AGENDA TEMECULA COMMUNITY SERVICES COMMISSION REGULAR MEETING COUNCIL CHAMBERS 41000 MAIN STREET TEMECULA, CALIFORNIA SEPTEMBER 14, 2020 - 6:00 PM IMPORTANT NOTICE REGARDING MEETING This meeting is being conducted utilizing teleconferencing and electronic means consistent with State of California Executive Order N-29-20, dated March 17, 2020, regarding the COVID-19 pandemic. The live stream of the meeting may be viewed on television and /or online. Details can be found at temeculaca.gov/tv. In accordance with Executive Order N-29-20, the public may only view the meeting on television and/or online and not in the Council Chamber. Submission of Public Comments: For those wishing to make public comments at this meeting, please submit your comments by email to the Secretary at jennifer.dominguez@temeculaca.gov. Email comments on matters not on the agenda must be submitted prior to the Public Comments item being called. Email comments on an agenda item must be submitted prior to the close of public comments on that agenda item. BACKGROUND: The City of Temecula’s original Parks and Recreation Master Plan was completed in 1993. At that time the population was approximately 32,000, the plan was projected to the year 2013, and there were five developed parks and seven undeveloped sites. The focus was on planning, acquisition, and development of new parks as The City was still largely undeveloped. Addenda to the original Master Plan include Youth Master Plan (2008); Community Playbook for Youth with Special Needs (2012); Multi-Use Trails and Bikeways Master Plan (2016); Senior Services Master Plan (2017). During the budget workshop in May 2018, Council approved funding and directed staff to conduct a new Community Services Master Plan as part of the fiscal year 2019-20 Annual Operating Budget. Through the RFP process, RJM Design Group, Inc. was selected as the consultant. RJM Design Group, Inc. conducted an initial baseline assessment, demographic study, extensive community engagement, and needs analysis before ultimately making recommendations on parks and facilities, programs and services, and maintenance procedures. These recommendations adhere to the City of Temecula’s Quality of Life Master Plan and reflect the values and wishes of its residents with projected needs over the next 20 years, with appropriate addenda, as needed. Following the September 14 staff summary to the TCSD Commission, RJM Design Group, Inc. will provide presentations to the Parks, Recreation and Community Services Subcommittee, then finally the full City Council for comment and adoption.
