Approved the Staff Recommendation (5-0): Motion by Hagel, Second by Moses. The vote reflected unanimous approval. BUSINESS 2. Proposed Traffic Calming Measures at Harveston Drive Recommendation: 1. Direct Staff to review and install crosswalk striping improvements with a RRFB and warning signs at a pedestrian path. The location will enable connectivity from the Harveston Center Sports Park to the Harveston Paseo Path (See Exhibit A); 2. Direct Staff to conduct a Warrant Analysis with traffic volume data collection for the feasibility of Stop Signs at the identified locations (See Exhibit B); 3. Provide direction to staff regarding proposed “Road Diet” narrowed lane striping depending on available budget (see Exhibits E - H). Great Oak High School Traffic Conditions Recommendation: That the Public/Traffic Safety Commission recommend the use of signage at the North East exit of Great Oak High School onto Deer Hollow Way indicating that the intersection be kept clear. Approve installation of Minor Street Stop Controls within the Alta Vista Development at the following locations: Along Mira Loma Drive (major through street) at the following cross streets: Candida Drive, Remora Street, and Veronda Place. Along Candida Drive, at the following cross streets: Senela Place and terminus at Agena Street. Along Escolacata Drive, at the following cross streets: Caprice Court and terminus into Remora Street. BACKGROUND: Staff received a request from Ralston Management Company, as well as residents of the Alta Vista neighborhood to consider implementing stop signs at the intersections of Mira Loma Drive (major through street) at all cross streets north of Rancho Vista Road (Candida Drive, Remora Street, and Veronda Place). The subdivision layout was evaluated and a few additional minor streets (Caprice Court, Senela Place, and Candida Drive at Agena Street) are proposed to be considered for stop signs as well. Mira Loma Drive is a thirty-two (32) foot wide inclined residential local collector roadway, which provides access to the subdivision’s minor residential streets. Mira Loma Drive provides one travel lane in each direction and on-street parking is permitted. The Average Daily Traffic (ADT) on Mira Loma Drive is approximately 500 ADT. The prima facie speed limit is posted at 25 MPH on Mira Loma Drive. Typical street cross sections of internal streets vary from 32 feet to 36 feet curb to curb. 2 In January 2020, vehicular volume data was collected at the intersection for a seventy-two (72) hour period. In addition to the data collection, a review of conditions was performed, which included an evaluation of sight distance, collision history, and completion of a multi-way stop warrant analysis. An evaluation of sight distance revealed the visibility is appropriate for conditions and prevailing speeds, and exceeds the minimum unobstructed sight distance of one hundred fifty-five (155) feet, which is required for the posted prima facie speed limit of 25 MPH on Mira Loma Drive. A review of collision history for the twelve (12) month period from April 1, 2019 to March 31, 2020 showed zero accidents were recorded. The favorable collision history can be attributed to driver familiarity with roadway conditions and exercising due care when entering and travelling through the intersection. The Multi-Way Stop Sign Installation Policy for Residential Streets’ warrant criteria was utilized to evaluate the need for stop signs at the subject intersections. Based on this information, City Staff recommends installation of stop signs at the following locations: Mira Loma Drive. (major through street); stop control at Candida Drive, Remora Street, Veronda Place (minor streets) – Total 3 Stops Remora Street (major through street); stop control at Escolacata Drive (minor street) – 1 Stop Candida Drive (major through street); stop control at Senela Place. (minor street) – 2 Stops Agena Street (major through street); stop control at Candida Drive (minor street) – 1 Stop Escolacata Drive (major through street); stop control at Caprice Court – 1 Stop Therefore, a total of eight (8) stop signs, stop bars and stop pavement legends (as shown in orange on Exhibit A) are recommended. The following additional signage is also recommended: “Watch Downhill Speed” sign on the streetlight at Candida Place to warn drivers to slow down. To further encourage drivers to stay at or below the posted speed limit, the City will install speed limit signs (as needed) and pavement legends, with the posted speed limit, in advance of the hills in both directions. The public has been notified of the Public/Traffic Safety Commission’s consideration of this issue through the agenda notification process. 3 CONCLUSION: Staff recommends establishing eight (8) “minor street” stop controls approaching the major “through streets” at the intersections as indicated above, and the addition of speed limit signs with pavement legends and “Watch Downhill Speed” sign. FISCAL IMPACT: Minor cost associated with installing signs and associated pavement markings. Adequate funds are available in the Traffic Division’s operating budget.
