Citywide
RECOMMENDATION:
3.1
That the Public/Traffic Safety Commission receive the report and presentation
and provide further direction.
Senior Engineer Moghadam presented the staff report, as written; and introduced Lt. Pingle who
made a brief presentation outlining the Department's policy for the enfomement of handicap
parking. It was the recommendation of the Police Department that the issuance of citations for
violations of parking in a handicapped zone continue to be handled by sworn officers,
community officer personnel, and the City's code enforcement officers, primarily for two
reasons: (1) CAP volunteers lack the training necessary for their safety, and (2) the varying
schedules of CAP volunteers presents coordination difficulties in subpoenaed court
appearances.
In response to Commissioner Lanier's query, Lieutenant Pingle advised that the Department
typically writes between 100 to 120 citations per month.
MOTION: Commissioner Lanier moved to receive and file the report. Commissioner Wedel
seconded the motion and voice vote reflected unanimous approval, with the exception of
Commissioner Katan who was absent.
4. Parkin.q Restrictions - Westside Business Park
RECOMMENDATION:
4.1 That the Public/Traffic Safety Commission receive and file the report.
Senior Engineer Moghadam presented the staff report, as written; and requested that the
Commission receive and file the report.
Concerned about future complaints, Commissioner Ramos inquired about proactive plans for
the next tournament. Senior Engineer Moghadam clarified that adequate parking was not an
issue of concern; that the issue had been whether someone was inappropriately charging for
parking. As this was not the case, Senior Engineer Moghadam did not anticpate a future
problem with the upcoming tournament.
MOTION: Commissioner Lanier moved to receive and file the report. Commissioner Ramos
seconded the motion and voice vote reflected unanimous approval, with the exception of
Commissioner Katan who was absent,
Chairman Connerton requested that the issue of unapproved "no parking" signs that have been
erected on the City-owned property/city streets be agendized for the review of the Public/Traffic
Safety Commission.
TRAFFIC ENGINEER'S REPORT
Senior Engineer Moghadam noted that he had nothing to report at this time.

COMMISSION REPORTS
A=
Commissioner Wedel received a complaint regarding the painted left-turn lane on
Rancho California headed eastbound in front of Temeku Hills which has a small
receiving area for vehicles, resulting in back-up traffic. Commission Wedel requested
that staff review the situation and perhaps take action by restriping the area.
Commissioner Wedel received a complaint pertaining to the issue of parking on lots with
"for sale" signs and requested that staff address the issue. Staff will contact Code
Enforcement and request that a weekend contact number be provided to the
Commissioners in order to address the issue in a timely manner.
Commissioner Wedel requested an update on the report of the Red Light Camera
Program. In response, Chairman Connerton advised that the report had been delayed
due to recent court actions; and that as soon as accurate information could be
disseminated, the report would be presented to the Commission.
Eo
Commissioner Ramos queried as to whose responsibility it was to post speed limit signs
along SR-79 between the 15 Freeway and Red Hawk, noting that there currently were
none. Staff clarified that CalTrans is currently responsible; however, the City is in the
process of taking over the area.
Regarding the painted divider on SR-79 between the Home Depot/Albertsons and Ross
Dress for Less/IHOP, Commissioner Ramos expressed concern for traffic safety due to
witnessing numerous vehicles crossing directly through the divider from one side of SR-
79 to the other. Commissioner Ramos suggested contacting the business owners to
request that they paint directional arrows as a means of providing greater safety,
Commissioner Lanier stated that the 4th of July celebrations were a wonderful time for
both the Police and Fire Departments to shine; and he hoped that everyone would have
a safe 4t~ of July.
Regarding the two left turn pockets going eastbound at the intersection of Rancho
California Road and Ynez Road, Commissioner Connerton requested that staff review
the possibility of extending the left turn pockets by lengthening the median and/or
restriping the roadway in order to address the issue of traffic back ups on Rancho
California Road.
Commissioner Connerton requested that staff review the possibility of restriping the
roadway on Pechanga Parkway going northbound as you pass Rainbow Canyon Road
heading toward SR-79.
Commissioner Connerton thanked staff for the LED's that have been replaced so far;
however, there are approximately 90 percent that have at least one row of lights that
need to be replaced.
Commissioner Connerton requested that staff address the issue of a very lengthy,
perhaps faulty traffic light on Ynez Road as vehicles are turning left eastbound onto
Overland Drive.
ADJOURNMENT
At 6:54 P.M. Chairman Connerton formally adjourned this meeting to Thursday, July 24, 2003,
at 6:00 P.M., in the City Council Chambers, 43200 Business Park Drive, Temecula.

