MINUTES OF A REGULAR MEETING
OF THE CITY OF TEMECULA
DIRECTOR OF PLANNING
December 4, 2003
A regular meeting of the City of Temecula Director's Hearing was called to order on Thursday,
December 4, 2003, at 1 :30 PM, in the Main Conference Room, located at 43200 Business Park
Drive, Temecula, California. Principal Planner Donald Hazen presiding.
Also present were Associate Planner Rick Rush and Minute Clerk, Cynthia Lariccia

Planninq Application No. PA03-0490 a Product Review for 130 detached sinqle-
familv residential homes with four different floor plans and three architectural
desiqns in the Avondale Tract VTM 26828 located on the northwest corner of
Seraphina Road and Rita Wav.
Principal Planner Donald Hazen called the meeting to order at 1 :30 PM.
Planner Rick Rush presented his analysis and recommendation for the project, highlighting the
4 separate floor plans and 3 different architectural themes. Planner requested deletion of item
#17 in the Conditions of Approval as it was a duplication of Item #16.
Principal Planner Donald Hazen asked if the design guidelines referred to California ranch style
homes. He stated his concern that the Spanish Monterey differs from the ranch style.
Principal Planner Donald Hazen opened Public Hearing at 1 :37 PM.
Mr. Brian Nestoroff, representing Richmond American Homes, agreed that the California ranch
style theme is somewhat broad, and that there approach was to provide more variety with their
version of the Spanish style.
Principal Planner requested information on roofing material. Representative believed all models
would have a flat concrete product
Liza Gordon, representing Richmond American Homes, stated their desire to eliminate heavy
Spanish influence with the curved red tile, arching, and turrents. Their Spanish line would more
closely be adobe style.
Principal Hazen questioned the use of materials for the lap siding on the Bungalow style. He
further stated that he would add a condition of approval on this material.
No further requests to speak were presented. Principal Planner Donald Hazen closed the
Public Hearing portion of the agenda.

Principal Planner Donald Hazen approved PA03-049 with the following additional condition of
approval. On models indicating wood siding, the materials shall be reviewed and approved by
the Planning Department prior to the issuance of the building permits and that the materials
shall consist of a composite that will have greater durability than a pure wood product.
There being no further business, meeting was adjourned at 1 :47 PM.
