IMPORTANT NOTICE REGARDING THIS MEETING
This meeting was conducted utilizing teleconferencing and electronic means consistent with State of
California Executive Order N-29-20, dated March 17, 2020, regarding the COVID-19 pandemic. The
live stream of the meeting may be viewed on television and/or online. Details can be found at
temeculaca.gov/tv. In accordance with Executive Order N-29-20, the public may only view the meeting
on television and/or online and not in the Council Chamber.
Submission of Public Comments: For those wishing to make public comments at this Council meeting,
please submit your comments by email to be read aloud at the meeting by the City Clerk. Email
comments must be submitted to the City Clerk at randi.johl@temeculaca.gov. Email comments on
matters not on the agenda must be submitted prior to the time the item for Public Comments is called.
Email comments on agenda items must be submitted prior to the time public comments are closed on the
agenda item. All email comments shall be subject to the same rules as would otherwise govern speaker
comments at the Council meeting. Electronic comments on agenda items for this Council meeting may
only be submitted via email and comments via text and social media (Facebook, Twitter, etc.) will not
be accepted.
Reading of Public Comments: The City Clerk shall read all email comments,provided that the reading
shall not exceed three (3) minutes, or such other time as the Council may provide, consistent with the
time limit for speakers at a Council meeting. The email comments submitted shall become part of the
record of the Council meeting.
CLOSED SESSION - 6:00 P.M.
Labor Negotiations. The City Council will meet in closed session with its designated representatives to
discuss labor negotiations pursuant to Government Code Section 54957.6. The City's designated
representatives are: City Manager Aaron Adams, City Attorney Peter Thorson, Assistant City Manager
Greg Butler, Director of Finance Jennifer Hennessy, Director of Human Resources and Risk
Management Isaac Garibay and Director of Community Development Luke Watson. The employee
organization is the California Teamsters Public, Professional and Medical Employees Union Local 911.

CONSENT CALENDAR
Unless otherwise indicated below,the following pertains to all items on the Consent Calendar.
Approved the Staff Recommendation (4-0): Motion by Naggar, Second by Rahn. The vote reflected
unanimous approval.
1. Waive Reading of Standard Ordinances and Resolutions
Recommendation: That the City Council waive the reading of the text of all standard
ordinances and resolutions included in the agenda except as specifically
required by the Government Code.
2. Approve Action Minutes of June 23, 2020
Recommendation: That the City Council approve the action minutes of June 23, 2020.
3. Approve List of Demands
Recommendation: That the City Council adopt a resolution entitled:
RESOLUTION NO. 2020-47
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TEMECULA ALLOWING CERTAIN CLAIMS AND DEMANDS AS
SET FORTH IN EXHIBIT A
4. Approve City Treasurer's Report as of May 31, 2020
Recommendation: That the City Council approve and file the City Treasurer's Report as of
May 31, 2020.
5. Approve Financial Statements for the 3rd Quarter Ended March 31, 2020
Recommendation: That the City Council receive and file the financial statements for the 3rd
quarter ended March 31, 2020.
6. Approve Amended Salary Schedule to Comply with Statutory and Regulatory Requirements for
Publicly Available Pay Schedules
Recommendation: That the City Council approve the amended salary schedule to comply
with statutory and regulatory requirements for publicly available pay
schedules.

7. Adopt Resolution Acknowledging Receipt of the Annual Inspection Report Pursuant to SB 1205
Recommendation: That the City Council adopt a resolution entitled:

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TEMECULA ACKNOWLEDGING RECEIPT OF A REPORT MADE
BY THE FIRE MARSHAL OF THE CITY OF TEMECULA FIRE
DEPARTMENT REGARDING THE SB 1205 STATE MANDATED
ANNUAL INSPECTION OF CERTAIN OCCUPANCIES PURSUANT
TO SECTIONS 13145, 13146 AND 17921 OF THE CALIFORNIA
HEALTH AND SAFETY CODE
RECESS:
At 7:16 PM, the City Council recessed and convened as the Temecula Community Services District
Meeting and the Successor Agency to the Temecula Redevelopment Agency. At 7:18 PM, the City
Council resumed with the remainder of the City Council Agenda.
RECONVENE TEMECULA CITY COUNCIL
BUSINESS
11. Receive Update on Old Town Temporary Expanded Outdoor Dining Program
Recommendation: That the City Council receive an update on the expanded dining/retail
program in Old Town and Citywide, and provide general direction to
staff. Direction included grandfathering existing business sidewalk use,
proceeding with Option 1 accoutrements, subcommittee review of
aesthetics, and opening existing Front Street closures.
Approved the Staff Recommendation (4-0): Motion by Naggar, Second by Rahn. The vote
reflected unanimous approval.
12. Receive Report on Race and Equity Efforts and Provide General Direction Regarding the Same
Recommendation: That the City Council receive the report on race and equity efforts and
provide general direction regarding the same. Direction included
proceeding with all concepts reviewed under Phases 1, 2 and 3 and
returning to the City Council for final approval of various concepts as
discussed.
Approved the Staff Recommendation (4-0): Motion by Naggar, Second by Rahn. The vote
reflected unanimous approval.

At 12:50 AM,the City Council meeting was formally adjourned to Tuesday, July 28, 2020, at 5:30 PM
for Closed Session, with regular session commencing at 7:00 PM, City Council Chambers,41000 Main
Street, Temecula, California.