Multi-Way Stop Signs - Vallejo Avenue at Cabo Street and Palina Dcive
RECOMMENDATION:
That the Public/Traffic Safety Commission recommend against the installation of Multi-Way Stop Signs on
Vallejo Avenue at Cabo Street and Palma Drive.
BACKGROUND:
In June 2003, a request was received from Mr. Perry Louck, via Councilmember Naggar, to review the
feasibility of installing multi-way stop signs along Vallejo Avenue to reduce vehicular speeds and eliminate
cut-through traffic between La Paz Road and Ynez Road. The public has been notified of the Public/Traffic
Safety Commission's consideration of this issue through the agenda notification process and via E-mail.
Vallejo Avenue is a 32-foot wide local roadway with one travel lane in each direction. Vallejo Avenue
functions as a residential collector roadway providing access to several single-family units between Ynez Road,
La Paz Road and ultimately State Route 79 South. The average daily traffic (ADT) on Vallejo Avenue (Wes0
between Ynez Road and La Paz Road is approximately 522.Vallejo Avenue (East) between La Paz Road and
Ynez Road carries approximately 178 vehicles per day. The speed limit is posted at 35 MPH on Vallejo
Avenue.
In order to evaluate the need for multi-way stop signs, entering vehicular volume data was reviewed for the
intersections of Cabo Street and Palma Drive. This data was used to perform a multi-way stop warrant
analysis. The Caltrans Traffic Manual indicates that the multi-way stop signs may be useful at locations where
the volume of traffic on intersecting roads is approximately equal and/or where a combination of high speed,
restricted sight distance and an accident history indicates that assignment of right-of-way is necessary. Multi-
Way Stop controls should not be used for controlling vehicular speed or reducing cut-through traffic. There
are three (3) criteria that Caltrans has established for the evaluation of multi-way stop signs. These criteria are
as follows:
Where signals are warranted and urgently needed, the multi-way stop may be an interim measure that
can be installed quickly to control traffic while arrangements are being made for the signal
installations.
An accident problem, as indicated by five (5) or more reported accidents within a twelve (12) month
period of a type susceptible to correction by a multi-way stop installation. Such accidents include
right and leR-tum collisions as well as right-angle collisions.
1
3. Minimum Traffic Volumes
The total vehicular volume entering the intersection from all approaches must average at least
500 vehicles per hour for any eight (8) hours of an average day, and
The combined vehicular and pedestrian volume from the minor street or highway must
average at least 200 units per hour for the same eight (8) hours, with an average delay to
minor street vehicular traffic of at least 30 seconds per vehicle during the maximum hour,
but
When the 85th percentile approach speed of the major street traffic exceeds 40 miles per hour,
the minimum vehicular volume warrant is 70 percent of the above requirements.
The multi-way stop warrant analysis performed for each of the intersections indicates that the minimum traffic
volume warrant is not satisfied and multi-way stop signs are not warranted at either intersection.
Our review of the weekday traffic volume data indicates that there is no evidence of excessive "cut-through"
traffic along Vallejo Avenue. In fact, the average daily traffic volumes (522 and 178) on Vallejo Avenue are
very low for a local roadway. Typically, a roadway with similar characteristics as Vallejo Avenue can be
expected to carry approximately 1,000 to 2,000 ADT. We do not dispute the claim that occasional "cut-
through" movements are occurring on Vallejo Avenue, and during peak usage, church generated traffic may
add to the perception of increased "cut-through" traffic movements. However, church generated traffic should
not be considered "cut-through" traffic since Valle jo Avenue provides the only source of access to Rancho
Community Church. It is likely that traffic volumes along Vallejo Avenue will decrease significantly when
Rancho Community Church is relocated to State Route 79 and Avenida De Missiones. Based on our
evaluation of traffic volumes, it is staff's opinion that "cut-through traffic volumes on Vallejo Avenue are
minimal, and the roadway is being used as it was designed, to provide access to arterial streets from a
residential area.
There were also concerns expressed about the lack of adequate sight distance along Vallejo Avenue due to the
horizontal and vertical alignment of the roadway. The sight distance was evaluated at the two intersections.
Using an approach speed of 35 MPH, the minimum stopping sight distance required is approximately two
hundred fifty (250) feet. Our evaluation indicates that the stopping sight distance at Cabo Street looking north
and south is unobstructed. At the Palma Drive intersection, sight distance was restricted (looking southeast) by
the vegetation located on the south comer of the intersection. A work order was issued to the City's Public
Works Maintenance Division for the removal of the obstruction. The sight distance looking northwest is
unobstructed. It is staff's opinion that with the removal of vegetation at one location, the sight distance at both
intersections is adequate for conditions and speeds.
For these reasons, staff cannot support the installation of multi-way stop signs at the intersection of Vallejo
Avenue and Cabo Street and Vallejo Avenue and Palma Drive.

