BACKGROUND: A request was received from residents for investigating speeding on Shasta Lane and Gold Mine Drive on a subdivision off Wolf Valley Road. Due to the layout of the subdivision there is no cut-through traffic, residents themselves may be speeding (Exhibit A). An informational brochure has been prepared for Home Owner Association Assisted Traffic Calming for review by the Public/Traffic Safety Commission (Exhibit B). Temecula Police Department is deploying a radar trailer to make motorists aware of their speeds in a 25 MPH Prima Facia residential speed zone. The Traffic Department has a requisition in process to acquire a radar device called an “Armadillo” (Exhibit C) to record speeds and volumes on streets to check if there is actually a speeding problem, or if it is a perception of speeding. Once we have the device and get trained on its operation, we will deploy it in the neighborhood for data collection. A 5-year mid-block collision history was checked from 1/1/15 to 12/31/19 for Gold Mine Drive from Cloudburst Lane to Cottonwood Drive. A hit and run due to unsafe backing out was reported in 2017. There was no mid-block collision history for Shasta Lane from Cloudburst Lane to Boulder Way. A review of field conditions was performed in the neighborhood and there are 25 MPH signs/legends installed in the vicinity. There was none on Shasta Lane outbound (northbound), there was one installed on Goldmine Drive in the same direction. FISCAL IMPACT: Minor cost associated with installing signs and associated pavement markings. Adequate funds are available in the Traffic Division operating budget. Often, drivers are unaware of their speed or of the impact their speed has on the residents they are passing. Real time speed awareness will encourage speeding motorists to slow down. You may request a radar speed display unit from the Temecula Sheriff Police Department, so that citizens can monitor speeds along their street. The unit displays the speed limit for the street and the travel speed of passing cars. As the participants record the speeds, they will get a true perception of what the travel speed is on their streets. Posting reduced speed limits alone will not change driver behavior. Educating drivers and residents is equally important. Getting residents involved, since they are the primary travelers in their neighborhoods, will work to reduce the travel speed on these neighborhood streets. This educational process will lead residents and motorists who frequently travel on the road to work together to pay more attention to their speeds in neighborhoods. Seraphina Road 25 MPH Sign and Legend, Radar Speed Sign & Fines $380. How can you make your neighborhood street safer ? AS A DRIVER... Drive slower - Realize that speeding through residential neighborhoods will make very little, if any, difference in the total time it will take to complete your entire trip. In addition, driving at slower speeds allows you more time to react to the unexpected, such as a child darting out from behind a parked car. Remember that the legal speed limit on all residential streets is 25 mph, unless otherwise posted. Make a conscious effort to drive 25 mph or slower on all residential streets. Remind family members and neighbors of the speed limit. Avoid using local streets as short cuts - The more we use residential streets as short cuts, the more we disrupt the quality of life in neighborhoods. Neighborhood cut- through traffic increases noise and pollution in residential areas and results in a greater threat to the safety of children. Observe all the rules of the road (traffic laws) - Do not take chances even on short local trips to the shopping mall, etc. Most accidents occur close to home. Change your driving pattern on residential streets - Learn to adopt a different attitude! You should expect the unexpected on residential streets. It may not be your fault if you have an accident, but imagine the pain you would live with if you hit a child or elderly pedestrian. Yield to pedestrians - Pedestrians have the right-of-way at intersections whether crosswalks are painted on the street or not. Remember that it is someone's child, mother, father, brother, or sister crossing the street! Be aware that children are the primary pedestrians on neighborhood streets and that they are the most likely victims of careless drivers. Most young children — especially those under nine years of age — have great difficulty in making sound and safe judgments about traffic dangers. AS A PARENT... Teach your children the rules of the road - Ensure that your children know and understand the rules of the road. Studies have shown that smaller children have difficulty in making safe judgments about traffic dangers. Do not let your children play in the street. Warn them against darting into the road after pets or toys. Teach your children to stop, look both ways, and listen before crossing streets. Make sure your children know that even though cars are supposed to stop, they may not. Set a good example - Drive the speed limit and drive with courtesy. Do not double park. Do let children off on the correct side of the road when delivering or picking them up from school. Don't rush - Do not rush while driving. Organize yourself to leave a little earlier. In particular, do not rush getting children to and from school. Your urgency may transmit to them, causing them to disregard traffic safety and run headlong across the street. AS A RESIDENT...Take the initiative – Report to https://temeculaca.gov/992/Report- Traffic-Issues problem areas along your street, such as: