IMPORTANT NOTICE
This meeting is being conducted utilizing teleconferencing and electronic means consistent with State of
California Executive Order N-29-20 dated March 17, 2020, regarding the COVID-19 pandemic. For
those wishing to make public comments on the Closed Session item on the special meeting agenda,
please submit your comments by email to the City Clerk at randi.johl@temeculaca.gov. Electronic
comments on these agenda items may only be submitted via email. Comments via text and social media
will not be accepted.
CLOSED SESSION - 3:00 PM
CONFERENCE WITH LEGAL COUNSEL PENDING LITIGATION. The City Council will meet
in closed session with the City Attorney pursuant to Government Code Section 54956.9(d)(1) with
respect to two matters of pending litigation: (1) Center for Biological Diversity, et al. v. City of
Temecula, et al., Riverside County Superior Court Case No. RIC 1800858; and (2) Endangered Habitats
League v. City of Temecula et al., Riverside County Superior Court Case No. RIC 1800886.
CONFERENCE WITH REAL PROPERTY NEGOTIATORS. The City Council will meet in closed
session pursuant to Government Code Section 54956.8 regarding the potential sale of real property
consisting of approximately 30 acres northwest of Diaz Road and Dendy Parkway owned by the City
(APN: 909-370-050 and 909-370-049). The potential buyer of the property in negotiations with the City
is: The Stephen A. Bieri Company, Inc. Negotiators for the City of Temecula are: Aaron Adams, Greg
Butler, Luke Watson and Peter Thorson. Under negotiation are price and terms of the potential sale of
the property.
CONFERENCE WITH REAL PROPERTY NEGOTIATORS. The City Council will meet in closed
session pursuant to Government Code Section 54956.8 regarding the potential purchase of the following
two vacant real properties owned by Hoffman Inv. and PMD Inv. that are listed for sale on the open
market in connection with the potential I-15/French Valley Interchange Project: (i) parcel located on the
southeast corner of Jefferson Avenue and French Valley Parkway identified as APN 910-262-010
(approximate 1.53 acres) and (ii) parcel located at the western terminus of McCabe Court identified as
APN 910-262-009 (approximate 1.64 acres). The negotiating parties are the City of Temecula and
Hoffman Inv. and PMD Inv., the record owners of the subject parcels. Negotiators for the City are
Patrick Thomas and Amer Attar. Under negotiations are price and terms of the purchase of the subject

parcels.
CONFERENCE WITH REAL PROPERTY NEGOTIATORS. The City Council will meet in closed
session pursuant to Government Code Section 54956.8 regarding the sale to the Riverside County Flood
Control and Water Conservation District of an approximate 32,314 square foot portion of the River
Street right of way identified as District Parcel 7021-18A1 and District Parcel 7021-32A in connection
with the Murrieta Creek Flood Control, Environmental Restoration and Recreation Project. Said 32,314
square foot portion of the River Street right of way is located directly adjacent to two of the parcels
comprising part of the City's South Side Parking Lot in Old Town Temecula (APNs 922-073-024 and
922-046-025). The negotiating parties are the City of Temecula and the Riverside County Flood Control
District. Negotiators for the City are Patrick Thomas and Amer Attar. Under negotiations are price and
terms of the sale of the subject 32,314 square foot area.
ADJOURNMENT
The next regular meeting of the City Council will be held on Tuesday, July 28, 2020, at 5:30 p.m., for a
Closed Session, with regular session commencing at 7:00 p.m., at the Council Chambers located at
41000 Main Street, Temecula, California.
NOTICE TO THE PUBLIC

available after the original posting of the agenda), distributed to a majority of the City Council regarding any