None.

Mike,
Our Traffic Division has looked at other requests to close Vallejo or
place stop signs to slow vehicles and discourage by-pass traffic. A
previously limited evaluation of by-pass traffic did not show
unreasonable volumes. Stop signs along Vallejo definitely would not be
warranted. Thero are only a couple of intersection along Vallejo and
they are for very short cul-de-sacs and placing stops would have tittle
if any impact on driver speeds or cut-through traffic.
If you would like you can suggest that Mr. Louck present his problem to
the Traffic Division or Public Traffic Safety Commission.

Mike,
It was a pleasure to meet with you recently regarding the proposed
pipeline relocations on John Warner road. Prior to this meeting I
mentioned briefly my concerns regarding traffic safety on Vallejo
I Jer~ Gonz, alez - RE: FW: Traffic control on Vallejo Avenue Page 2 I
Avenue. Vallejo has become a shortcut for drivers to access highway 79
from Ynez road. Instead of proceeding to La Paz road, drivers are
cutting through on Vatlejo. Their have been countless times that my and
neighbors have been nearly killed or seriously injured by one of these
drivers. Vallejo is a narrow unlined street with blind curves.
Although the speed limit is posted it is rarely heeded nor enforced. It
is not uncommon for drivers to exceed 50 MPH on the street and some will
push 60MPH. This traffic creates life-threatening situations not only
on the curve in front of my home but also in front of the Ranch
Community Church due to the blind hill that precedes the parking lot.
I would like to have you come and observe this situation for yourself
and gain a better understanding of the safety issues this presents for
my family and those of my neighbors as we exit our driveways and Cabo
street. I have spoken to City staff regarding this issue and the
homeowners association has also attempted to have staff consider placing
stop signs on Vallejo. The stop sign requests have been discounted, but
I see no alternative that would reduce the shortcut traffic, help to
reduce the speeds on Vallejo and mitigate the hazards associated with
the blind corners and hill.
I would appreciate the opportunity to discuss this with you further at
your convenience,
Per~ Louck

PROJECTS UNDER CONSTRUCTION
1. First Street Extension - Environmental Mitigation
This project will create approximately 1.49 acres of wetlands along Murrieta Creek at First Street. It
includes construction of landscaping and irrigation improvements, and maintenance of said
improvements for a period of five (5) years in accordance with California Depadment of Fish and
Game and U.S. Army Corps of Engineers permit requirements. ACOE and RCFC are requesting
the relocation of the mitigation site to avoid conflict with Murrieta Creek Improvement Project. A
letter was sent from the City to ACOE for possible alternate mitigation sites. The City received a
response from ACOE approving the relocation of the mitigation site. Research is underway to
acquire property at an alternate site.
2. Community Theatre - Mercantile Seismic Retrofit
This project will create a community theatre at the old Mercantile building in downtown Temecula.
The project is complete. It is scheduled for Council acceptance on July 22, 2003.
3, Children's Museum
This project will construct a 7,500 square foot children's museum. The contractor, Fleming
Construction, is completing the punch list for the building shell improvements that include the
construction of the gazebo entrance, improvements to the restrooms and other items to make the
building suitable for the installation of the museum exhibits and use by the public. 2H Construction
is continuing with the repairs to the building structure. Mold remediation is complete and the
demolition of the floor is proceeding. Once the contractor receives the OK from the structural
engineer, the floor joists will be replaced. Due to the extent of structural repairs required, the
completion date for the building shell improvements has been extended to the fall of 2003.
4. Pechanga Parkway (Formerly Pala Road) Sound Wall Improvements
Under this project, sound walls will be designed and constructed on the southwest side of Pechanga
Parkway, from Rainbow Canyon Road to the Pechanga casino and on the northeast side along the
residences just north of Loma Linda. Bullard Construction has begun building the sound wall at the
northeasterly limits of the project along the right-of-way of Jedediah Smith Road just north of
Muirfield Drive. The footings have been poured in this area and the block will be placed thereafter.
Block at this location is special order (split face) and will not be available from the manufacturer until
August. The contractor has poured some of the footings on the west side of Pechanga Parkway
and is moving south with the removals.