Damaged or missing traffic signs, pot-holes, Brush or trees that obscure driver's vision of signs, curbs, other vehicles, intersections, etc. HOA - Traffic Calming Program How Can HOA’s help calm traffic? Some traffic calming devices and methods: 1. Establish a Neighborhood Speed Watch Program Select or elect community volunteers to participate in a Neighborhood Traffic Safety Committee with regular meetings to discuss safety related observations and reports. Send letters to residents explaining the program and appealing to them for their support – provide educational materials about the safety related studies that show how pedestrian safety is improved with lower speeds. Post signs on private property advertising the Neighborhood Speed Watch Program. Call each resident to explain the program and ask for their support. Safety Committee reviews complaints regarding speeding and sends notices to residents to inform them complaints and asked that they inform residents and visitors of the need to slow down. Set up safety patrol volunteers to stand on the sidewalk wearing yellow vests and holding slowdown signs. Include regular updates on the speed watch program. HOA newsletter Request on mobile speed trailer. 2. Educate residents on how speeding effects pedestrian safety. 3. Post children at play cones on sidewalk when the children are playing outside on private property. 4. Park your car on the street during hours when speeding is a concern, as parked cars narrow street width. On wide open streets, some drivers can feel “encouraged” to travel at high speeds. Narrower streets force them to slow down. On this street, if a driver faces an on-coming vehicle, each driver must find a spot to maneuver so they can pass. 5. Document the time of day speeding occurs. Report this information to the police department to request targeted enforcement during hours of concern. 6. Request a mobile speed trailer to be posted in your neighborhood to inform motorists of their speed. Does the City support traffic calming? BACKGROUND: In August 2020 the City decided to seek the HSIP Cycle 10 grant funding for the implementation of two (2) projects: 1. Upgrade Pedestrian Signal Indications that is, the Accessible Pedestrian Push Buttons, & Countdown Pedestrian Heads as well as the Traffic Signal Controllers for approximately $911,700. 2. Roundabout at the intersection of Ynez Road/De Portola Road and Jedediah Smith Road for approximately $461,000. In August 2020, staff solicited STC Traffic, Inc. for professional engineering services to prepare the two grant applications for the project for $8,500. Note the Countdown Ped Heads, APS Push Button & Controllers application is included as part of the City of Temecula Local Roadway Safety Plan at no cost. The grant application includes some collision analysis and countermeasures for the concept design and preliminary costs of technical requirements, estimates for processing and preparation of the project PS&E, environmental documents, project schedule and project construction estimates. The package will be submitted by STC Traffic, Inc. who will incorporate comments and finalize the applications for submittal to Caltrans DLAE by the extended November 2, 2020 due date. The package is also being peer reviewed by Blais and Associates, the grant consultant for Western Riverside Council of Governments (WRCOG). HSIP projects typically require a 10% City match as seed money to get the project application federally funded for the 90% engineering, construction project management and construction costs. The upgrade of pedestrian signal indications and traffic signal controllers includes installation of countdown pedestrian indications and ADA compliant audible pedestrian push buttons at fifty- five (55) intersections along with conversion of traffic signal controllers from Type 170 to Type 2070 intersections. 2 STC Traffic, Inc. will prepare HSIP grant applications for the APS Ped Push Buttons, Countdown Pedestrian Heads and Controllers for the following 55 locations: 1. The total project cost will likely exceed the grant amount which will require City or developer match for the remaining cost of the project. Staff will provide the results of the grant when available, at a future meeting. The public has been notified of the Public/Traffic Safety Commission’s consideration of this issue through the agenda notification process. BACKGROUND: City of Temecula staff were asked to consider the feasibility of implementing parking restrictions outside the residence located 42125 Kaffirboom Court. Cars parking alongside city streets are impeding school bus ability to access enough space for safe pickup. Additional space is necessary in order to accommodate wheelchair access safely. It is staff’s opinion that the current constraints warrant the installation of yellow curb – see Exhibit A. The City of Temecula Municipal Code (10.16.250 - Curb markings to indicate no stopping and parking regulations) dictates that “Yellow means no stopping, standing or parking at any time between seven a.m. and six p.m. of any day for any purpose other than loading or unloading of passengers, which shall not consume more than three minutes, nor the loading or unloading of materials, which shall not consume more than twenty minutes.”. The proposed solution would allow for safe pickup of occupants while still granting overnight use by residents. The public has been notified of the Public/Traffic Safety Commission’s consideration of this issue through the agenda notification process. FISCAL IMPACT: Minor cost associated with the recommended action.
