OF THE CITY OF TEMECULA
DIRECTOR OF PLANNING
October 23, 2003
A regular meeting of the City of Temecula Director's Hearing was called to order on Thursday,
October 23, 2003, at 1:30 PM, in the Main Conference Room, located at 43200 Business Park
Drive, Temecula, California. Principal Planner Donald Hazen presiding.
Aisc present were, Associate Planner Rick Rush, Assistant Planner Stuart Fisk, Special
Projects Engineer Annie Bostre-le, and Minute Clerk, Cynthia Lariccia
Principal Planner deferred the order of items due to a request by applicant for clarification of fire
conditions of approval.
Item No. 2:
Plannin.q Application No. PA03-0427 a request for the third (3) one-year
Extension of Time for Tentative Tract Map 28049 for the property located on the
west side of Puiol Street and south of First Street.
Principal Planner Donald Hazen called the meeting to order at 1:30 PM.
Planner presented his analysis and recommendation for the project. Planner stated that
although their hasn't been changes made to the map, staff recommended adding and amending
some conditions of approval that reflect current changes in activity and codes.
Principal Planner Donald Hazen opened Public Hearing at 1:35 PM.
Mr. David Goldkar, Rox Consulting Group spoke on behalf of the applicant, Jeff Troesch. Mr.
Goldkar stated that this request for Extension of Time would allow the applicant to complete the
improvement plan and record the final map. Elevation plans have als,o, been submitted for
review. Applicant has filed for product review. ~
No further requests to speak were presented on this project. Principal Planner Donald Hazen
closed the Public Hearing portion on this item.
Principal Planner Donald Hazen approved PA03-0427 subject to the recommended staff
conditions.
Item No. 1:
Planninq Application No. PA03-0355 a Tentative Parcel Map to subdivide a 7.57
acre parcel into six (6) commercial lots ranqinq from 0.75 acres to 1.86 acres
located at Hiqhway 79 South and Wolf Store Road, west of Butterfield StaRe
Planner presented his analysis and recommendation for the project. Project has been deemed
by staff to be consistent with all applicable City ordinances, standards, guidelines and policies.
Principal Planner Donald Hazen questioned whether the Pechanga Tribe was notified of the
project and did they comment. Planner stated Pechanga was notified and that their comments
were incorporated into the Mitigated Negative Declaration and that they received a final copy.
Principal Planner Donald Hazen opened the Public Hearing on this item at 1:40 PM.

Mr. Joseph Reyes, Trans Pacific Consultants, and Mr. Jerry Swanger, MDC Vail, expressed
concerns and requested clarification on the conditions of approval. Discussion followed
regarding these clarifications.
Principa~ Don Hazen ruled that the conditions as recommended by staff are proper. The City
needs to get their parkway landscaping plans submitted and approved for the entire frontage
before they let that map record
Project Engineer agreed to delete 30b from conditions of approval.
Discussion continued regarding bonding and landscaping concerns.
No further requests to speak were presented on this project. Principal Planner Donald Hazen
closed the Public Hearing portion on this item.
Principal Planner Donald Hazen approved PA03-0355 subject to modification.
There being no further business meeting was adjourned at 2:15 PM.
