HomeMy WebLinkAbout010804 DH Minutes MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA DIRECTOR OF PLANNING JANUARY 8, 2004 A regular meeting of the City of Temecula Director's Hearing was called to order on Thursday, January 8, 2004, at 1 :30 PM, in the Main Conference Room, located at 43200 Business Park Drive, Temecula, California. Principal Planner Donald Hazen presiding. Also present were Assistant Planner Stuart Fisk, Special Projects Engineer Annie Bostre-Le, and Minute Clerk, Cynthia Lariccia Item No. 1: Planninq Application No. PA03-0390 a Development Plan to construct an automotive service buildinq totalinq 5.469 square feet on 3.5 acres. located at 41902 Motor Car Parkway. Principal Planner Donald Hazen called the meeting to order at 1 :30 PM. Assistant Planner Stuart Fisk presented an overview and staff recommendations of the project. As proposed, approximately Y2 of the site will continue to be used for vehicle storage. The proposed building would be used for preparing new vehicles for delivery to customers and for servicing vehicles. Customers will drop off vehicles at the Ynez Road Toyota facility and porters will transport vehicles to the project site. Additionally, the applicant has added additional landscaping to the facility. Principal Planner requested clarification on lighting. existing lighting at the facility. Applicant responded that there was Principal Planner opened Public Hearing at 1 :35 PM. Applicant Dan Atwood, Toyota of Temecula Valley, 26631 Ynez Road, stated he was agreeable to the conditions with the exception of a landscaping issue. Principal Planner referred this matter to later in the hearing. Mr. Tom Diaz, Service Manager, Quality Nissan, 41895 Motor Car Parkway, presented a letter of concern involving traffic congestion, parking issues, and confusion on signage. Principal Planner asked Mr. Diaz if he had explored the possibility with the City on whether additional signage is allowed at his site. Mr. Diaz stated that he had not. Applicant Dan Atwood addressed the parking issues. The facility would provide off street parking for employees. Applicant Jon Atwood', Toyota of Temecula Valley, 26631 Ynez Road, and Board Member of the Motor Car Parkway Association. Mr. Atwood stated that plans are being drawn to redo Motor Car Parkway to City standards, including removing the center median thus improving traffic flow. Other areas are being considered for red curbing. Jon Atwood suggested that Nissan present a proposal to the Motor Car Parkway Association for additional signage. Applicant stated that they would need less than an acre for new car parking. Principal Planner requested Associate Planner's recommendation on applicant's landscaping concern. Associate Planner. addressed applicant's concern by recornmending reducing the length and number of trees. Principal Planner suggested that Associate Planner review the signage at Nissan to ascertain if any need for additional signage could be presented to the Association. No further requests to speak were presented. Principal Planner closed the Public Hearing portion of the agenda. Principal Planner recornmended adding an additional condition of approval regarding the density of trees under section 23 (f) stating that the row of Magnolia trees adjacent to the parking area show trees with the arnount of foot on center.
